SAN DIEGO (KGTV) - The Supreme Court ruling striking down the federal ban on sports betting opens the door to making it legal in California.Jeremy Lind stopped by this sports bar in Normal Heights for a little lunch and sports."I'm a Steelers fan myself, Go Steelers!" said Lind.Lind isn't shy about making bets with friends.  His appetite for bets could soon expand."That would definitely open up my betting curiosities I think," said Lind.'That' is the possibility sports betting becomes legal in California, now that the federal ban has been struck down.  The road to legal sports wagering requires a state constitutional amendment.  Both houses must pass a bill by two-third votes. A majority of voters must then approve it at the ballot box.  Proponents say sports gambling is already happening, including off-shore websites.  George Belch is the co-founder of SDSU's Sports MBA program."The main argument for this is: it's a reality and we need to recognize this and how to control it," said Belch.  The regulation would include consumer protections.  Supporters say taxpayers will win out.  Some estimates place revenues from sports betting between 0 and 0 million in annual tax revenues.  Belch says critics will point to sports gambling's impact on the integrity of amateur sports and gambling addictions.    "They will point out we don't want to make it easier people to bet.  It we facilitate it, it's simply not a good thing," said Belch.Belch says if sports betting becomes legal, you could see it at casinos, racetracks, online sites, even individual parlors. The California Nations Indian Gaming Association issued the following statement: "...we would advise the state to move slowly and cautiously and examine all angles as it relates to sports betting.  As the state of California weighs the decision of whether to allow for the practice of sports wagering, we firmly ask that tribes have a place at the table in any and all discussions surrounding this issue.  We also want to make very clear that California voters have, on numerous occasions, confirmed the exclusive right of California tribal governments to operate casino-style games.  Legalization of sports betting should not become a back-door way to infringe upon that exclusivity.  A strong, well-regulated gaming industry is of utmost importance to California’s tribal governments and the public. SAN DIEGO (KGTV) – The San Diego Unified School District on Tuesday announced a delay in the next step of its reopening plan.District officials, citing a surge in COVID-19 cases, said virtual distance learning will continue into early 2021. Officials also said the district would push back moving into its second phase, which would have reopened school campuses.A letter to families regarding the decision was posted on the district’s website:"Due to ongoing health concerns related to COVID-19 and the safety of our students, staff and community, we have decided to continue with online learning for the majority of students through the first part of the new year. However, appointment-based, in-person instruction will still be available on campus for students with the greatest needs through Phase 1.The decision to remain online longer than we had hoped will be disappointing to the many students, teachers and others who are eager to be back in the classroom. However, the current spread of the coronavirus in our community makes it unsafe to move forward with Phase 2 of our reopening at this time. We plan to reassess the public health conditions and provide an updated timetable on Jan. 13.In the meantime, we will continue to provide updated information on our reopening plans on our website. This includes a status dashboard and a complete list of the conditions we are continuing to watch for when it will be safe again to reopen campuses.We will also continue increasing the number of students participating in the small group instruction, with infant/toddler, early learning, middle school, and high school students to start receiving appointments on Dec. 7. Once the vaccine becomes widely available, Anderson hopes school staff gets access quickly to regain a sense of normalcy. “I’m glad that first-responders and hospital workers are first in line. Hopefully, our teachers and educators and support staff will be second behind them," Anderson said. SAN DIEGO (KGTV) — Thousands of children and their families enjoyed a Christmas miracle Saturday, as Toys for Joy delivered smiles across the county.About 8,000 - 9,000 people made their way through the lines outside four locations packed with toys as part of the event, at Lincoln High School, Cajon Valley Middle School, Castle Park High School, and Guajome Park Academy in Vista.At Lincoln High School, some families camped out for the event, waking up to toys and more generous donations. Every child under the age of 11 will walk away with a brand new toy. Families got their own holiday miracle, as other stations offer gently used clothing and also bring home groceries.Toys for Joy has been a free community event for 23 years and is hosted by The Rock Church. 776

SAN DIEGO (KGTV) - The San Diego County Sheriff’s Department is investigating a threat phoned in Thursday to a Spring Valley elementary school. A male, possibly underage, called Bancroft Elementary on Tyler Street about 2:45 p.m. to say there would be a shooting at the school, deputies said. The caller also said the school should go on lockdown. School officials initiated the lockdown and alerted the Sheriff’s Department, which sent deputies to the scene. California Highway Patrol officers also responded to the school. No other threats were made, and no other information substantiated the caller’s threat. Bancroft Elementary released students without incident under the watch of law enforcement officers, Sheriff’s Sergeant Michael Hettinger reported. 767

SAN DIEGO (KGTV) -- This Saturday's inauguration of a new president in Mexico was the topic of a forum Thursday at the University of San Diego. Experts and policy makers from both sides of the border shared their thoughts on what the new presidency will mean to the future of the relationship between the United States and Mexico."So much of what happens in Mexico doesn't stay in Mexico and so much of what happens in the United States happens along the U.S-Mexico border," said USD Professor David Shirk, who helped organize Thursday's forum.Andres Manuel Lopez Obrador will become the first person to lead Mexico from the political left in several decades after a landslide victory in July elections. He ran on a platform of populist reforms."He's traditionally been a strong supporter of the rights of migrants and respecting their human rights and caring for them," said Tony Wayne, who served as U.S. Ambassador to Mexico from 2011-2015 and attended Thursday's event. He's currently a Public Policy Fellow at the Woodrow Wilson Institute."They're going to have to try to pick things up as quickly as they can. Nobody wants a repeat of the kind of incident that you had a few days ago at the border," Wayne said, referring to the clashes between Central American migrants and Border Patrol agents near the San Ysidro border crossing Sunday.Wayne and Shirk share some optimism that Mexico's new administration will be able to find common ground with President Trump, despite their differences on policy. Wayne points out that Secretary of State Mike Pompeo will be traveling to Mexico the day after Lopez Obrador's inauguration. Shirk says the two presidents have already formed a bond based on similar styles.
