SAN FRANCISCO (AP) — Pacific Gas & Electric Co. power lines may have started two wildfires over the weekend in the San Francisco Bay Area, the utility said Monday, even though widespread blackouts were in place to prevent downed lines from starting fires during dangerously windy weather.The fires described in PG&E reports to state regulators match blazes that destroyed a tennis club and forced evacuations in Lafayette, about 20 miles (32 kilometers) east of San Francisco.The fires began in a section of town where PG&E had opted to keep the lights on. The sites were not designated as a high fire risk, the company said.Powerful winds were driving multiple fires across California and forcing power shut-offs intended to prevent blazes. More than 900,000 power customers — an estimated 2.5 million people — were in the dark Monday, nearly all of them in PG&E's territory in Northern and Central California.Southern California Edison had cut off power to 25,000 customers and warned that it was considering disconnecting about 350,000 more.PG&E is under severe financial pressure after its equipment was blamed for a series of destructive wildfires during the past three years. Its stock dropped 24 percent Monday to close at .80 and was down more than 50 percent since Thursday.The company reported last week that a transmission tower may have caused a Sonoma County fire that has forced nearly 200,000 people to evacuate.PG&E told the California Public Utilities Commission that a worker responded to a fire in Lafayette late Sunday afternoon and was told firefighters believed contact between a power line and a communication line may have caused it.A worker went to another fire about an hour later and saw a fallen pole and transformer. Contra Costa Fire Department personnel on site told the worker they were looking at the transformer as a potential ignition source, a company official wrote.Separately, the company told regulators that it failed to notify 23,000 customers, including 500 with medical conditions, before shutting off their power earlier this month during windy weather.Before a planned blackout, power companies are required to notify customers and take extra care to get in touch with those with medical problems who may not be able to handle extended periods without air conditioning or may need power to run medical devices.PG&E said some customers had no contact information on file. Others were incorrectly thought to be getting electricity.After that outage, workers discovered 43 cases of wind-related damage to power lines, transformers and other equipment.Jennifer Robison, a PG&E spokeswoman, said the company is working with independent living centers to determine how best to serve people with disabilities. 2789

SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. There is also one at every jail and another at the High-Intensity Drug Trafficking Area office. 1617

  

San Diego (KGTV)- For many people who live on a fixed income buying groceries may be a challenge. But now, 95,000 San Diegans receiving Supplemental Security Income, or SSI, will be able to apply for the CalFresh program (food stamps). “Individuals receiving SSI receives no more than 0 a month,” says Amanda Schultz Brocheo, with the San Diego Hunger Coalition. “For the majority, of SSI recipients, this all the money they have.”In San Diego, 1 in 11 older adults don’t have enough food to eat. “In some cases, we’ve heard of SSI recipients that will pull out a calendar and circle the days they are going to choose not to eat.”The San Diego Hunger Coalition says they are happy about the expansion but say the amount per day the is less than a day. “We determined that here in San Diego County the average CalFresh allotment is .07 a day.” This week also marks CalFresh Challenge Week. The organization encourages San Diegans to try living off a day for food. It’s meant to bring awareness to the food insecurities around the county. “We know that the CalFresh program is our strongest tool to for fighting hunger and also recognize that the current allotment is fairly small,” says Brocheo. “It makes it fairly difficult for people to live on that amount. SAN DIEGO, Calif. (KGTV) - California Gov. Gavin Newsom said indoor operations must close in the state, so some businesses like gyms and restaurants are moving outside. For the beauty industry, there’s a divide. While Newsom and San Diego County officials said businesses can move outside, the California Board of Barbering and Cosmetology won’t allow it.Bahar Radman is a stylist at Del Beauty Box and said she already started cutting hair in her salon’s parking lot. She said it works because there is more space to spread out, there is better airflow, she already has the cosmetology training on best hygiene practices, and she’s also taking coronavirus safety precautions, like keeping a mask on the whole time. She said of her first three outdoor clients, all were happy with the setup and already booked return appointments.This goes against the California Board of Barbering and Cosmetology rules, though. In a statement, a spokesperson from the Department of Consumer Affairs said, “The Board of Barbering and Cosmetology understands the effect shutdowns have on businesses and is sensitive to that. As it stands at this moment, under current laws and regulations, the services cannot be performed outside. A few years ago, came to this country, I had a goal and I came to live right. So I just want to keep continue living right. So if you want to put me in jail, get my license, whatever, do it if you think that’s right and that’s fair. But I’m risking it, yes,” she said. 2207
