SAN DIEGO (KGTV) — As COVID-19 cases surge, Governor Gavin Newsom says he’s considering the possibility of a statewide curfew that could draw on examples from Europe and the Middle East.The restrictions could also be informed by policies in San Diego County. The state has asked San Diego County to provide information about its 10 pm mandated closure policy for restaurants, a county spokesman said.Starting Friday, Los Angeles County will enact a similar measure it’s calling a “business curfew” that will require restaurants and other non-essential businesses to close at 10 pm.“We have a lot of questions about what [a statewide curfew] looks like,” Newsom said in a press conference Monday. “Who does it impact? Who doesn’t it impact? What does a real curfew mean in terms of certain kinds of industry and business activities? That’s what we’re referring to in this space.”Newsom seemed to suggest a statewide curfew isn’t a foregone conclusion, but said he is reviewing studies on curfews in France, Germany and Saudi Arabia. He later cited Portugal as another potential example.The decision on how to craft a curfew policy will be based on data from those studies, he said.In all four countries, restrictions have changed over time and it is not clear which iterations California is reviewing. The California Department of Health declined to provide more information when contacted Tuesday.“If we have additional details, we'll let you know,” a spokesperson said via email.Under France’s old rules, restaurants and bars had to close from 9 pm to 6 am. In Germany, restaurants previously closed at 10 pm. However, many European countries announced more strict lockdown measures in October amid surging rates of transmission that include limits on movement and travel.“Where there are areas that are very high risk, do you close them off in some way to not allow the spread to the areas with lower risk? We’ve seen that across the world,” said San Diego State University epidemiologist Dr. Eyal Oren.Under France’s new month-long lockdown, police ticket people who do not carry written permission justifying their need to leave home for a valid reason. Valid reasons include going to work, buying groceries, getting medical help or taking a child to schoolFrench citizens are allowed outside to exercise for one hour a day.In most of Portugal, shops close at 10 pm, restaurants close at 10:30 pm and people have to be in their homes by 11 pm with limited exceptions.On Saturdays and Sundays, the restrictions take effect even earlier: people have to stay home starting at 1 pm. There are also police checkpoints limiting travel between cities.Restrictions in Saudi Arabia have eased as the country prepares to host the G20 summit, but from March until late June the kingdom imposed a series of curfews that significantly limited movement.At times, police enforced a so-called “24-hour nationwide curfew.” Under this policy, people were only allowed outside their homes from 6 am until 3 pm for essential purposes like getting medicine, food or supplies. Individuals who left home were required to stay within their specific neighborhood; they were prohibited from traveling to other parts of a city.“Areas can be cordoned off to restrict transmission and that can work,” Dr. Oren said. “The degree to which people want to have the government do that is a whole different kind of question.”Dr. Oren said studies have shown links between curfews and lower case rates, but he says compliance and enforcement of those policies can be challenging.Many European countries paired their restrictions with big financial assistance programs to make them more popular. In Saudi Arabia, the kingdom covered 60 percent of employee salaries in the private sector and made healthcare free for everyone in the country.If the upcoming restrictions in Los Angeles County are any indicator, California’s statewide curfew could be very similar to restrictions already in place in San Diego County. But Dr. Oren said there would still be one significant difference: messaging.“I do think some of the words we’ve been using have become kind of stale,” he said, referring to phrases like stay-at-home orders.Simply labeling a policy as a “curfew” might help change the public’s perception of the dangers of the pandemic, he said. 4319

SAN DIEGO (KGTV) -- Bike the Bay celebrated its 11th annual ride on Sunday but this year it added some safety changes. Roughly 3,000 people participated in the popular bike ride. The ride is 25 miles and takes cyclists over the Coronado Bridge, through Coronado, Imperial Beach, Chula Vista and National City. It's the only day of the year where bikes are allowed on the iconic bridge. This year, the event made some changes after an accident during the ride last year. Christina Rocheleau who was not participating in the ride collided head-on with a participant who was trying to pass cyclists along the trail. Rocheleau suffered a fractured nose and three fractured vertebrae. She hasn't been on a bike since. At the time of the accident, organizers told us that they take safety very seriously. This year, they added more signs along the route, more volunteers to guide cyclists and made the route all one-way. All of the proceeds for the ride go towards the San Diego County Bike Coalition, an organization that promotes bicycles as a form of transportation and advocates for safer roads for cyclists.   1156

According to county officials, the cool zones provide a place where seniors and others can congregate to protect their health and reduce individual energy costs. The program has been in operation since 2001. The County Health and Human Services Agency Aging and Independence Services partners with San Diego Gas and Electric to provide the service. According to Transparent California, Gómez made more than ,000 that year from her job as a San Diego City Council member and an additional ,000.University of San Diego professor of law Ariel Jurow Kleiman specializes in federal tax law. ABC 10News reporter Adam Racusin asked her to look at the filing."There was a zero on the line where you would normally report your wages," Kleiman said.Discrepancies in Gómez's tax returns were first reported by the San Diego Union-Tribune.The numbers on Gómez's 2018 return also don't match the dollar amounts reported on a financial disclosure report for Congressional candidates.In a statement, Gómez says her accountant made the errors, but that she has filed a corrected return and paid back the taxes."You may have seen a story about my accountant’s errors on my taxes. Like most people, I trusted my accountant to file my taxes accurately and I was shocked to find out that my 2017 returns were not properly filed. My accountant has taken responsibility for the errors. But I, too, take responsibility and I’ve filed a corrected return and paid the back taxes," Gómez said in a statement.Currently, Gómez is facing off with fellow Democrat Sara Jacobs for California's 53rd District in Congress this November.The Gómez campaign team has been sending out emails pushing for Jacobs to release her returns.A spokesperson for Jacobs told ABC 10News, "The Gómez campaign spent weeks misleading voters and crying wolf about Sara's tax returns, only to have the real story be their candidate's own negligence. SAN DIEGO (KGTV) - Customers at two Walmart stores in the North County say they received hundreds of dollars in fake bills.Last Thursday night, Billy Wagner went to the Walmart on Center Drive in San Marcos and cashed out a ,000 money transfer from a friend on the east coast."Watched the lady count the money on the counter three times," said Wagner.On the same night - and about five miles away in Escondido - John Whittingham stopped by the Walmart Neighborhood Market on East Valley Parkway to cash a check, receiving four 0 bills. RELATED: Woman frustrated after receiving counterfeit money at Oceanside gas stationThe next day, after he handed over half the bills to pay for a self-storage unit, a manager broke the news. "You won't believe it. These two 0 bills are counterfeit. We marked them, and they're not coming in," said Whittingham.Meanwhile, Wagner's bills were also raising suspicions."I couldn't them unstuck to count them," said Wagner. Wagner took a closer look and saw that eight of his ten bills had the same serial number. He says his bank confirmed they were fake.RELATED: Girls Scouts cheated with counterfeit money"Disbelief. It was extreme disbelief," said Wagner, who filed a report with the sheriff's department.He says there was disbelief, partly because the counterfeit bills look very real except for a few differences."There is no watermark on the fakes. Questions linger. Where did the money come from? How many other customers got the bills? And how did the money slip past Walmart's safeguards?"I never figured going into Walmart, counterfeit money would be floating," said Whittingham.Whittingham did get his money back from Walmart.
