Three people were killed and 16 were injured after a Metropolitan Transportation Authority bus and a private tour bus collided in Queens, causing one of the buses to crash into a building.The driver of the Dahlia Travel and Tours bus, which struck the building, was killed in the crash, along with a passenger in the MTA bus and a pedestrian on the sidewalk, according to the NYPD."We've had a really tragic morning here in Flushing, Queens. Just shocking to see the scene over there. Hard to compare it to anything I've ever seen, the sheer destruction from the impact of this collision," said Mayor Bill de Blasio during a press conference Monday morning.According to the MTA, a Q20 bus was struck by the private bus on Northern Boulevard and Main Street at 6:21 a.m. Investigators were interviewing the driver of the MTA bus, who is among the injured.The injured all have been transported to nearby hospitals, de Blasio said."The first thing we need to understand is what happened here," he said, "because we do not know exactly what happened, if anybody was specifically at fault."The FDNY was working on accessing the building impacted by the crash to make sure it is secure and safe."The impact of this collision on the building was very, very substantial," said de Blasio.The cause of the collision is still being investigated."Very concerned about the speed, but the most important thing is safety. TIJUANA, Mexico (KGTV) - According to a Tijuana newspaper, a power outage over the course of last weekend at the Tijuana General Hospital led to the deaths of five patients who were on ventilators. Officials, though, deny it.On Wednesday, ABC10 News spoke media partner Televisa's anchor Estephania Báez about the report from newspaper Zeta. “What they got was interviews with doctors but they remained [anonymous]," said Báez.She said that state authorities and the hospital admitted there were five deaths but denied that they were caused by the outage and claimed that a backup generator kicked in but only at low voltage.Televisa is reporting that copper wire thieves are suspected of causing the loss of power. “The thieves that [steal] the copper from homes decided to do it to the General Hospital and I can’t even think about why they did this with knowing that patients are connected to ventilators,” added Báez.Tijuana's General Hospital has been hit hard since the start of the pandemic. There have been reports of a lack of beds and equipment. More recently, Báez said, there have been problems related to accessing cancer care. “They even had lots of families that have children with cancer protesting outside the hospital because they couldn't even get their treatment done,” she added.In part of a statement to ABC10 News, the hospital wrote that it categorically denies that the outage resulted in the death of any of its patients.ABC10 News reached out to the Joint Commission which oversees safety standards for hospitals in the United States to ask about power outage protocols. We were sent the following."The Joint Commission Emergency Management Standard EM.02.02.09 EP 5 requires that hospitals identify an alternative means for providing "fuel required for building operations, generators, and essential transport services that the hospital would typically provide." The facility should assess how it would be affected if outside emergency support could not be obtained for 96 hours. This does not mean that they need to have 96 hours’ worth of fuel on site. The plan could include memoranda of understanding (MOUs) with suppliers to replenish fuel as needed during the emergency period. Additionally, the plan could be to operate without normal branch of power to reduce fuel consumption, to extend run-time of the available fuel. If the generator is used as the backup power source for the life safety branch of the electrical system, the facility should have enough fuel to run the generator for a least 1-1/2 hours for as long as the building is occupied." 2592

This week, JetBlue became the latest airline to say it will keep middle seats blocked longer. It will happen through September 8.Delta and Southwest are blocking middle seats through the end of September. But other major airlines, including United and American, say they'll be filling flights.An MIT professor Arnold Barnett is laying out what your risk is of catching the coronavirus if the middle seat is filled.Barnett looked at research on the transmission of the virus and the number of cases. He assumed everyone would have a mask and that the mask is 82% effective. He found 1 in 4,300 is your risk of getting COVID-19 on a full plane. It's 1 in 7,700 if the airline keeps the middle seats open.“The takeaway is there is a difference,” said Barnett. “I think that it is statistically safer if the middle seat is kept open. The difference is measurable and perceptible, and the question then is if the risk is incredibly low, who cares if it gets cut in half. Then the issue is do people really think this level of risk is incredibly low and individuals will have to make that judgment.”The probabilities are based on numbers from late June. With more new cases, it’s likely there is a greater chance now.Barnett doesn't agree with airline arguments that even if they don't fill the middle seat, passengers still won't be 6 feet away from each other.“They seem to say, look if you're within 6 feet, it doesn't matter if it's 1 foot or 5 feet, you're the same level of risk,” said Barnett. “This bears no relationship to the literature or to physics. I mean the closer you are statistically, the greater is the risk.”Barnett is submitting his research this week to be peer reviewed, but says he wanted to make it available publicly before then, so people could have the information.Lawmakers, passengers and flight crew unions have called on the FAA to set policies for containing the virus.The government says it is advising the airlines that even if it's not passing new regulations.Airlines for America, which represents the major carriers, says mandates aren't necessary, because airlines have already taken extraordinary measures. 2148
