BEIJING, Jan. 16 (Xinhua) -- Beijing should be tolerant and open-minded toward migrants as it tries to manage its fast-growing population in the next five years, said a Beijing political advisor responding to a government plan to limit the city's population.Excessive growth of Beijing's population, partly as a result of the influx of migrants, has brought tremendous pressure on the environment and resources, said Wu Yongping, a member of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC) on Sunday. But migrant population also made great contributions to the capital city's development, said Wu, also deputy director with the School of Public Policy and Management, Tsinghua University,."Beijing, as a city belonging to the people of the whole country, should have the quality of openness," Wu told a press conference on the sidelines of the annual session of the Beijing Municipal Committee of the CPPCC.Also, Beijing should open to the entire world as only a tolerant and open-minded city could maintain its momentum of sustainable development, Wu said.Wu's remarks came in response to a draft development plan submitted Sunday to the annual session of the Beijing Municipal People's Congress, the local legislature.According to the draft plan, Beijing will rein in the "unordered and excessive" growth of its population during the next five years.By the end of 2009, Beijing's population had reached nearly 20 million, far exceeding the State Council-ratified target of controlling the population to within 18 million by the year 2020.

BEIJING, Dec. 6 (Xinhua) -- China's government-run welfare lottery has raised a total of 164.5 billion yuan (24.8 billion U.S. dollars) for public welfare funds over the last 23 years, the Welfare Lottery Distribution and Management Center (WLDMC) announced Monday.Total sales of welfare lottery tickets had amounted to 500 billion yuan (75.2 billion U.S. dollars) since the lottery started operation in 1987, said a statement issued by the WLDMC.Half of the funds were allocated to social welfare projects organized by local governments, and the rest to public welfare funds or projects administered by central authorities, including the Ministry of Civil Affairs (MCA), said the statement. The civil affair authorities for the past 23 years had supported more than 200,000 projects for the public good, the statement said. The projects included social welfare institutions, child welfare associations, homes for the aged in villages and towns, and community service centers. The WLDMC is administered by the Ministry of Civil Affairs, which was authorized by the State Council to raise welfare funds through lottery sales in 1987.

BEIJING, Dec. 24 (Xinhua) -- Thirteen of 17 Vietnamese crew members were saved by a Chinese rescue team after strong winds sank the Vietnamese ship, the Hung Cuong 168, near Minjiang estuary in the East China Sea on Friday evening, the Chinese rescue center said.According to the China Maritime Search and Rescue Center (CMSRC), the Vietnamese ship, which was overloaded with 5,200 tonnes of stone materials, had an engine breakdown this afternoon and overturned at around 5:00 p.m. due to high winds, with 17 crew members falling into the sea.Being alerted about the accident, China's East China Sea Rescue Bureau and the local maritime search and rescue center in the coastal Fujian Province sent professional salvage vessels and helicopters to the scene where they rescued 13 sailors, as of 6:18 p.m.The rescue team is still searching for the remaining four sailors, according to the CMSRC.

CHANGSHA, Dec. 26 (Xinhua) -- People across China marked the 117th anniversary of the birth of late leader Mao Zedong on Sunday with various activities in his hometown in central Hunan Province as well as in other parts of the nation. In Mao's birthplace, Shaoshan village, villagers and visitors arrived in the early morning to observe a local tradition in celebration of Mao's birthday -- eating a bowl of noodles."Today is Chairman Mao's 117th anniversary and many tourists came from afar on this special day just to have a bowl of 'long-life noodles' to show their respect towards the chairman," said village official Mao Yushi.Noodles are a traditional Chinese food to celebrate birthdays, as people believe long noodles stand for longevity. The villagers and tourists then came to Mao Zedong Square where they paid tribute to the "Great Helmsman" by leaving behind bouquets at Mao's bronze statue and singing the famous tune "The East is Red", a song in tribute of Mao.Meanwhile, nearly 10,000 citizens in Shaoshan - known as one of China's "red tourism" sites - marked the date with a 5,000-meter foot race that started from Mao's former residence and ended at the square in front of the Shaoshan Railway Station.Shaoshan, now designated a landmark in China's modern history, receives millions of people from home and overseas every year.On the same day, memorial activities were held in other cities around the nation. In Changsha, the capital city of Hunan Province, tourists and citizens braved the early morning chill to travel to Juzizhou island in the middle of the Xiangjiang River to pay tribute to the late chairman.Mao's poems were recited and songs and dances in tribute of Mao were performed on the island, where a 32-meter-high Mao statue was erected one year ago.In Beijing, by mid-day more than 10,000 people had visited Mao's Mausoleum on Tian'anmen Square, including Mao's grandson Mao Xinyu, who presented a basket of flowers along with his family.Similar activities were also held in provinces of Hebei, Gansu, Shanxi, Shandong and Henan to commemorate the founder of the New China, who was born on Dec. 26, 1893 and died on Sept. 9, 1976.For those who were unable to come to Shaoshan or Beijing, they found alternative ways to express their respect of Mao.Nearly 1,000 Internet users left messages and presented "cyber flowers" at the online memorial page of ssxw.net, a portal website of Shaoshan."You will always live in the heart of the people and we shall cherish the memory of you forever," one message reads.

GENEVA, Nov. 30 (Xinhua) -- It is time for the Doha Development Round to begin to center around the Chair-led multilateral process and to come up with a revised text, Sun Zhenyu, the Chinese ambassador to the World Trade Organization (WTO), said on Tuesday at a WTO Trade Negotiation Committee meeting."Time is not with us," Sun said, stressing the need to "plan wisely" in the year ahead to seize the window of opportunity in 2011, which is recognized by both G20 and APEC leaders in early November.Sun commended progress generated from the "Cocktail Approach," which is made up of small-group informal discussions and brainstorming among the ambassadors, carried out throughout the last few months. The brainstorming "paves way for possible progress in quite a few areas such as development, rules and dispute settlement," the Chinese ambassador said."But after all, the brainstorming is not and could not replace negotiating sessions," he added, calling for intensified engagements to deliver the revised texts at the earliest time."One of the major achievements of the G20 Summit in Seoul is that leaders reaffirmed their strong commitment to the DDA and directed us as negotiators to engage in across-the-board negotiations to promptly bring the Doha Development Round to a conclusion," the Chinese ambassador said."Across-the-board trade-offs could have a better chance when we have the texts on the table," Sun noted. He also reiterated the stance on honoring the leaders' instructions through "respecting the mandate" and "building on the progress already achieved," in order to achieve a balanced and ambitious outcome. In his speech, Sun gave priority to development as the top outcome of the Doha Round."Above everything, it has to be development-oriented," he said, giving a clear message that China is in favor of addressing the concerns of the Least Developed Countries (LDCs) and Small Vulnerable Economies (SVEs) as a priority.
