While officials in Puerto Rico placed the official death toll from last year's Hurricane Maria at 64, researchers from Harvard believe the death toll was actually in the thousands. According to Harvard's study, there were an estimated 4,645 deaths directly or indirectly tied to the hurricane, which struck the island in September. Harvard estimated a mortality rate of 14.3 deaths per 1.000 people from September 20 through December 31, 2017 in Puerto Rico. Harvard said in its study that it believes its estimate is rather conservative due to a "survivor bias."Harvard conducted the study by performing a random survey of 3,299 households in Puerto Rico. "In our survey, interruption of medical care was the primary cause of sustained high mortality rates in the months after the hurricane, a finding consistent with the widely reported disruption of health systems," the study says. "Growing numbers of persons have chronic diseases and use sophisticated pharmaceutical and mechanical support that is dependent on electricity. Chronically ill patients are particularly vulnerable to disruptions in basic utilities, which highlights the need for these patients, their communities, and their providers to have contingency plans during and after disasters."Part of why there the death toll might have been underreported is due to how hurricane-related deaths are counted. In order to have a death counted as storm related, bodies had looked at by a medical examiner, which required a body to be transported to San Juan, or the medical examiner to travel to remote locations. With a lack of electricity and blocked roads, some bodies were likely buried before the government could count fatalities. Maria is considered the third-costliest hurricane in US history.  1816

They say they felt safe the entire time with their masks and gloves.From former President George H.W. Bush to President Donald Trump, this couple has never stopped helping a first-time or long-time voter on Election Day.And even during a pandemic, they say they were encouraged by the turnout this year's large turnout."It was so inspiring to see so many people who had medical and physical issues. Aggressive driving, drunk driving or distracted driving?They're all bad, but new information out on Thursday shows when it comes to risky behavior on the road, distracted driving now tops the list. Nearly nine out of 10 drivers believe it's on the rise. When cruise lines begin sailing again, the Centers for Disease Control and Prevention has some guidance. The health agency issued their “framework for resuming safe and responsible cruise ship” operations Friday, ahead of the no-sail order expiring Saturday.The no-sail order, which originally began in April, prohibits cruise ships from carrying 250 passengers in waters subject to US jurisdiction.The CDC said it has identified at least 3,689 coronavirus-related illnesses, and 41 associated deaths, connected to cruise ships. Although the CDC cautions these figures are likely an underestimate.The framework urges a phased approach, and applies to ships that have the capacity to carry at least 250 passengers in waters subject to U.S. jurisdiction.“A phased approach is necessary because of the continued spread of the COVID-19 pandemic worldwide, risk of resurgence in countries that have suppressed transmission, ongoing concerns related to restarting of cruising internationally, and need for additional time for the cruise industry to test the effectiveness of measures to control potential COVID-19 transmission on board cruise ships with passengers without burdening public health,” a statement from the CDC reads.During the beginning, cruise line operators will have to demonstrate adherence to testing, quarantine and isolation plans, as well as social distancing requirements for passengers and crew members.The CDC says they will help by “establishing a laboratory team dedicated to cruise ships to provide information and oversight of COVID-19 testing,” updating instructions and creating a system to track ship status and passenger cases.Meanwhile, cruise lines will need to build out the capacity and ability to test crew and passengers on a regular basis.In their framework, the CDC says there may be simulated, or mock, voyages with volunteers to test cruise ship operators’ ability to apply COVID-19 mitigation measures.Although the no-sail order will be lifted, Carnival, Royal Caribbean and other cruise lines have already cancelled sailings until 2021. 2083

  

With Hurricane Laura intensifying, forecasters predict it could be a Category 3 storm or higher. Marco was minor in comparison.There's already trouble for low lying areas of the Gulf Coast. Storm surge washed away about 500 feet of a levee in Grand Isle, Louisiana. The National Guard put up sandbags to protect the island.With predictions of possibly 11 feet of storm surge and 15 inches of rain, it could prove too much for other areas.“If they have a failure and in some cases, there will be failures, then the internal areas will flood and it’s very difficult then, once you have a breach in the levee, to keep the water from the outside coming in,” said Gerald Galloway, P.E., PhD.Hurricane Katrina hit the lower 9th ward 15 years ago this month.A billion network of new levees and floodwalls were put in. The Army Corps of Engineers said the system will stop providing adequate protection in as little as four years because of rising sea levels and shrinking levees.There are up to 100,000 miles of levees nationwide, most of them in serious need of repair.Levees received a "D" on the American Society of Civil Engineers' national infrastructure report card.“Where you have a challenge is those areas that are not yet protected. That’s going to be a problem and where they are outside the levees in some distance and there isn’t any normal flood protection,” said Galloway.Galloway's life's work is in flooding, partially with the Army Corps of Engineers.
