PYONGYANG, March 16 (Xinhua) -- Democratic People's Republic of Korea (DPRK) Premier Kim Yong Il met China's new ambassador, Liu Hongcai, here Tuesday.During the meeting which was also attended by Vice-Premier Ro Tu Chol at the Mansudae Assembly Hall, the DPRK officials said they highly appreciated the relationship between the DPRK and China.Kim warmly welcomed Liu, saying the DPRK and China held a series of activities last year to mark the two countries' year of friendship and the bilateral relationship had witnessed constant achievements in areas of politics, economy and culture, especially in the commercial sector, from the beginning of this year.Kim expressed thanks for the support of the Chinese party, government and people to the DPRK on socialistic construction, saying the DPRK people would never forget it and it was the unswerving stand of the DPRK's party and government to continue consolidating and developing the DPRK-China friendship.Liu said the activities held by China and the DPRK last year to mark the friendship served as a good opportunity for young people in the two countries to exchange views and develop friendship.He said he would make efforts to boost relations between the two countries and expand areas of mutually beneficial cooperation.Liu, who arrived in Pyongyang on March 5, presented his credentials on March 8 to Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly.

BEIJING, March 1 (Xinhua) -- China's central government has allocated 28.6 billion yuan (4.2 billion U.S. dollars) to support farmers, the Ministry of Finance said in a statement Monday.The bulk of the funding -- 18.6 billion yuan -- would be used to subsidize farmers in growing improved varieties of crops such as rice, corn, and cotton.The other 10 billion yuan would subsidize purchases of farm machinery such as sowers and reapers, said the statement issued to Xinhua.The funding aimed to improve motivation in agricultural production, and stabilize the country's grain production, according to the statement.Farmers across the country would be eligible for the subsidies.The funding was on top of 86.7 billion yuan of subsidy funding to grain-growing farmers nationwide in February.The financial support for agriculture came as severe drought continued in the nation's west and south.The National Meteorological Center (NMC) issued a drought alert on Sunday warning the severe drought would continue over the next three days.The State Flood Control and Drought Relief Headquarters said Saturday the drought, which started at the beginning of February, had affected 69.6 million mu (4.64 million hectares) of arable land and left 12.7 million people and 8.4 million heads of livestock short of drinking water.

JINAN, Feb. 20 (Xinhua) -- A Chinese vocational school blamed for staging cyber attacks on Google and other firms said Saturday the allegations are unfounded."Investigation in the staff found no trace the attacks originated from our school," Li Zixiang, Party chief at Lanxiang Vocational School in Shandong Province, told Xinhua.Students of Lanxiang are still in their winter vacation, Li said.He said Lanxiang has no relationship and does not cooperate with the military, adding that school authorities do not have military backing.He also dismissed the suggestion of involvement of a "specific computer science class" taught by a Ukrainian professor."There is no Ukrainian teacher in the school and we have never employed any foreign staff," Li confirmed."The report was unfounded. Please show the evidence," he said.Li's remarks came after the New York Times reported Thursday cyber attacks on Google and other American firms have been traced to Shanghai Jiaotong University and Lanxiang Vocational School, which the report alleged has ties to the Chinese military.The report, citing unidentified investigators, said there is evidence suggesting a link between the attacks and a computer science class at Lanxiang taught by a Ukrainian professor.Lanxiang, founded in 1984, has about 20,000 students learning vocational skills such as cooking, auto repair and hairdressing.The computer science class offers basic courses about Photoshop, 3D drawing and Word -- not software engineering."It was not until 2006 that our graduates began to join the army. So far, 38 students have been recruited by the military for their talent in auto repair, cooking and electric welding," said Zhou Hui, director of the school's general office, who stressed it is natural for someone to join the army at a proper age.No comment was available from Shanghai's Jiaotong University.Google said on Jan. 12 it might pull out of the Chinese market, citing disagreement with government policies and unidentified attacks targeting Google's services in China.

BEIJING, March 19 (Xinhua) -- China must strengthen trade ties with Russia, Belarus, Finland and Sweden, said Vice Commerce Minister Gao Hucheng Friday, a day ahead of Vice President Xi Jinping's 11-day official visit to the four European countries.Gao told Xinhua that China had been Russia's biggest trading partner since February last year. Sino-Russian trade reached its peak in 2008, with trade volume hitting a record 58.8 billion U.S. dollars.However, the volume was dragged down by the global economic downturn last year, falling 31.8 percent year on year to 38.8 billion U.S. dollars.Sino-Russian trade volume grew 67.9 percent year on year in the first two months of 2010, which was close to the pre-crisis level, Gao said."More attention must be paid to the restructuring of trade cooperation between the two countries," said Gao.China should import more electro-mechanical and technological products from Russia and the two sides should cooperate more in resources development and cross investment.China was Belarus's biggest trading partner in Asia. Bilateral trade had grown 12-fold since 1992, when the two nations established diplomatic relations. BEIJING, March 5 (Xinhua) - Chinese Premier Wen Jiabao warned Friday the nation still faces "a very complex situation" in the wake of the "most difficult year for economic development" since the new millennium.Delivering his work report to the National People's Congress (NPC), the parliament, Wen set the economic growth target for 2010 at "about 8 percent."China's economy expanded 8.7 percent in 2009, staging a faster-than-expected recovery after being hit by the worst global financial crisis in decades thanks to a raft of stimulus measures.ECONOMYPutting the economy "on a sound footing," the government needs to guide all sectors to focus on transforming economic growth pattern and restructuring economy, Wen said in the report.He acknowledged that 2010 is a "crucial year" for continuing to combat the global financial crisis, maintaining "steady and rapid" economic development, and accelerating the transformation of growth pattern.It is also an important year for achieving all the targets of the 11th Five-Year Plan (2006-2010) and laying a solid foundation for the 12th Five-Year Plan (2011-2015), he said."Although this year's development environment may be better than last year's, we still face a very complex situation," Wen told nearly 3,000 NPC deputies at the Great Hall of the People in downtown Beijing.Other key economic and social targets included creating more than 9 million jobs in cities, keeping urban registered unemployment rate under 4.6 percent and keeping the rise in consumer prices at about 3 percent.Wen said while the foundation for economic turnaround becomes stronger, he cautioned it should not be interpreted as "fundamental improvement."Listing key government tasks, Wen said it will continue to implement a proactive fiscal policy and continue to implement the stimulus package which was unveiled in late 2008 that included a 4-trillion yuan (585.5 billion U.S. dollars) two-year investment.Lawmaker Li Dongsheng from Guangdong Province, chairman of China's largest color TV producer TCL Corporation, said the proactive fiscal policy is in line with the company's current business development and it demands more "implementing techniques."Li said more flexibility is needed in carrying out the economic policy as China still faces "extremely complicated economic picture," including unclear export prospect.
