DENVER, Colo. -- A man was shot and killed near the Denver Art Museum Saturday afternoon. A suspect is in custody, police said. David Katz, the shooter who killed two people and wounded 10 others before taking his own life at an e-sports tournament in Jacksonville, Florida, on Sunday, was in treatment for psychiatric issues at least as early as the age of 12, according to family divorce records.Katz, who was 24, was prescribed a number of psychiatric medications, including an antipsychotic, and saw "a succession of psychiatrists," according to a 2006 letter from the father's attorney. A separate 2006 court filing states that a therapist said David had experienced a "psychiatric crisis."CNN also obtained police records that show 26 calls for service to the police from the Katz family home in Columbia, Maryland, from 1993 to 2009, for issues ranging from "mental illness" to domestic disputes. At least two of those calls involved Katz arguing with his mother, though none of the reports provided to CNN show any physical violence. The Howard County Police Department declined to release the reports from a number of the incidents, citing statutory restrictions.Since Sunday's shooting, the family has told investigators that David Katz suffered from mental health issues, according to a law enforcement source who described the family as being very cooperative with investigators. DEL MAR, Calif. (KGTV) - A local woman says that a man posed as a Del Mar plastic surgeon and groped her for several minutes during a consultation exam. Team 10 investigative reporter Jennifer Kastner verified that he is the manager of a cosmetic surgery center, but he is not a licensed medical provider. He denies any wrongdoing.“All I can remember is being in the car and just bawling, just crying,” she tells us. She claims that the crime against her was deeply personal, so we’re not revealing her identity.She says her tears came just minutes after she says she left Del Mar Cosmetic Contouring Surgery. It’s a private business located in a medical office building off of El Camino Real.“He pinched my nipples. He grabbed the side of my chest. He lifted [my breasts] up with both hands,” she tells 10News. She’s talking about Dario Moscoso, who operates the cosmetic surgery business that specializes in fat contouring. “She’s a liar. She’s trying to extort money,” says Moscoso. “Do you touch patients?” we ask him. He replies, “No. I do not touch patients.”She says she visited the office for a full body contouring consultation, when Moscoso allegedly took her to an exam room, alone, had her disrobe, and grabbed her all over without gloves on. She tells us that he had her pull her pants down, too.“Did you think Mr. Moscoso was a plastic surgeon?” we ask. “Yes. He wore a white coat…he had a clip board. He had paperwork that I was signing,” she responds.“Have you ever represented yourself as a plastic surgeon?” we ask him. “No,” he replies.We also ask, “[Do you make] it very clear with each patient coming in that you are not a licensed medical provider?” “Absolutely,” he tells us. “If they try to disrobe, I do not allow it. [I] absolutely do not allow it,” he adds.His Instagram account shows “Plastic Surgeon” under his name.“That is a category,” he explains. He tells us that it represents the industry that he works in, not his profession. The woman who’s accusing him of groping her tells us that the consultation made her extremely uncomfortable, but she was desperate to change her body. So, she put down a deposit, left the office, and called back at a later date.“I was na?ve,” she says.When she later called back, she says she learned that a Doctor Gerald Schneider would be doing the procedure. Schneider is on probation with the Medical Board of California for sexual misconduct with another patient. He is still allowed to practice with Moscoso as a third-party chaperone. Moscoso says that he and Dr. Schneider always follow that rule.Schneider would not do an interview with 10News.He, Moscoso and their cosmetic procedure businesses are now being sued for what the alleged victim says happened to her.“[It’s] an absolute lie. It never [happened]. In all the years that I've been doing this, I have never had that happen before,” Moscoso adds.The alleged victim doesn't buy it. She thinks that other patients have been assaulted, too. “Come forward. Come forward, because he needs to be stopped,” she adds. (KGTV) - The Flower Hill Promenade in Del Mar is helping restaurants in its parking spaces by creating extra outdoor dining space.Milton's, a restaurant and deli in the shopping center, opened up a new outdoor area by covering up parking spaces with turf and tents and setting tables and chairs. That area opened up this week after new health orders forced restaurants to close their indoor dining areas due to rising coronavirus case numbers.Owner Barry Robbins says that they are also working on building a lounge area with a big-screen TV. With fans not allowed at the Del Mar horse track this season due to the pandemic, Robbins is hopeful their proximity to the race track will attract horse racing fans."We want to create a lounge, and put up a tv, and show the races there," he said. "Then you'll have more a night time venue with music, which we've never done before."Rose Javin, the General Manager at Flower Hill Shopping Center, says the outdoor dining spaces are an investment in their clients. Another restaurant in the Flower Hill Promenade, Cucina Enoteca, also recently rolled out turf and put up tents to create a comfortable outdoor setting for their customers. They are currently working with a third client to see if they can help them."The shopping center has put up the money to do all this and create this area for the tenant," Javin said. "We're a family here, and we want our tenants to thrive and survive."Robbins says they were hard-hit by the pandemic. When restaurants were allowed to reopen, Robbins says they invested thousands of dollars in putting up glass dividers inside the restaurant. Still, they were only open for two weeks before they had to shut their indoor area again.Robbins says having the outdoor space is a relief."It means sleeping at night. I was so scared," he said. (KGTV) - The Del Mar City Council voted to add more enforcement to their community, specifically targeting people who are not following county health orders regarding masks.The city currently contracts with the sheriff’s department for one single deputy to be on the clock 24 hours a day, seven days a week, but with this new addition, two more part-time deputies will be added. The two will work four hours a week, likely on the weekends, patrolling the streets as usual, with an extra eye on people violating county health orders. The focus will be on education first, but violations could result in a misdemeanor costing up to ,000. That money does not go back to the city of Del Mar, but rather to the county.City Councilman Dave Druker has lived in Del Mar for 34 years. He said recently, crowds visiting the beach community have discouraged locals from leaving their homes, so the goal is not only keep visitors safe but also support locals.“There’s a whole lot of people in town that are, at this point, terrified to go out,” said Druker.He said with their small community and large crowds of visitors, the one deputy was not enough to keep up with the rules.“Because our budget is based on 4,000 people and we have close to 20,000 people on a daily basis here, we thought we should add a little bit of enforcement to this,” said Druker.The total cost of the additional positions for the next four months is ,000, which will come from the 0,000 that Druker said the City Council set aside for COVID-19 relief efforts.
