(KGTV) - The state Supreme Court started hearing oral arguments Tuesday in San Francisco over San Diego’s pension changes that were approved by voters six years ago.More than 65 percent of San Diegans voted for Proposition B, the "Citizens Pension Reform Initiative" which switched most new city workers to a 401(k) plan instead of a guaranteed pension.Ever since then the measure has been challenged by labor unions. The Public Employment Relations Board (PERB) has been trying to overturn the pension cutbacks in court and now it’s in front of the state Supreme Court.The court will review the Fourth District Court of Appeal’s 2017 ruling on the issue.The focus then was on whether former San Diego city leaders illegally put Prop B on the ballot because they did not meet and confer with the labor union first. The appellate court ruled in favor of the city then.Now, political analyst John Dadian says if the Supreme Court rules in favor of the labor union, the city could be upside-down millions of dollars, directly impacting taxpayers.“Taxpayers should be very scared,” said Dadian.  “They could have to go back and retroactively give the original pension benefits to the new 3,000 employees and that would be horrendous.”Dadian says there is still hope for the city if the court rules in favor of the union.“If it rules against the city they have several options, they could craft a new one (prop) to go back on the ballot and it could possibly go to federal court,” said Dadian.After Tuesday’s hearing, the court has 90 days to make a ruling. 1575

A 12-year-old Chinese girl who went missing from a tour group at an airport outside Washington D.C. — sparking an investigation into a possible kidnapping — was located Friday in the New York City borough of Queens, safe and in the custody of her parents, the Metro Washington Airport Authority Police said.---EARLIER STORY: A search is underway for a 12-year-old girl who was allegedly abducted from Ronald Reagan Washington National Airport in Arlington, Virginia, while visiting the United States from China.An Amber Alert has been issued for Ma Jingjing, who was reported missing from her tour group on Thursday morning. Jingjing was in possession of her passport at the time.Airport surveillance video shows the woman helping the girl put on some clothing, and when they left together, the 12-year-old was wearing a white T-shirt, blue jeans and a black jacket.Huchler said Jingjing and the woman got into a white, late-model Infinity QX60 with unknown New York tags. The vehicle was being driven by an unknown man. The woman is described as 5 feet, 2 inches to 5 feet, 5 inches tall, weighing about 130 pounds and with dark hair.Huchler said at a news conference Friday that authorities are investigating whether Jingjing and the woman know each other."The child appears to have left without any force," Huchler said. "She entered the vehicle without any force but that does not release any of our concerns."Authorities also are looking into whether Jingjing had previous contact with the man and woman. The extent of that contact is unclear."It appears there was some familiarity, but I don't know if it was a cordial exchange and that is something that we are trying to verify at this time," Huchler said.It also is unclear if the individuals from the airport are the same as the couple in New York, but it appears that they are "connected," Huchler said.Jingjing had been traveling in the United States since July 26 with a group that was visiting schools and sightseeing, Huchler said. The group was en route to California after visiting New York. Sometime after arriving at Reagan Airport, Jingjing became separated from the group, Huchler said. (KGTV) — Virgin Galactic Thursday revealed a look at plans for the world's first-ever commercial spaceport in New Mexico.The look at the "Gateway to Space" building at Spaceport America included the center's mission control, pilots' working area, briefing center, and shared lounge center for customers and staff.The first floor of Gateway to Space serves as the social hub, dining, and lounge area of the center between guests and staff.
