DEL MAR, Calif. (KGTV) - Renting or owning a home in Del Mar is way out of reach for most San Diego families. But unlike other coastal cities, Del Mar has zero affordable apartments. Instead, Del Mar subsidizes rent for six low-income families. On Monday, the county's smallest city could get on the way to offering affordable homes. The Del Mar City Council could move to take advantage of a new state law that streamlines permitting for accessory dwelling units, like a granny flat in the backyard or a separate apartment within a house. The city may ask families who build those units to commit to leasing them to low-income families for thirty years. In exchange, the homeowners would get an additional 500 square feet of space above current zoning when they want to add on to their properties. “There is nothing that brings me to life or makes me feel more at home than being near the coast, and I think it's a blessing and wonderful opportunity,” said Kari Arendsen, who was visiting Dog Beach.  The city is hoping to start the program with two homeowners, but ultimately aims to get 22 affordable homes on line. The affordable homes would be for families earning at least 80 percent of the median income, so a family of two earning about ,200 a year would qualify. DETROIT — The Michigan Department of Health and Human Services is activating an emergency plan in response an outbreak of hepatitis A.The number of cases continues to rise in Michigan. The department is activating what is called the Community Health Emergency Coordination Center."To help coordinate Michigan’s response to the hepatitis A outbreak, we are opening the Community Health Emergency Coordination Center to assist the multiple local public health jurisdictions involved in the response and prevention of further cases," said MDHHS Director Nick Lyon.The emergency coordination center will provide support to health departments, hospitals, EMS and other health care providers.Health care providers are asked to encourage hepatitis A vaccination."We know that the hepatitis A vaccine is more than 90 percent effective in protecting someone who may be exposed to hepatitis A," said Dr. Eden Wells, Chief Medical Executive with the MDHHS. "Without a single source associated with these cases, the importance of vaccination and proper hygiene is vital to ensuring we stop the person-to-person spread of hepatitis A." There have been 457 confirmed cases of hepatitis A since August 1, 2016. This number includes 18 fatalities associated with the outbreak and affected a number of cities; City of Detroit, Huron, Ingham, Lapeer, Livingston, Macomb, Monroe, Oakland, Sanilac, St. Clair, Washtenaw, and Wayne Counties reported to MDHHS.Hepatitis A is an infection of the liver caused by a virus and is a vaccine-preventable disease.Symptoms may appear from two to six weeks after exposure, with the average time being about one month. DAYTONA BEACH, Fla. – A woman in Florida is being charged with animal cruelty after being caught on video throwing a dog off a motel balcony.The Volusia County Sheriff’s Office shared body cam footage of the incident when they announced the arrest of 35-year-old Allison Murphy on Tuesday.Warning: Some may find the video below disturbingOfficers say they responded to the Dayton Beach motel around noon Monday after staff reported that Murphy had been standing over a railing and threatening to jump. She also allegedly attacked a maid.When law enforcement arrived, Murphy reportedly locked herself inside her room. After knocking several times, the sheriff’s office says the women came out with a leashed German shepherd, which she picked up and threw over the railing to the ground.Authorities say the dog landed feet first and ran away before being corralled by bystanders. It was then turned over to Volusia County Animal Services, who nicknamed her “Miracle,” because no name was provided.“Miracle” was taken to an animal hospital for emergency evaluation. She thankfully escaped serious injury, but an x-ray did reveal a sewing needle was lodged one of her thighs, according to the sheriff’s office. She underwent a procedure to remove it and is recovering in the care of a foster family, who wants to adopt her if a court grants animal services custody.As for Murphy, the sheriff’s office says she was taken into custody and will be facing felony charges of animal cruelty and resisting an officer with violence. 1528

Text messages are being used to target voters, and if you've been inundated, you're not alone. "But it is a little kind of like how do you have my phone number," said Andrew Drysdale, a voter who called the texts unsettling. Colorado Secretary of State Wayne Williams said his office has received numerous phone calls and emails about the text messages.
