SAN DIEGO (CNS) - The first of more than a dozen truckloads of sand for an international sand-sculpting competition started arriving at the Broadway Pier and Pavilion in downtown San Diego Monday morning.A total of 15 trucks hauled and dumped 300 tons of specialized sand on the pier for the seventh annual US Sand Sculpting Challenge.Event organizers said top competitors from countries around the world, including the US, Russia, Australia, Italy and others, will attend the event over the Labor Day weekend from Friday, Aug. 31, to Monday, Sept. 3.When completed, sand sculptures will stretch nearly 1000 feet over San Diego Bay, organizers said.The first four truckloads of sand arrived between 8:15 a.m. and 8:45 a.m. Monday, Aug. 27, and subsequent loads will arrive in waves throughout the day, according to event organizers. 845

SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted 4-1 today to request guidance from the state on allowing resumption of several activities, including private planned events, wedding receptions, hotel conferences, street fairs and team competitions.In a letter to be sent to Gov. Gavin Newsom, the county will also seek guidance on reopening playgrounds.Supervisor Jim Desmond made the proposal after the board was updated on the county's efforts to contain the spread of the coronavirus.Any reopening of those industries, he and other board members said, would only happen with the blessing of Dr. Wilma Wooten, the county's public health officer.He added that while the county must take note of an uptick in community outbreaks, it ``can't have a blanket stop on the economy.''``Maybe, by the time Newsom responds, there will be more time to review this. I want to be prepared with this next group of businesses,'' Desmond said.Because it takes months to plan certain events, such as weddings, planners ``will lose this entire season otherwise,'' Desmond said. ``We have one (board) meeting scheduled for July, and I'm trying to be ready if the numbers look good.''The supervisors also heard from numerous people employed in the private events industry, who urged the board to let them resume. Many said they have safety protocols in place, and would be able to provide lists for contact tracing if necessary.Wooten told the board that as of now, ``we couldn't recommend any opening in the next week or next couple of weeks, in terms of opening up broad industries, if (community) outbreaks continue.''``If we're above seven community outbreaks, it would be ill-fated'' to make such recommendations, she said.Another three community outbreaks were reported Monday by county health officials, raising the number reported in the last week to 10 -- the most in any week's span since the pandemic began in early March.Supervisor Nathan Fletcher cast the dissenting vote on the motion. The county ``has hit the community outbreak `trigger' for six consecutive days and recent days have generated not only the highest reporting of new COVID cases but also a doubling of the percentage of total tests being positive,'' Fletcher said after the vote. ``Given these facts, it is reckless and irresponsible to propose expedited reopening of additional in-door close contact group gatherings without any restrictions on the number of attendees.'' 2460

I'm humbled and grateful that the people of San Diego have placed their trust in me to fight for them for another term."Elliott has been city attorney since 2016, and since then has taken an uncharacteristically proactive approach to the role, sometimes ruffling feathers, such as with the Smart Streetlights program. In August, members of the San Diego City Council boycotted a meeting with Elliott over restrictions on sensitive documents.Briggs has sued the city dozens of times, ostensibly to increase transparency at City Hall. He said during the campaign he wanted to remove petty politics from the office."As someone who has spent nearly two decades fighting special interests at City Hall, I believe now's the time to bring my training, experience and taxpayers-first approach to the City Attorney's Office," he said.Elliott pointed to Briggs' many lawsuits as reasons she is more fit for the office.The pair have faced off in court during the election cycle. Elliot sued Briggs for identifying himself as a taxpayers' advocate, while Briggs sued Elliot for claiming an endorsement from the San Diego Union-Tribune after it expired. Briggs prevailed in both cases.The city attorney serves as the city's prosecutor and legal adviser.Meanwhile, San Diego voters weighed in on a trio of ballot measures:-- Voters rejected Measure A, a housing bond that would have allowed the city to issue up to 0 million in bonds to fund low-income, substance abuse, and mental health service housing. It required two-thirds of the vote to pass, but initial tallies showed it with only 57%.-- Voters approved Measure B, which amends the city's charter to replace the Community Review Board on Police Practices with the Commission on Police Practices, which will be appointed by the City Council to conduct investigations and subpoena witnesses and documents related to deaths resulting from police interactions and complaints made against police officers.-- Voters also approved Measure E, providing an exception to the city's long-standing 30-foot height limit in the Coastal Zone for the Midway- Pacific Highway Community Plan. SAN DIEGO (CNS) - Temperatures will soar into the triple digits in parts of the San Diego area Friday at the outset of an extreme late-summer heat wave expected to roast the region through the Labor Day weekend.The predicted hot spell and accompanying low humidity and gusty winds out of the east prompted the National Weather Service to issue a "red flag" wildfire warning for the local inland valleys and mountains, effective from 10 a.m. Saturday to 6 p.m. Sunday. The alert signifies a likelihood of critical combustion hazards that can lead to "extreme fire behavior."Air moisture levels will drop to the 15-20% range on Saturday and Sunday with poor overnight recovery, according to meteorologists. Winds out of the east are expected to reach sustained speeds between 15-25 mph, with gusts potentially reaching 30-40 mph in the southern reaches of the county.LATEST ABC 10NEWS PINPOINT WEATHER FORECASTExcessive heat warnings, meanwhile, will be in effect in the western valleys, the mountains and the deserts from Friday morning through 8 p.m. Monday; and in coastal areas from 10 a.m. Saturday through 8 p.m. Monday.High temperatures Friday afternoon are forecast to reach the low 80s near the coast and the mid-90s in the western valleys, and as high as 104 near the foothills, 102 in the mountains and 117 in the deserts.The mercury in the deserts is expected to reach 119 on Sunday and 122 on Monday, forecasters said. Highs in the western valleys could soar to 116 on Saturday and 114 on Sunday, while high temperatures near the foothills will remain in the triple digits through Monday.COOL ZONES OPEN AROUND SAN DIEGO COUNTYTo beat the heat, people should drink plenty of fluids, stay out of the sun during the hottest parts of the day and check on potentially at-risk relatives and neighbors, the NWS advised. SAN DIEGO (CNS) - San Diego lifeguards reported that although about 155,000 beachgoers hit San Diego beaches Saturday and Sunday, the number of rescues and medical assists made by lifeguards was not excessive going into the third day of the Labor Day weekend.``On Saturday there were about 120,000 people on the beaches, and on Sunday there were about 135,000 people,'' said San Diego Lifeguard Lt. Andy Lerum. ``We did about 2,000 preventative acts each day.'' Lerum said the number of rescues made both days was relatively light.`We made 15 rescues on Saturday, and 42 rescues on Sunday, mostly because the ocean has been pretty calm,'' he said. `We had more medical aids, 40 on Saturday and 35 on Sunday. We're going to probably have more than that for Labor Day, but the final figures are not yet in.''`The bulk of what we've been doing on the beaches has been taking care of sick and injured people,'' said Lerum. ''We also had a flurry of kayak rescues, About five kayaks tipped over into the ocean. We rescued those kayaks. Everybody is fine.''There was lots of boating activity over the holiday weekend.Lerum said a person fell from either Ocean Beach Pier or the seawall there about 5:30 p.m. on Labor Day. The extent of the injuries was not immediately known.``We had a ton of boating incidents on Mission Bay,'' said Lerum.``That's a big part of what we do. It was a spectacular Labor Day weekend. People were enjoying the beautiful weather and warm water.'' 1477
