SAN DIEGO (KGTV) - Long wait times have always been a problem at the DMV, the way to avoid that was to make an appointment online to skip the long lines. For people needing to renew their license like Debby Herscovitz, they had to plans months in advance, “I went online, booked an appointment, but I had no idea it was going to be in March”. Herscovitz got a notification from the DMV in the mail to renew her license back in December and immediately tried to make an appointment. She tells us the first available time slot was at the end of March, “I absolutely had no idea it was going to take that long”. A DMV representative tells 10News, drivers are trying to avoid the hours long line at the DMV by making an appointment online. Because so many people are scheduling appointments, the appointments are filling up faster than ever before. For Herscovitz, her appointment would have taken a total of 15 minutes to get her Real ID, however she didn’t have all the necessary documents. The DMV tells 10News to help people adjust to the new requirements and be prepared for their appointments they have a video people can watch before they make the trip in. Despite having to plan months in advance, the DMV says it’s still the best idea to schedule an appointment online before heading to a nearby office. Tips to keep in mind that could help with the scheduling process: don’t rule out nearby offices because some might not be as busy as others. Also, continue to check back online to see if any cancellations were made. Here in San Diego, there are also a few offices with extended hours and that are open on Saturdays. SAN DIEGO (KGTV) — In celebration of the National Parks Service's 103rd birthday, locals can enjoy the country's spectacular national parks for free.On Sunday, Aug. 25, NPS will celebrate its birthday by granting free admission to park goers across the country. The promotion is one of five "fee-free" days throughout the year. The next free admission days at Sept. 28 for National Public Lands Day and Nov. 11 in honor of Veterans Day.In San Diego, residents can enjoy free entrance to Cabrillo National Monument at the tip of Point Loma. As an added bonus, living history re-enactors will be in attendance to walk guests through the Age of Exploration.Films are also shown daily at the monument covering Cabrillo, the lighthouse, and nearby aquatic life. Donovan Correction Facility are rows of chain-linked fence topped with razor wire.Guard towers surround the complex southeast of San Diego; signs display a warning of no trespassing.The elaborate security set-up is designed to keep inmates in, but those serving time have discovered they don't need to be beyond the walls to inflict havoc on the world outside.Inmates are using cell phones and social media accounts to try and pimp women on the outside."They will work these girls and women outside of prison," said San Diego County Deputy District Attorney Carolyn Matzger. For the past six years, she's been in the sex crimes and human trafficking division.Pimping from prison is a phrase Matzger's become all too familiar with.Team 10 investigator Adam Racusin asked Matzger if pimping from prison is a growing trend."It's something that we definitely realized is happening," she said.Matzger authored an article in "Law Enforcement Quarterly" profiling the first prison trafficking case the San Diego Human Trafficking Taskforce handled.According to the article, a detective in Arizona saw a social media profile with pictures of a man in prison clothes. "The detective, using an undercover social media account of a fake 18-year-old woman, sent a message to the inmate Wendell Bullock." "So he was serving a rape sentence and trying to work women while he was in prison," Matzger said.Court paperwork obtained by 10News shows Bullock identified himself as a pimp during the communication with the detectives. He asked if they had escorted before and told them they could make money together. Bullock made statements that the female's job was to make money and Bullock would be responsible for posting the ads and for keeping her safe.According to the documents, Bullock would tell the girls what to say on the phone and what to look out for. Bullock told one of the females that she would not be having sex for less than 0."It's the promises they make of, 'Hey this is a quick buck. You could make good money doing this. I believe in you,'" Matzger said. "They often say to these women, 'I believe in you.'"This scheme ended with Bullock pleading guilty. He got an additional 10 years behind bars for pandering.In his plea agreement, Bullock wrote that he unlawfully encouraged the undercover detective to become a prostitute by using promises or device or scheme."If you have a human being and you are able to sell that person over and over and over again, that's very very lucrative," Matzger said.A state corrections official told 10News "contraband cell phone usage is a problem that CDCR takes very seriously.""Cellphone use by inmates can pose a security risk. Modern cell phones can record video and audio, and connect to the Internet. Additionally, contraband cellphones in state prisons can be used to facilitate or commit crimes, including illicit gang activity," said Vicky Waters, CDCR Press Secratary."The department has implemented many strategies to curb introduction and use of contraband cellphones, including the Managed Access System (MAS) or jamming/interruption technology, K-9s trained to detect cellphones, the use of parcel scanners, low-dose full-body scanners, metal detectors, etc., which provide a good foundation for preventing contraband from entering the institutions. Also, under CDCR regulations, inmates are prohibited from internet access. Thus, this implicitly bars inmates from access to social media since internet access is required in order to access such social media. Given the prohibition on internet access and also the fact that inmates are barred from possessing cellphones or wireless communication devices, the manner in which California inmates access social media is in violation of the law," said Waters.In the San Diego County region, sex trafficking is an 0 million business annually.Traffickers can make anywhere from half a million dollars on up.The average age of someone who's recruited is 16-years-old.Matgzer says kids are recruited from every neighborhood in the county. As for what motivates the pimps, Matzger won't speculate. In prison, inmates have a lot of time and are looking for ways to make money, says Matzger.Despite being behind bars, inmates can still have a lot of influential power inside and outside the correctional facility."They can do these blasts really quick for them to reach a lot of people and they only need one or two people to bite, and then they've got a business," Matzger said. SAN DIEGO (KGTV) - Members of Congress are responding to a Team 10 investigation that uncovered allegations the government is not providing adequate medical care to some U.S. citizens in its custody.Two recently filed lawsuits allege that dozens of individuals’ medical needs were deliberately ignored by Department of Homeland Security (DHS) agents, and Americans were forced to undergo life-threatening and torturous detox in temporary holding cells at the border.In a statement to 10News U.S. Congressman Bennie Thompson, Chairman of the Committee on Homeland Security wrote, “The allegations made in these lawsuits are extremely troubling. Anyone in CBP custody who is in medical distress should receive urgent medical care if they require it. Across the board, it’s clear that CBP has work to do to ensure safe and humane conditions for all detainees.”San Diego area Congressman Scott Peters also responded saying, “Everyone in federal custody deserves access to basic care. Ignoring a detainee’s pleas for help runs counter to CBP’s own national policies, which say detainees are entitled to medical care if they report an illness or appear to need help. Officers at the border may be overwhelmed, but if CBP is going to detain people, they have a duty to provide proper medical care to the people in their custody.”10News also heard from ACLU of San Diego & Imperial Counties. A spokesperson wrote, "Unfortunately, horrible detention conditions at U.S. Customs and Border Protection facilities, including inadequate medical care, is nothing new – though they are violations of the agency’s own internal standards for treatment of people in its custody. As a result of recent federal policy decisions, far more people are being unnecessarily held in CBP custody, for longer, under these deplorable conditions. These decisions are greatly exacerbating CBP’s longstanding failure to meet the basic humanitarian needs of the people it insists on detaining.”When asked for a comment on the allegation in the lawsuits a spokesperson for Customs and Border Protection said the agency cannot comment on matters that are currently under litigation. 2159
