SAN DIEGO (KGTV) - Police are working to identify a body discovered at a shipyard along San Diego Bay.The body, only described as a white male, was found at Continental Maritime of San Diego shortly before 12 p.m. Saturday. The shipyard sits underneath the Coronado Bay Bridge.Harbor Police are not sure who the man is and are investigating.No further information was immediately released.10News is monitoring this breaking news story. 453

SAN DIEGO (KGTV) — Nearly three-quarters of the students in San Diego County are currently learning from home, and those numbers don’t make a lot of sense to MIT professor Martin Bazant.Bazant is one of the creators of the COVID-19 Indoor Safety Guideline. The free online tool simulates the fluid dynamics of respiratory droplets in various kinds of rooms to show users the risk of different indoor environments.“If you run the numbers for a typical classroom, especially if the students and the teachers are wearing masks, then the amount of time in the room can be very significant,” Bazant said. “Essentially those people could spend a week in the classroom and not have a problem.”Bazant says the six-foot rule that has largely determined which businesses can stay open is overly simplistic. In some cases, he says the rule creates a false sense of security. In other situations, he says it causes the closure of businesses or schools that could safely operate.“If you place nursing home beds six feet apart in a shared room, they are absolutely not safe,” he said. But he said well-ventilated classrooms, with teachers and students in masks, are another story.“It's only the United States where we follow the six-foot rule. That's given by the CDC. The World Health Organization all along has been saying one meter, which is about three feet. If you simply followed the one-meter rule, all our schools would be open, as they are in most of the world right now,” he said.Bazant and his colleague John Bush said they set out to design a tool that would reveal the risk of transmission based on science, not guesswork.Users start by selecting a room type, like a classroom or an airplane. From there, they can control a wide array of variables to dial in the risk, like the room size, the ceiling height, and the ventilation and filtration systems.From there, users can further tune the model by human behavior. How many people are in the room? Are they whispering, shouting or singing? How many are wearing masks?Mask usage is a critical component, Bazant says. The model quickly reveals the challenges of maskless activities in rooms with poor ventilation. Put five people without masks in a 400 square foot room with closed windows, and it becomes unsafe after 33 minutes.Bazant says studies on super spreader events show in indoor environments, the distance from an infected person doesn’t matter. Infected droplets spread and mix throughout the room like second-hand smoke from a cigarette.But with masks trapping droplets and diverting them upwards like a chimney, an environment like an airplane could be safe for several hours, according to the model. With more than 95% of the passengers and crew wearing surgical masks, a Boeing 737 could support 200 people -- around full capacity depending on the configuration -- for 18 hours. 2850

SAN DIEGO (KGTV) — Nearly 6,000 San Diego workers have reportedly been laid off amid the coronavirus outbreak, but the actual number could be 60 times higher, according to officials at the San Diego Workforce Partnership. The agency estimates there are at least 350,000 San Diego workers at risk of losing their jobs, the majority of them in service sectors like hotels, restaurants and retail, where there is no option to work from home. However, the state has eliminated the 60-day public layoff notification requirement amid the outbreak, so it is unclear how many people are no longer working. RELATED: San Diego County property tax bills still due in April, despite COVID-19"Right now in the short term it's supporting people through this very, very dire and scary time, and hopefully providing them with the hope that this will change and to hang in there," workforce partnership CEO Peter Callstrom said Tuesday. The partnership is now taking a multi-pronged approach to getting people back to work. It is focusing on finding employers who have a need today, such as those in delivery, transportation and logistics. It is also working with Amazon to set up mobile job expos. "We can shuffle people around and try to make sure as many people sit down as possible but at the end of the song, there's fewer chairs than there are workers."The Partnership reports hotels comprise 37 of the 52 San Diego employers that have sent them layoff information. The others are restaurants and small businesses such as dental offices and acupuncture providers. In City Heights, the Super Cocina restaurant has seen its sales drop 75 percent amid take-out only restrictions. Owner Juan Pablo Sanchez says his family has paid upwards of ,000 in personal savings into the restaurant this month to stay open.Still, employee hours have been cut across the board. SAN DIEGO (KGTV) - On Monday, concerns were raised and the release of police body camera video was requested after San Diego police officers reportedly shot a man on Sunday after they arrested him. Police say he managed to get out of his handcuffs and accessed a police gun after he was left in a patrol vehicle.On Monday, SDPD Lt. Andra Brown told 10News that officers were called to the Westgate Hotel on Sunday night for a report of a man who threatened security workers. After officers reportedly took in the 25-year-old Hispanic man, they say he slipped out of his cuffs while in the patrol unit.“It does happen but you know there's a tricky line to walk between having the handcuffs too tight where they can't come off but that also means that they can cause damage to a person that's under arrest and that's not our goal,” said Lt. Brown.She added that the suspect then reportedly broke a divider in the vehicle and grabbed a backup gun from an officer's gear bag that was in another area of the vehicle, all while he was alone in the vehicle and officers were away to process paperwork. “They were in the area of the vehicle. It's not like they were hundreds of yards away. They do maintain visual contact and there are other officers that are in the area,” she told ABC10 News.Once officers noticed, police say he fired a least one round after refusing their commands to drop the gun. They report that they fired back and struck him in the torso, but they say he still got out of the car with the gun and ignored their commands. Officers say a police canine then took him down.Community activist Tasha Williamson said Monday that the suspect should never have been left alone. “It’s not safe for the individual who has been arrested and not safe for the officers who are leaving them in the car with weapons,” she added.She's been demanding the release of body camera video within 24 hours of the shooting, like police did last week after rounds were fired with a robbery suspect.A police spokesperson said Monday that the release of the video will take longer in this case but the department is working hard to get it out and hopes to have it released within a couple of days.“[That’s] not sufficient and what that's telling the public is that when there’s no public outcry, they'll take their time at releasing the video,” added Williamson.The suspect was taken to the hospital with non-life-threatening injuries.SDPD is investigating the officer-involved shooting. SDPD says once its investigation is completed, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions. Police say the Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers before the Community Review Board on Police Practices reviews the incident. Police say the FBI and U.S. Attorney’s Office will also be monitoring the investigation.The three officers who were involved are on paid administrative leave during the investigation, which is standard protocol. 3161

  

SAN DIEGO (KGTV) - Police are searching for a gunman after a teenager was shot Friday night outside of a movie theater in Escondido.The shooting happened around 8:50 p.m. at the Regal Cinema on West Valley Parkway in Escondido.Police say the victim was shot in the calf and taken to the hospital with non-life threatening injuries.The shooting is believed to be related to fight among a group of teenagers in the strip mall.They are now reviewing surveillance video in their investigation of the incident. 513
