SAN DIEGO (CNS) - The San Diego Padres are scheduled to face an opponent at Petco Park for the first time in 2020 Monday, nearly four months later than planned, playing the Los Angeles Angels in an exhibition game.The March 26 start to the regular season -- which included the Padres opening day game against the Colorado Rockies at Petco Park -- was all wiped out by the coronavirus outbreak.Under the revised schedule which calls for the regular season to begin Thursday, teams can play up to three exhibition games. Together with Wednesday's 2,807 cases and Thursday's 2,604, the top five-highest daily case counts have all occurred in the past week.Monday's total also marked the third time the number of daily infections has surpassed 3,000 and the 21st consecutive day with more than 1,000 cases. It was also the 14th day overall with more than 2,000 new cases.The new cases gave the county a cumulative total of 129,717 confirmed cases from throughout the pandemic. SAN DIEGO (CNS) - The San Diego City Council unanimously voted Monday to amend the Mission Bay Park Master Plan to add a large fenced-in, off-leash dog park to the southwest corner of Fiesta Island. The council considered two options to update Fiesta Island's southwest section, which is partially undeveloped. The plan dubbed ``option A'' would have reserved much of the area for a smaller fenced-in, off-leash dog park while also including a launching area for non-motorized boats, a road extension through the park and a dedicated swimming beach. Option B, which the council chose to adopt, will allocate almost all of the southwest area as a fenced-in dog park with adjacent parking spaces and walking trails surrounding it. The dog park, parking and walking trails will span roughly 470 acres, according to the city. City officials developed the amendment options to the Mission Bay Park Master Plan for roughly two years. The vast majority of public speakers at the council meeting voiced their support for option B, arguing it will preserve existing habitats and serve as the only off-leash dog area in Mission Bay Park. ``I'm a strong supporter of everything we can do to keep Fiesta Island in its most natural form,'' said City Councilwoman Jennifer Campbell. ``Preservation of open space is so very, very important.'' In addition to support for the dog park, option B's supporters argued it would cost less than option A because the city would not have to make significant modifications to the area such as adding a paved road through the park. City Councilman Scott Sherman suggested the city should look into designating the South Shores boat launching area as a launching port for non- motorized boats as well in an effort to appease non-motorized boat owners. South Shores, located across the bay from the south end of Fiesta Island, is used sparingly by boat and watercraft owners and includes all of the amenities that option A would have added to Fiesta Island. SAN DIEGO (CNS) - The San Diego region's unemployment rate declined to 9% in September, a half-percent drop from the previous month, according to figures released Friday by the state Employment Development Department.According to the EDD, total non-farm employment in San Diego County increased by 11,700 jobs month-over-month -- from 1,372,900 to 1,384,600 -- while farm employment remained unchanged at 9,600.The unemployment rate at this time last year was 2.9%. The region lost 117,700 non-farm jobs and 500 agricultural jobs over the year.According to the San Diego Workforce Partnership, the unemployment numbers are skewed by a large number of San Diegans who have dropped out of the workforce altogether.Whether taking care of aging parents, helping children with school as distance learning continues or concerns over contracting the virus at work, as many as 30,000 people have dropped out of the workforce since February. Unemployment rates typically only count people who are actively looking for work, so these people may not be factored into economic recovery data."While there are lots of production jobs available, San Diegans are still hesitant to go back to work," said Mel Katz, executive officer of Manpower West. SAN DIEGO (CNS) - SANDAG and Caltrans opened a southbound Interstate 5 auxiliary lane in the University City area.The new exit-only lane allows motorists to enter the freeway from Genesee Avenue and continue directly to the La Jolla Village Drive off-ramp without having to merge with freeway traffic.The approximately half-mile auxiliary lane is intended to improve traffic flow, reduce travel delays and increase overall safety in the area. Prior to its completion, the heavily trafficked southbound I-5 off-ramp to La Jolla Village Drive often caused congestion on the freeway, posing a safety risk to motorists.Construction for the I-5/Genesee Avenue Auxiliary Lane project began in July 2019 and required careful work alongside freeway traffic. The million project was made possible by the Road Repair and Accountability Act of 2017, which increased the state gas tax to fund state transportation projects.The auxiliary lane was constructed concurrently with the Mid-Coast Trolley project, which will extend Blue Line Trolley service from Downtown San Diego north to the University community when it opens for service in late 2021.The auxiliary lane runs beneath the Voigt Drive Trolley bridge, one of two locations where the future trolley will travel over I-5. 1278
