SAN DIEGO (CNS) - A man accused of fatally beating a fellow transient with a mini sledgehammer as the two argued along a Midway District street was ordered Monday to stand trial on a murder charge.Greg Repp Jennings, 53, is accused in the Jan. 8, 2018, slaying of 37- year-old Michael Anthony Dean, who was struck several times in the head with a four-pound hammer.First responders found Dean lying face-up in the street with his face "caved in," according to preliminary hearing testimony. He was pronounced dead at the scene, near 3805 Midway Drive.According to testimony from SDPD Detective Sgt. Christopher Leahy, one witness told investigators that an argument sparked the killing, which began when Jennings was talking loudly at a bus stop. Dean, who was also sitting at the bus stop, asked Jennings to "tone it down," angering the defendant, who told him "it was his First Amendment right and he wasn't going to shut up," Leahy said.Other witnesses also saw the men arguing and then saw Dean fall into the street, at which point Jennings allegedly struck him with the hammer multiple times.Jennings told investigators that he acted in self-defense, according to testimony. He alleged Dean had tied a pair of workboots together by the laces and was going to use the improvised weapon to attack him.Jennings remained at the scene and was arrested by responding officers.The defendant remains in custody without bail. SAN DIEGO (CNS) - A judge took under submission today a motion by the federal government to dismiss a lawsuit filed by the cities of Imperial Beach and Chula Vista and the Port of San Diego, alleging that the International Boundary and Water Commission is violating the Clean Water Act by not doing more to prevent Tijuana sewage from flowing into San Diego area waters.The federal government maintains that the IBWC isn't legally responsible for the sewage flowing into U.S. waters from Mexico.But the plaintiffs claim that since the IBWC oversees a flood control channel that redirects the Tijuana River on its way to the Pacific Ocean, as well as water- capture basins in five canyons along the border, the agency is responsible for the sewage that gets through those systems.RELATED: Imperial Beach businesses hurt by sewage & runoff related closuresImperial Beach Mayor Serge Dedina, who has led the fight to against the IBWC since his city was hit with millions of gallons of raw sewage in February 2017, said it was heartening to hear U.S. District Judge Jeffrey Miller say he might go to the South Bay to see first-hand how the situation is being handled.Dedina said the plaintiffs got a fair hearing. SAN DIEGO (CNS) - A woman died Monday after being injured Sunday when she was hit by a car in Rancho Penasquitos, police said.The San Diego County Medical Examiner says Nang Arm, 37, died after she was taken off life support Monday. Medics responded to a call at 7:07 a.m. Sunday on Black Mountain Road and Carmel Mountain Road, where they found an unconscious woman with face injuries, San Diego police Sgt. Robert Hawkins said.A gold-colored 2006 Nissan Sentra driven by 20-year-old Uvelyn Nunez- Jaramillo and carrying two passengers, was heading south on the 13700 block of Black Mountain Road when the car veered to the right, SDPD Sgt. Tim Underwood said.The car went onto a sidewalk, damaged a fence, then struck the Nang. She was taken to Scripps La Jolla Hospital, Hawlins said.The car continued a short distance down the street, where it also hit a water line before it came to a stop. Nunez-Jaramillo exited the Nissan and walked away.Several passersby stopped at the scene to render aid to the woman and emergency personnel, Underwood said.Detectives determined that Nunez-Jaramillo caused the crash. She was contacted and returned to the scene, where police determined she allegedly was driving under the influence.She was arrested and booked in the Las Colinas Women's Detention Facility for felony driving under the influence and felony hit and run.Detectives also interviewed Nunez-Jaramillo's two passengers, who were released, Underwood said. 1468

SAN DIEGO (CNS) - A man who allegedly gunned down another man during an altercation in Lincoln Park pleaded not guilty today to a murder charge. Michael Ortiz, 31, is accused in the Nov. 7 killing of 25-year-old Eziquio Ruiz-Saucedo of National City. Ortiz faces 50 years to life in state prison if convicted of murder and an allegation of discharging a firearm in the killing.Police received reports just after 9 that night of gunshots fired in the parking lot of a shopping center at 300 Euclid Avenue, SDPD Lt. Andra Brown said. According to the lieutenant, the men were involved in a physical fight and at some point, a handgun was brandished and both men were shot.At Ortiz's arraignment, Deputy District Attorney Jeff Dort alleged that Ortiz brought a gun to ``what was probably going to be a fistfight.'' The prosecutor said Ortiz was shot with the same gun used to shoot the victim, but did not elaborate on how that occurred.Ruiz-Saucedo died at the scene, and Ortiz was hospitalized with non- life-threatening injuries, police said.Ortiz was being held on million bail and his next court date is a Jan. 12 status conference. 1145

SAN DIEGO (CNS) - Federal officials in San Diego Wednesday announced the arrests of hundreds of suspects and the seizure of more than a ton and a half of narcotics as part of a crackdown on a Mexican criminal gang considered responsible for much of the flow of illicit drugs into the United States.During a late-morning briefing at the U.S. Drug Enforcement Administration's Kearny Mesa offices, DEA and Justice Department officials detailed the results of the multi-agency operation targeting the Cartel de Jalisco Nueva Generacion."Project Python is the single-largest strike by U.S. authorities against CJNG, and this is just the beginning," DEA Acting Administrator Uttam Dhillon said.The six-month enforcement campaign has resulted in the capture of more than 600 gang associates and 350 indictments, including one against the alleged head of the criminal organization, fugitive Nemesio Ruben Oseguera Cervantes, also known as "El Mencho."The Department of State has issued one of the largest narcotics crimes- related rewards ever -- million -- for information leading to the arrest of Cervantes.In San Diego and Imperial counties, the operation has led to the arrests of about 130 CJNG associates and seizure of 3,282 pounds of methamphetamine, 198 kilograms of cocaine, 59 kilograms of heroin, 44 kilograms of fentanyl, two kilograms of opium, in excess of 27,000 fentanyl pills and 18 guns, according to the DEA.The Jalisco-based cartel is one of the fastest-growing transnational criminal organizations in Mexico and among the most prolific methamphetamine producers in the world, and is the source of a large amount of drugs entering the United States and elevated levels of violence in Mexico, according to federal officials.Last month, Cervantes' son and second-in-command, Ruben Oseguera "Menchito" Gonzalez, was extradited from Mexico to the United States on drug- trafficking charges.
