CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

(KGTV) — A suspected drunk driver had to be pulled from a vehicle after a rollover crash in the South Bay overnight.Police said the driver drove into two parked cars while driving southbound on Broadway at about 2 a.m. Saturday. After hitting one vehicle, her vehicle rolled into the middle of the street.The vehicle she struck collided with a nearby SUV, police said.Emergency crews extricated the woman from her vehicle and took her to a nearby hospital with moderate injuries.Chula Vista Police later arrested the woman for driving under the influence.No one else was injured in the crash. 620

CHULA VISTA, Calif. (KGTV) --  Thursday was a big day for Norbert Stein. The Holocaust survivor and war veteran, got married and turned 105-years-old. 10News Photojournalist Zach Wonderlie was there for his big day. "He's been in and out of hospitals so many times that I thought I was planning a memorial...and then I was planning a wedding!" said Norbert's daughter, Livia Gail, "It's such a miracle." Norbert escaped Nazi Germany in 1935, Gail said.Norbert married the love of his life Thursday - his girlfriend of 45 years, Edlemira Velasquez. The happy couple enjoyed the ceremony, a little cake and all of their loved ones on their milestone day. Gail left us with a few words of wisdom from her father: "Nothing too big, nothing too small. (KGTV) – More than 300 South Bay parents and students attended a school safety forum Monday night.The Sweetwater Union High School District and Chula Vista police held the meeting at Chula Vista High School’s Performing Arts Center.“We certainly had some questions, we pinged our kids on what drills are being done on their campuses,” said Ricky Gallegos, who has two kids that attend high schools in the district.School officials and police assured parents that they practice and prepare for the unthinkable. But police were also candid about their limited resources. They have 10 school resource officers for 61 campuses and more than 51,000 students in Chula Vista.  Police asked parents for their help by reminding them to be involved with their kids and school community and to report whatever doesn't sound right. They also told them about the “P-3 Anonymous Tip App” which was launched within the past year. They said it there have been more than 400 tips made and law enforcement removed 13 guns from San Diego County Schools as a result of the app.“I think it’s petty cool, especially that it’s anonymous because I know some students are worried that they’ll talk to someone else,” Leira Gardea, a sophomore at Chula Vista High School said.Mental health was also a big topic of discussion. The Sweetwater Union High School District says they have 13 therapists and assured parents they do their best to disturbed or troubled youth the help they need.Chula Vista Police is holding another school safety forum next week.
