TOKYO (AP) — Organizers are saying that a limited number of non-Japanese fans may be allowed to attend next year's Tokyo Olympics.CEO Toshiro Muto says after a meeting on infection countermeasures that fans could face some stringent rules. This would include screening for COVID-19 before they leave home. Non-Japanese fans may also face a 14-day quarantine, depending on their area of origin.Muto says this is still open to discussion.When asked if foreigners to Japan would follow the rules, Muto said it'd be difficult to control their movement and behavior.According to Reuters, Muto said that Olympic organizers are working with Japanese authorities to ensure that athletes and Olympic-related staff will not have to quarantine for 14 days.The goal is for athletes and workers to train and perform their duties leading up to the Olympics, which are expected to start in Summer 2021.There will be extensive screening on arrival and perhaps health-tracking apps to download and a rule book to be complied with. 1021

TORONTO, Canada (KGTV) -- Canadian law enforcement officials have released disturbing surveillance footage showing a masked suspect posing as a delivery man firing a crossbow into a woman.The video, which was captured Nov. 7, 2018 but released this week, shows the suspect approaching the 44-year-old victim's porch holding a large cardboard box. The suspect rings the doorbell, exchanges words with the victim, then fires an arrow into her chest, leaving her with life-threatening injuries. The suspect then fled the scene in a dark-colored vehicle parked nearby, police said."After a brief conversation, the suspect shot the victim with an arrow using a crossbow that was concealed inside of the box," Peel Regional Police said.Investigators said the attack was premeditated, targeted, and isolated "based on the conversation that occurred between the victim and the suspect." No further details about the conversation were disclosed.Police said the suspect used an arrow "designed to hunt large game such as moose and deer and inflict the maximum amount of damage possible."Officers are seeking the public's help identifying the suspect in the attempted murder case. TOWN OF DOVER, Wis. -- Authorities believe a woman who escaped from the Robert E. Ellsworth Correctional Center Thursday broke into a nearby home and stole a pickup truck. The escapee was identified as 36-year-old Christine Abel.The Racine County Sheriff's Office was alerted to a break-in at a home 2 miles away from the prison at around 9:30 p.m. Someone stole a 2007 black GM Sierra pickup with a registration plate of MZ1698.
