SCOTTSDALE, AZ — A Scottsdale city councilman echoed the dying words of George Floyd on Wednesday while rallying supporters against mandates that would require masks and face coverings in public to limit the spread of the coronavirus."I can't breathe. I can't breathe," councilman Guy Phillips said as he removed a mask amid cheers from the crowd.The group was gathered at Scottsdale City Hall Wednesday morning to protest the requirement of face coverings and masks in public places.Phillips went on to tell the crowd that he would "happily wear a mask out of respect for my fellow citizens, but when government threatens me with fines or possible arrests if I don't conform, then I protest.""We are not in Russia! SAN FRANCISCO (KGTV/AP) — California’s education chief has applauded the state’s two largest school districts, Los Angeles and San Diego, for this week’s decision not to reopen classrooms this fall amid rising coronavirus cases. But Tony Thurmond says the same rules need not apply in counties with low rates of infection. In a media briefing, Thurmond says that in counties where the number of cases is low, schools could reopen for in-person classes as long as they follow the state's guidance on physical distancing and wearing face coverings. “Everyone shares the desire to reopen schools and agrees that the best place for children to learn and thrive is in the classroom connected with caring teachers and staff. We also understand that schools are more than a place of learning: They provide critical necessities like meals, relationships with caring adults, and support for working parents,” said Thurmond. “But we can only open schools if it is safe to do so. As the largest educational agency in the country, our stance has been consistent during this pandemic: Science, data, and safety must guide any decision about reopening a school. (KGTV) - A San Marcos woman is speaking out for the first time about her ,000,000 claim against San Diego County.She told 10News that two sheriff's deputies knocked on her door in the middle of the night last August for a welfare check.  There was no problem and they left but she said Deputy Richard Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."It wasn't an okay hug.  I was stunned, shocked.  It was very fast and confusing."She resisted. "Yeah, I felt very vulnerable, intimidated, felt weak. I felt little.  It's just a mess! Everything is a mess!   This is hard to do. He shouldn't have come back to my house and I don't ... everything's a mess!"Three months later, she said she's still frightened."Would I open the door anymore? No. I think he's bad for law enforcement and bad for me. I think he's a bad guy!"Dep. Fischer was placed on administrative duties after the complaint was filed.  An investigation is ongoing, now with two more women talking to investigators.Another San Marcos woman told a similar story.  An Alpine woman said she was arrested on a questionable charge, handcuffed, and fondled while in restraints. 1329

SANTEE, Calif. (KGTV) - A report of another car found burning in a driveway is raising questions about a possible fire starter targeting vehicles in Santee.On Shaggybark Drive, Michelle Genshaw and her husband were pulling out of their home two weeks ago -- just before 4:30 in the morning -- when they saw flames in their neighbor's driveway.  A 2007 Acura TL was on fire."It looked odd because there were flames coming out of the front and back of the car, like two separates fires," said Genshaw.Genshaw's husband banged on the door, waking the Arnold family.  Together, they put the fire out with a hose a few minutes later.  Catherine Arnold is thankful the fire didn't spread, but she tells us the car is a total loss."It's really upsetting.  It was my father's car and he passed away and it was the last thing belonging to my dad that I had," said Arnold.Sheriff's investigators were called out and concluded it was arson."We talked to police and they said they smelled gas," said Genshaw.A week and a half later, car alarms sounded along with a Mother's Day inferno on Pearlwood Road.  Neighbors discovered a newly purchased Ford Mustang convertible torched in a driveway.  Mason jars with a flammable liquid were found near the gas tank.
