The House of Representatives on Thursday approved a two-week extension for a government funding deadline in an effort to avert a partial government shutdown this week but setting the stage for a partial one on December 21.The stop-gap measure, which the Senate is also expected to pass, pushes the deadline for when funding will expire for several government agencies from December 7 to December 21 -- setting up a showdown over spending just days before Christmas.Lawmakers came together to pass the funding extension after the death of George H.W. Bush. On Capitol Hill, much of the week has been dedicated to paying tribute to the former President who was lying in state in the US Capitol rotunda for several days.Congressional leaders in both parties have indicated they do not want a partial shutdown, but Democrats and Republicans remain at an impasse over President Donald Trump's demand for billion for his long-promised border wall and the issue continues to be the key sticking point in negotiations."It's getting late. It's not five minutes to midnight yet but it's getting towards the end of the month," Republican Sen. Richard Shelby, the chairman of the Senate Appropriations Committee said Wednesday.Asked how two additional weeks would help lawmakers reach an agreement over wall funding, Shelby replied, "I think you could do it in 15 minutes if you could reach some sort of resolution to it. Will they, is a good question. ... I don't know if they will."A key question now is whether the President and congressional Democratic leaders can strike a deal.Senate Republicans have floated the possibility of attempting to allocate billion over the next two years. But any spending bill would need at least some Democratic votes to pass.Senate Democratic Leader Chuck Schumer has so far said that the President should either agree to enact an existing Department of Homeland Security funding bill that has bipartisan support in the Senate and would allocate .6 billion for border security or keep DHS funded for another year via a short-term spending measure known as a continuing resolution.The President has kept up the pressure over the course of the week by reiterating his call for funding for the wall. "We would save Billions of Dollars if the Democrats would give us the votes to build the Wall. Either way, people will NOT be allowed into our Country illegally!" the President tweeted on Monday.Lawmakers passed a government spending package to fund much of the government prior to the 2018 midterm elections -- so if there is any kind of a shutdown, it would not affect all of the federal government.But that doesn't mean a partial shutdown would not be disruptive. Woods has been in contention in both of his last two tournaments. He was just a putt away from forcing a playoff at last month's Valspar Championship. But it has been 13 years since Woods left Augusta with a Green Jacket, causing many to doubt if Woods would ever win the Masters again, let alone a Major. Among those who doubted Woods was the golfer himself. That was until last December, his first tournament back after missing a year to rehab his back. "After a few tournaments in, I felt more comfortable," Woods said. "I started getting used to what I could do, and then I started putting the pieces together that started preparing to play events, started competing and keeping score and posting numbers, and all of a sudden I started getting my feels back, and here we are."One person who is happy to see Woods back at Augusta is Phil Mickelson, once a bitter foe of Woods. Mickelson and Woods played together in a practice round on Tuesday. "I think that nobody respects and appreciates what he's done for the game more because nobody's benefited from what he's done for the game of golf more than I have," Mickelson said. "I've always had that appreciation and respect for him. To see him back out playing is incredible. We all feel that."I texted him a while ago when he was playing at Valspar that it felt like it was a different time continuum because I found myself pulling so hard for him. It was unusual."Odds makers list Woods as a 10-to-1 favorite to win this weekend. The National Weather Service is testing a new type of winter weather warning beginning in early January.Snow squall warnings will be tested in seven different areas across the country to warn people of white-out conditions from heavy, blowing snow.Snow squall warnings will be issued when short-lived winter storms are capable of causing visibility to drop under a quarter mile and subfreezing road temperatures allow snow to build up rapidly, causing dangerous, life-threatening travel.The National Weather Service currently issues watches and warnings for snow storms that are expected to last for a day or more, but these new warnings will get issued for short-lived storms that are expected to last for an hour or less.The new warnings would work similar to how severe thunderstorm warnings currently work. A polygon would be drawn across the region to where heavy, blowing snow was moving.These new warnings are going to be tested in the following cities and surrounding areas beginning this winter:? The National Rifle Association should move its annual convention from Dallas to somewhere else after last week's massacre at a Florida high school that left 17 students dead, a Dallas city official says.It's not appropriate for the group to meet in Dallas in May because there's so much gun violence in the United States, Dallas City Council Member Dwaine Caraway saidAssault rifles like the one used in the Florida school shooting should be outlawed, he said Monday at a news conference, and "the NRA needs to step up to the plate and they need to show leadership."CNN's calls to the NRA for comment were not immediately returned.Caraway, who is serving as mayor pro tem, meaning he fills in when the mayor is absent, said he's expressing a personal belief about the NRA and has not initiated any action in the city government to stop the convention.At a Monday news conference, Caraway said he had not spoken directly to any NRA officials."I am saying to the NRA, reconsider yourselves coming to Dallas," Caraway said. "There will be marches and demonstrations should they come to Dallas and we, Dallas, will be the ones that have to bear the cost and the responsibility and to protect the citizens."Caraway noted that gun violence has visited Dallas before, with the 1963 assassination of President John F. Kennedy and the 2016 slaying of five city police officers. Caraway said he owns five firearms himself but thinks assault rifles should only be available for the military and law enforcement."Who needs an AR-15 to go hunting?" he said. "Who needs an AR-15 to protect their house?"The NRA convention is scheduled to take place May 3-6 in the Kay Bailey Hutchison Convention Center in Dallas. This is the group's 147th annual meeting, according to the NRA website, which invites "over 80,000 patriots and 800+ exhibitors" to attend."Why the NRA now?" Caraway said. "Because it's their convention. It's because it's their responsibility. It's because they stand for the very things we are confronted with every day of our lives. Those kids in Florida, they will have to live with these nightmares the rest of their lives."In a Tuesday interview with CNN, Caraway said leaders should listen to those students."If those kids in Florida, for example, knew that something was being addressed then they wouldn't be staging protests," he said. "Those kids need to be at the table, and voicing their opinions. The NRA needs to open their ears and hear what is it we need to strengthen, what it is we need to limit, and then everyone comes out happier and safer."Dallas Mayor Mike Rawlings issued a statement saying he disagreed with the NRA's viewpoint and tactics, but "they have a legal contract that was signed in 2012 and I'm not advocating that we violate that agreement. Hopefully we will take the opportunity in Dallas to engage in meaningful dialogue about how we work together to end mass killings in America."President Trump spoke at the 2017 NRA convention, which was held in Atlanta.
