CHULA VISTA, Calif (KGTV) -- More than 20 people showed up to a town hall meeting hosted by the Baldwin and Sons regarding their development in Otay Ranch.Right now, the massive project includes 292 condos, 300 apartments, a 2-acre park and 15,000 square feet of commercial and retail space, as well as two hotels.  One of the hotels opened in 2017, and condos are under construction.The developer now wants to add 300 more apartments to their plan.  They say the plan will not require any additional space but instead will require a different building and site design.RELATED: Developer wants to add 300 apartments to Chula Vista propertyMany in the community raised concerns about traffic and the overcrowding in schools at the open house. Developers were there to address those concerns.According to Nick Lee, a study of the area says the roads it can accommodate nearly 12,000 trips a day. Even with the additional 300 units, it would push those numbers to around 8,000 trips a day.They also said they’ve spoken with the Elementary and High School districts, and both have told them they should be able to accommodate the students with their existing facilities.The developers expect to bring the new plans to planning commission next month. 1268

CHULA VISTA, Calif. (KGTV) -- Free coronavirus testing will soon be available to students and staff in the Chula Vista Elementary School District. This week, the board voted to approve a plan to make that happen.Testing would move the state’s largest elementary school district closer to in-person learning. The district is partnering with bioscience company, Kahala, to provide the free tests.Testing would be voluntary for students, teachers and staff. Participants would be tested every two weeks for the virus and once for antibodies.RELATED: Poway Unified School District approves campus return plan for some studentsOn-site testing would be available at five schools to start and would later expand to more locations. Kahala will bill the participant’s insurance to cover the cost.The district says the idea is to determine the level of active cases so they can mitigate the spread.The plan is already drawing some criticism from teachers. Susan Skala with the Chula Vista Educators Union is worried about working with Kahala since the company formed early this year.“We simply don’t know enough about it because this program has been what we feel has been rushed through,” said Skala. “We’re not sure about how our medical data would be secure, we’re not sure about the confidentially and integrity of the program.”Dr. Michael Miyamoto is the Chief Medical Officer of Kahala. He says their staff is composed of practicing physicians. They have current partnerships with private companies and health care facilities for employee testing.Miyamoto says their tests are authorized by the FDA for emergency use.“Many, if not most of the diagnostic tests and treatments for COVID-19 are authorized under an Emergency Use Authorization,” said Miyamoto. “This was done because a lot of the regulatory review of these needed to be done very quickly in order to get these test and therapeutics out for use by healthcare practitioners.”He says the more people that volunteer, the better.“If we have a reasonable sampling the information will be very helpful in making decisions but also as a model for other school systems around the country,” he said.The Chula Vista Elementary District says they haven’t decided which schools to use as testing sites yet, but they will be available to anyone in the district.“Our learning community from any of our systems can access any of those five to six sites for that testing,” said Anthony Millican with CVESD.The district is also partnering with the County Health and Human Services Agency as well as the City of Chula Vista. Those programs have free testing options for families without health insurance.The district does not have a scheduled date for returning to in-person learning. (KGTV) - Surveillance video shows a woman at the front door of a home in Chula Vista doing a face-plant to avoid police.Along Paseo Burga, Lillie Utz got an unexpected visitor outside her front door as she was sewing Christmas presents on Saturday afternoon.Through a window, Utz saw a woman racing back and forth in her front yard. Turns out neighbors had seen the same woman running in and out of yards. At least one of them had called police. Soon after, video shows a woman at Utz's front door. I was about six feet away sewing," said Utz. In the video, the woman can't get in, so she kneels and hides. She grabs a cushion to shield her face as a police cruiser drives by."She got up and another car drives by. She then pops up, grabs a bag she had with her and runs behind a bush. China's Tiangong-1 space lab re-entered the Earth's atmosphere around 8.15 a.m. Monday (8:15 p.m. ET Sunday) in a fiery fall, China's Manned Space Agency said.Tiangong-1 plummeted into the middle of the South Pacific, the space agency said."Most parts were burned up in the re-entry process," the agency said.The out-of-control 40-foot long Tiangong-1, or "Heavenly Palace," is one of China's highest profile space projects. The unmanned space lab was launched in September 2011 as a prototype for China's ultimate space goal: a permanent space station that is expected to launch around 2022.But the Chinese government told the United Nations in May 2017 that its space lab had "ceased functioning" in March 2016, without saying exactly why.The incident was embarrassing for China's space program but it hasn't delayed its progress. In September 2016, China launched its second space lab, Tiangong-2.While it is not uncommon for debris such as satellites or spent rocket stages to fall to Earth, large vessels capable of supporting human life are rarer.NASA's first space station, Skylab, fell to Earth in an out-of-control re-entry in 1979, burning up harmlessly in the process.The last space outpost to drop was Russia's 135-ton Mir station in 2001, which made a controlled landing with most parts breaking up in the atmosphere. 1338

  

CHULA VISTA, Calif. (KGTV) - An Eastlake pizza restaurant shut down Wednesday after an inspection turned up signs of rodent nests, droppings and urine.Filippi’s Pizza Grotto at 871 Showroom Place, near Otay Lakes Road and Hunte Parkway, received a primary inspection report April 18 from the San Diego County Department of Environmental Health.The inspector found 20 dried rodent droppings in a back oven and rodent nests in the panels of two ovens, County documents showed. There were also rodent droppings in utensil storage areas, beneath a stove, and dry storage areas, according to the report.The report indicated there were multiple holes in an exterior wall and a door leading to the outdoor trash area that building management had ordered to remain open.The County Dept. of Environmental Health conducted a second inspection the following day.The inspector reported six dried mouse droppings and two fresh rat droppings in dry storage on the building’s second floor, according to County documents.There was also dried urine on the plastic wrapper of cardboard pizza boxes and gnaw marks through plastic into boxes, the report said.The operator of Filippi’s told the inspector the restaurant had been deep-cleaned before the re-inspection.Filippi’s reopened Friday afternoon, according to County health officials. 1333
