BEIJING, March 5 (Xinhua) -- China's Ministry of Commerce spokesman Yao Jian said Friday the U.S. decision to impose preliminary duties on Chinese potassium phosphate salts and coated paper was unfair and discriminatory.Yao said "frequent" countervailing probes by the U.S. into Chinese products have "unfairly restricted normal exports," adding the fresh anti-dumping measures came only two years after the U.S. ruled China's coated paper exports did not harm the domestic industry in November 2007.The two products will face 109 percent and up to 13 percent duties, respectively, according to a U.S. Commerce Department statement Tuesday.Yao said the fundamental reason behind the difficulties in the U.S. coated paper industry was due to weak demand caused by the financial crisis. He said passing the problem on to Chinese manufacturers was unacceptable.He said China firmly opposes abuse of trade protectionist measures by the U.S. and would negotiate with the U.S. over the unfair move to protect the interests of Chinese companies.

BEIJING, Jan. 28 (Xinhua) -- A draft regulation on expropriation of houses and relevant compensation is expected to be made public Friday to solicit comments.China's Legislative Affairs Office of the State Council, or cabinet, is going to release the full text of the draft on its website, www.chinalaw.gov.cn.The draft spells out the conditions, due process and compensation of expropriation intended for public interest, such as national defense, key national projects of energy, transportation and education.The draft says local government should, by holding hearings or adopting other opinion soliciting methods, ensure that the public opinions can be heard.The draft also provides that compensation to the house owners should not be less than the market price of similar houses.The draft stresses that no violence, coercion, or other illegal means, such as cutting off the water or power supply of the houses, can be employed in demolition procedures.Demolition for the need to upgrade the quality of dangerous and old buildings should not be carried out without the approval of 90 percent of the house owners, the draft says.The public is invited to comment on the draft regulation any time before Feb. 12 via online postings, email or letters.

BEIJING, Jan. 21 (Xinhua) -- China said Thursday it would consider more assistance to quake-hit Haiti and hoped the United Nations could coordinate the post-quake reconstruction."We will continue to make every effort to participate in disaster relief and reconstruction," said Foreign Ministry spokesman Ma Zhaoxu at a regular news briefing.After a 7.3-magnitude earthquake devastated Haiti on Jan.12, China sent a 60-strong search and rescue team to Port-Au-Prince, capital of the Caribbean nation, and the Red Cross Society of China donated 1 million U.S. dollars in emergency aid.China also decided to send emergency humanitarian aid worth 30 million yuan (4.41 million U.S. dollars) to Haiti.Ma said the reconstruction would be arduous and the United Nations should give full play to its advantage by guiding and coordinating aid efforts from all sides."China supports the United Nations playing its due role in time to ensure an early launch of reconstruction," said Ma.Ma said whether China would send peace-keeping troops to Haiti would rest on UN arrangements.The UN Security Council endorsed Tuesday a proposal to send 3,500 more peacekeepers to Haiti to support "the immediate recovery, reconstruction and stability efforts."Eight Chinese peacekeeping police officers were killed in the quake. BEIJING, Feb. 12 (Xinhua) -- Chinese police nationwide were urged Friday to tighten security and step up safety overhaul during the Chinese Lunar New Year and be "ready to handle emergencies to prevent serious accidents."A circular from the Ministry of Public Security told local police authorities to increase scrutiny of fireworks parties, trade fairs, lantern shows, and temple fairs during the Spring Festival holiday which starts Saturday.It said the police should assist in keeping public and traffic order around large events' venues and be ready to handle crime and emergencies.Efforts should be made to strengthen security measures around train stations. Police authorities must release "safety tips" to the public through radio, newspapers and cell phone messages, it said.More than 10,000 large events, including traditional temple fairs, will be held across the country during the seven-day holiday, with more than 320 events expected to attract more than 10,000 people each.The latest ministry statistics show police solved nearly 1,200 homicide cases and 915 human trafficking cases last month.Police also arrested nearly 470 suspects for using telephones to scam or defraud people in January, saving 3.45 million yuan (507,000 U.S. dollars) in economic losses.Last month, the police busted nearly 2,000 bases for illegal fireworks' manufacture, sale, or transportation.The Spring Festival, or the Lunar New Year, falls on Sunday.
