SAN DIEGO (KGTV) -- A local father is recovering from stab wounds after getting attacked by an intruder in his home. The man's 20-year-old son shot and killed that intruder according to San Diego Police. It happened just before 6:30 Tuesday morning at a home in the 6300 block of Lake Shore Drive in San Carlos. Neighbors heard the violence. "I heard the gunshots, it was like three or four gunshots, then screams for help immediately after," said Denise Rolla. When police got to the home, they found the suspect dead in the pool and the 54-year-old homeowner with stab wounds to the upper body. Police say the homeowner's son shot and killed the intruder, who stumbled out the back and landed in the pool. "I heard what turned out to be the suspect fall into the pool and then a couple minutes later, you could see the blood start to spread out through the pool," said Andrew Grogg, who lives right next door. There are walking paths and Mission Trails Golf Course is located behind the homes which are just southwest of Jackson Drive. Neighbors say they don't have a problem with transients in the area, but police say so far, it appears the 38-year-old suspect is homeless. His name hasn't been released. The family owns a tire shop in La Mesa. They are well known and liked in the community. "They're local business owners in the community. They're great neighbors. They're kind, they're nice," said Grogg. Police say so far, the attack appears to be random. 1472

SAN DIEGO (KGTV) -- A Hillcrest man is still recovering in the hospital after he says he was attacked, leaving him with a head injury and partial paralysis.Ricky Jackle says he was walking with a friend on Robinson Avenue in Hillcrest October 14.“I was out with a friend of mine. Had a few drinks at The Rail.” According to Jackle, that’s when the assault took place.“Last thing I remember, there was a confrontation between the person I was with and somebody else. I tried to get in the middle of it to stop in. I was pushed on my chest, went backwards and hit my head on the curb. Apparently that’s when I bled out. I heard voices, by friend’s voice behind me,” said Jackle.Jackle says after the incident, his friend fled the scene.In tears, Jackle describes how the assault has changed his life. “I can’t work, I can’t do the things I used to do. I’m scared.”“I don’t think anyone should be attacked or a victim like I was, I don’t think it’s right.”While under observation at the hospital, Jackle began to feel numbness in his hands and arms which resulted in loss of movement in his hands, arms and legs, according to a GoFundMe post.“The injury caused swelling which compressed his spinal cord resulting in loss of movment [sic] and some paralysis,” according to the post.Jackle’s cousin, Derrick Roach spoke about the friend who left Jackle following the attack. “He said the reason I left Ricky is with all the blood I thought he was dead. SAN DIEGO (KGTV) -- A new report by the California State Auditor says some law enforcement agencies are using automated license plate readers without legally required oversight procedures, which could leave drivers vulnerable to a host of privacy concerns including data breaches and even blackmail.The Electronic Frontier Foundation called the audit a “damning assessment of how California law enforcement agencies use this mass-surveillance technology.”Nearly every local law enforcement agency in San Diego County uses the automated readers, although none were audited in the report released Wednesday. In survey responses to the state, nine local agencies confirmed use of the camera systems; Oceanside Police Department did not respond to the survey. An automated license plate reader (ALPR) can be mounted at intersections or on patrol cars. It scans license plates to figure out if a vehicle is connected to a crime. The images are then stored in databases and “reveal the daily patterns of vehicles that can be linked to individuals and their activities—most of whom have not engaged in criminal activity,” the audit notes. The report looked at four agencies in depth: Fresno Police Department, Los Angeles Police Department, Marin County Sheriff’s Office, and Sacramento County Sheriff’s Office. It found concerns with the way those agencies are storing images on third-party servers, and a lack of oversight to ensure people with access to the databases don’t run searches for personal use or blackmail.“A member of law enforcement could misuse ALPR images to stalk an individual or observe vehicles at particular locations and events, such as doctors’ offices or clinics and political rallies. Despite these risks, the agencies we reviewed conduct little to no auditing of users’ searches,” the report concluded.None of the four agencies was fully in compliance with a 2016 law requiring detailed written policies on automated license plate reader (ALPR) systems, according to the report.“In general, we determined that the law enforcement agencies we reviewed must better protect individuals’ privacy through ensuring that their policies reflect state law,” said California State Auditor Elaine Howle in a letter to the governor. “In addition, we found that these agencies must improve their ALPR data security, make more informed decisions about sharing their ALPR data, and expand their oversight of ALPR users.”The San Diego Police Department has 27 license plate readers attached to police vehicles. SAN DIEGO (KGTV) - A local woman says a recent shopping trip turned into a nightmare, in the form of a sexual assault inside a 99 cent store in Clairemont.Around 7 p.m. on Thursday, inside a nearly empty 99 Cents Only store at Clairemont Town Square, Sarah was 30 minutes into a shopping trip. She recalls seeing the same man, as she walked through three different aisles."I didn't think anything of it. Just thought he was shopping for the same items," said Sarah.When Sarah bent down to get some poster board from a shelf, he attacked."He came from behind and forcefully shoved my shoulders into a seated position into his lap, and he had an erect groin," said Sarah.Sarah says she quickly got away from the man, who was fully clothed."I was shocked and gasped. Stood up and turned around, and he backed up. He said, 'Oh, sorry, I thought you were somebody I knew,'" said Sarah.Sarah describes the man as a thin, dark-haired man in his 20s, wearing a black mask and blue-and-white, checkered cap. She raced to find a store employee."I could see he was still stalking me. He was still peeking his head around the corner. When he saw me talking to an employee, he took off," said Sarah.She called the police and waited outside the front door to get a photo of him, but he never appeared. He likely got out a side door."I feel very violated. Just very violating," said Sarah.A day later, there is a growing fear and anxiety. After she posted details on the Nextdoor site, neighbors reported four recent and similar incidents at grocery and drug stores, all involving a man with a similar suspect description. Police tell us they're looking into a possible link to other cases."It's very scary he could potentially be doing this to women while they're shopping," said Sarah.Sarah is worried about what the man may do next."He's very brazen.
