SAN DIEGO (KGTV) -- A big rig tipped over in North County Tuesday afternoon, spilling debris onto the road and forcing a hazmat team into action. According to authorities, the truck tipped over near eastbound SR-78 at Vista Village Drive just before noon. The incident caused house demolition debris and diesel from the big rig to spill all over the road. In total, about 30 gallons of diesel spilled onto the road. Crews used dirt and kitten litter to clean up the fuel. Firefighters, CHP, deputies and hazmat crews all responded to the scene. The incident caused the hours-long closure of the Vista Village overpass. At this time, it's unclear what caused the truck to tip over. The driver was uninjured.  750

SAN DIEGO (KGTV) -- A bankruptcy judge told a San Diego-based financial investment advisor that he was spending against her orders. She told Christopher Dougherty he doesn’t have the right to prefer his kid’s expenses over his creditors.Today the judge ruled Dougherty will be in Chapter seven bankruptcy, meaning that he and his wife are no longer in charge of their own assets.A trustee will investigate and liquidate those assets.Dougherty is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement and taking more than million, according to bankruptcy court records.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and the principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said.The San Diego County Sheriff's Department tells 10News there is a criminal investigation into Christopher Dougherty with at least 30 potential victims.The Securities and Exchange Commission also has an open investigation into Dougherty. 1237

  

SAN DIEGO (CNS) - Traffic volume in the San Diego region was at its lowest point this year in April, and volume remains relatively low and speeds higher compared to 2019, according to an interactive map released Tuesday by the San Diego Association of Governments.The SANDAG Highway Hot Spots & Volumes Tracker measures weekday month-by-month vehicle miles traveled on local highways, including traffic speeds and average daily traffic volumes -- which, this year, reflect fewer cars on the road due to the pandemic. The data available on the tracker includes March through October 2020, and users can also compare current data to the same time in 2019. The SANDAG tracker is updated monthly."This new tool is intended to be a resource to assist community members and local leaders with current traffic data to make regional decisions," said Cynthia Burke, SANDAG director of research and program management. "The Highway Hot Spots & Volume Tracker Highway Hot Spots & Volumes Tracker has shown us that the greatest drop in traffic volumes this year were seen in April when we were down 44%, compared to the same time last year."The SANDAG tracker also shows that between June and October, traffic volumes hovered between 15% and 16% lower than compared to 2019.The number of vehicle miles traveled on eight local highways reflected that same trend. Data shows that in October, traffic remained lowest on State Route 163, which was down 29% compared to October 2019, and that State Route 78 and Interstate 805 were the closest to last year's figures at this time -- down 11% and 13%, respectively.The tracker offers multiple ways to interact with and explore the data, such as filtering to focus on points of interest and selecting data points in the chart to make simultaneous comparisons.SANDAG picked several San Diego region hotspots of particular interest, including Southbound Interstate 15 at Deer Springs Road, Southbound Interstate 5 at Manchester Avenue, Northbound I-805 at Governor Drive and Westbound State Route 52 at Mast Boulevard.Speed data at each of the hot spots during morning peak periods revealed that in October, speeds were up an average of about 6 mph compared to March.The largest increases were seen at Northbound I-805 at I-15 -- 13.7 mph faster in October -- and Westbound Interstate 8 at Waring Road -- 10.5 mph faster. SAN DIEGO (KGTV) - A flying eye hospital is bringing medical care to countries in need. One of the doctors who boarded the Orbis International plane in November is from San Diego.“Orbis International is a unique nonprofit focused on training eye surgeons around the world in advanced techniques of surgery," said Dr. Srini Iyengar, an Encinitas-based Oculoplastic Surgeon who volunteers for Orbis. The ultimate goal is to reduce blindness in countries with inadequate access to care.“In the world, preventable blindness is something that is a big concern, not only for the individual but also populations. Every blind person takes two people out of the workforce, not just them, but also someone who is caring for them," said Dr. Iyengar.The nonprofit just returned from Ghana, where 4 out of 5 people are blind from preventable causes. The plane has an operating room in front and a classroom in the back. “Local doctors, they come to the airplane, and they sit in the front seats and watch on the screen what’s going on in the back, and so they’re watching live surgery being performed," said Dr. Iyengar. The local doctors can then train more eye professionals in their country, helping people long after the plane takes off. Dr. Iyengar says both kids and adults receive care. For many patients, it's the first time they've seen a plane. Orbis International relies on volunteers and private donations.FedEx donated the plane. 1437
