BEIJING, Sept. 10 (Xinhua) -- China will start "overall and thorough" safety checks on offshore oil exploration and production to eliminate risks in the wake of oil spills in the country's northern Bohai Bay, the work safety authority said Saturday.The checks, which starts from September 10 to December 10, will be applied to all offshore oil exploration and production, the State Administration of Work Safety said in a circular addressed to oil companies on its website.The companies include China National Petroleum Corporation, China Petrochemical Corporation, China National Offshore Oil Corporation, ConocoPhillips China, Kerr-McGee China Petroleum Ltd., Roc Oil (Bohai) Company, CACT Operators Group, Husky Oil China Ltd., Shanghai Petroleum Co., Energy Development Corporation (EDC) China and Tincy Group Energy, the statement said.The administration urged these enterprises to conduct self-examinations on their offshore fixed and mobile platforms and floating production storage and offloading units, submarine pipelines and onshore oil terminals in two months till November 10. They should file result reports before November 20.The authority's officials, joined by experts, will launch inspections from late November, the statement said. The checks cover well control amid drilling operation, safety management during production, facilities, and management over extreme weather, it added.The order came after the State Council on Wednesday called for strengthened monitoring and management of the marine environment as well as safety checks over the country's ocean oil fields to toughen safety measures and erase potential risks.The decision was made after oil spills at an offshore oil field run by U.S. oil giant ConocoPhillips have polluted more than 5,500 square km of sea water in the Bohai Bay since June.The central government also imposed restricts on new petrochemical projects and ban reclamation projects in the bay for environmental concerns.China has stepped up efforts to explore and materialize offshore resources to seek more dependence of the marine industries as a strategic development move. In its 12th Five-Year Plan, the government advocates greater scientific and systematic utilization of marine resources and coastal areas as energy demand soars.

BEIJING, Sept. 26 (Xinhua) -- Nobel laureates on Monday cast doubt on a European experiment that purportedly demonstrated the ability of neutrinos to move faster than the speed of light.They made the remarks in Beijing prior to a forum for Nobel laureates."I'm willing to bet money that it's not correct," said Professor George Smoot III, winner of the 2006 Nobel Prize in Physics and a professor at University of California, Berkeley, referring to an experiment result claiming that particles apparently travel faster than light.The experiment reported an anomaly in the flight time of neutrinos, or electrically neutral subatomic particles, from the European Center for Nuclear Research (CERN) in Switzerland to a laboratory located 730 kilometers away in Italy.Particles were clocked transmitting at a speed of 300,006 kilometers per second, about 60 nanoseconds faster than the speed of light.Smoot said that the claims "did not make sense" and should be verified by other scientists first."There are many distortions in physics. You have to have a very high standard to see if something is truly correct," he said.The unverified findings were published on Sept. 22 in the scientific journal Nature. European researchers working in a team called OPERA (Oscillation Project with Emulsion-Racking Apparatus) projected masses of neutrinos from CERN and then collected the particles using a massive detector in Gran Sasso, south of Rome.Other scientists, as well as the OPERA team themselves, have voiced doubts regarding the experiment's results.The findings, CERN claims, could pose far-reaching potential consequences once verified.If correct, the results would bring Einstein's theory of special relativity into question. Under this theory, a physical object cannot travel faster than the speed of light in a vacuum."If really it is right, we have to rethink everything we know," said Chris Llewellyn Smith, former director of CERN.Smith claimed the unprecedented discovery was too exceptional to find proof."If somebody makes a very exceptional claim, then very exceptional proof would need to come from another experiment, saying the same thing. BEIJING, Sept. 2 (Xinhuanet) -- The amount of space junk orbiting the Earth could cause fatal leaks in spaceships or destroy valuable satellites, according to a report released by the U.S. National Research Council.Computer models have shown that the number of orbital debris "has reached a tipping point, with enough currently in orbit to continually collide and create even more debris, raising the risk of spacecraft failures," the Research Council said Thursday.So far, there are 22,000 pieces of debris large enough to track from the ground, but smaller objects could still cause serious damage.New international regulations are needed to limit space junk.And more researches should be done to test the possible use of launching magnetic nets or giant umbrellas to push the debris further towards the Earth where it would burn up, or into a higher but safer orbit.
