SAN DIEGO (KGTV) - A plan to improve bike access along Harbor Drive may put pedestrians at risk.As SANDAG works to promote alternative transportation through its "Keep San Diego Moving" initiative, they plan to upgrade the Bayshore Bikeway.That includes a stretch through Barrio Logan that runs along Harbor Drive from 32nd Street to Park Boulevard.Renderings from SANDAG show a two-way bike lane protected from traffic by concrete or plants.But, plans to build the bike lanes also call for the removal of two pedestrian bridges that go over the intersection of Harbor Drive and 32nd Street. SANDAG will replace the bridges with crosswalks.Navy personnel use the bridges as they go to and from Naval Base San Diego every day.Some people who use the bridge daily say they're worried that it will lead to more accidents and dangerous conditions while trying to cross. Others say it could lead to more people jaywalking along Harbor Drive.SANDAG told 10News that safety is their top concern, and the new crosswalks will "enhance the entire intersection, including adding pedestrian pushbuttons, striped crosswalks, median landings, and other safety features."SANDAG also says they're working with the Navy and other city organizations to make sure the crosswalks are as safe as the bridges. A spokesperson for the Navy was unable to provide a comment about the project.Right now, the project is in the environmental review phase. SAN DIEGO (KGTV) - A new report is calling for San Diego County jail reforms to address mental health issues and inmate suicides.From 2014-2016, 17 people have died by suicide while being held in a San Diego County jail facility, according to an investigation?by Disability Rights California (DRC).By this rate, the group says San Diego County's rate of inmate suicide is "staggeringly" high compared to national, statewide, and local data. During this three-year period, the county's rate of 107 deaths per 100,000 was double the national rate of 50 per 100,000, the group says.More: TEAM 10 INVESTIGATIONS"People with mental health needs and their families deserve better," DRC Attorney Rebecca Cervenak said. "Without appropriate community services and improved conditions, people will continue to suffer."The report says four aspects contribute to the high suicide rate: over-incarceration of people with mental health needs, lack of jail oversight, failure to provide mental health treatment and harmful solitary confinement, and a lack of efficient suicide prevention.DRC spoke with jail staff, inmates, and San Diego Sheriff's Department (SDSO) leadership as part of their investigation.The SDSO said they welcome feedback regarding the jail system and will work to improve procedures, but had a number of concerns with how data was gathered and recommendations were formed: 1409

SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635

SAN DIEGO (KGTV) -- A man suffered serious injuries after a scooter crash on the Mission Beach boardwalk late Tuesday afternoon. According to police, the crash happened around 4:30 p.m. near Ocean Front Walk and San Luis Obispo Place. Authorities say a 55-year-old man on a bicycle and a 27-year-old man on a scooter collided on the boardwalk."His bike was upside and he was just laying there," said Nicole Ryujin, who saw the aftermath. "He wasn’t moving and at first I was like, 'is this guy okay?'" Police say the 55-year-old was taken to the hospital with serious injuries, but not life threatening. According to police, the 27-year-old didn't suffer any injuries. Investigators say the scooter rider was headed north on the boardwalk, and the biker was headed south, when they collided. At this time, it's unclear exactly what led to the crash. Traffic investigators questioned the scooter rider on scene. Investigators say there is no criminal investigation at this time. 987

SAN DIEGO (KGTV) -- A Navy SEAL was sentenced Tuesday after pleading guilty to molesting his relative in California.Gregory Kyle Seerden pled guilty to seven counts of molestation following a preliminary hearing in which the victim testified. According to the court, the abuse happened while Seerden was a Navy SEAL stationed in San Diego. "We can start healing today by making him answer for his crimes every day for the rest of his pathetic existence," Alicia Reppert said, reading a prepared testimony.Reppert is Seerden's ex-wife. She said on the stand, that her daughter endured abuse from her father, starting from when she was five years old. The Deputy District Attorney said the girl mustered up the courage to report her father's crimes in 2015. At the pretrial hearing in May, the now 12-year-old testified in front of a judge. The testimony was so powerful, Seerden pleaded guilty to seven of the nine counts of molestation, without going to trial. He was sentenced to 60 years in prison. Seerden is already serving a 27-year federal sentence for manufacturing child pornography. In 2017, Seerden was accused of of raping a woman while serving in the Navy in Virginia. When authorities searched his cell phone, they found child pornography, including a video of him abusing another 5 year-old relative, while she slept. "In California, you can use that evidence to corroborate molestation in this case," Deputy DA Amy Colby said. Seerden was arrested on April 3, 2017, for the case involving child pornography.
