SAN DIEGO (KGTV) - More than 75,000 homes in San Diego are in areas that pose a "high" or "extreme" risk of wildfire, according to a new study by CoreLogic.That's the third most homes in the US, behind only Los Angeles and Riverside.In San Diego, the study found that it would cost .81 billion to rebuild all those homes.The news comes as San Diego, and California as a whole, are in the midst of a relatively tame wildfire season. According to Cal Fire, there have been 4,9267 wildfires so far this year. That's well below the pace of the last two years, when there were 7,571 fires in 2018 and 9,133 fires in 2017.Similarly, the amount of land burned by the fires is down in 2019. So far, 117,586 acres have been scorched. In 2018, the total number was 1,671,203 acres. In 2017, 1,240,606 acres were burned.Cal Fire says cooler temperatures and higher than normal humidity caused the number of wild fires to drop this year."When humidity is up, the fire doesn't burn as aggressively as it could if they were lower," says Cal Fire Captain Isaac Sanchez. "That's played a big factor for us this year."But, Sanchez warns that people shouldn't look at the low numbers and think the risk is also low. He says the next few months will have prime conditions for a devastating fire."We've seen the hottest days we're going to see, the temperatures have been warm, the humidity has been low," says Sanchez. "So the fuels that are in the hillsides right now are receptive to fires."Sanchez says people should remain fire-ready. SAN DIEGO (KGTV) - On Friday, San Diego Police responded to an urgent request to reform the department's de-escalation policy.A board appointed by the mayor has now voted on a request to add more explicit language to the policy on tactics and techniques for how officers are allowed to de-escalate in the field.“The time is now and we really need this for the City of San Diego,” said Attorney Maresa Talbert, Co-Chair for San Diegans for Justice and a member of the Coalition for Police Accountability and Transparency. 10News spoke to her on Friday after Thursday night's emergency virtual meeting of the Community Review Board on Police Practices.“We really need holistic policies in place that will both keep not only our residents safe but also law enforcement safe,” she added.Below is a statement from Sharmaine Moseley, Executive Director of the Community Review Board on Police Practices:"The Community Review Board on Police Practices (CRB) held a special meeting to discuss a recommendation they previously made for SDPD to adopt a de-escalation policy that models Baltimore PD’s de-escalation policy. At that meeting, the CRB discussed and unanimously agreed to add more explicit language to a policy that would require officers to use de-escalation techniques and tactics without the use of force when safe under the totality of the circumstances to do so. The CRB also listed factors for the officers to consider when a person is not complying and techniques and tactics officers can use for de-escalating situations. A revised letter with the CRB’s recommendations will be forwarded to Chief Nisleit early next week. At last night’s meeting, the CRB also discussed the many local protests and SDPD’s response to the protests. By a unanimous vote of 16-0, the CRB agreed to forward this item to its Policy Committee for the Committee to look at best practices for a policy recommendation to Chief Nisleit. The Policy Committee is planning to meet on Thursday, June 11 on MS Teams. SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

SAN DIEGO (KGTV) - Only 92.5 percent of San Diego County’s kindergartners were up to date on all of their vaccinations during the 2018-2019 school year, below the recommended rate.It was a slight .7 decrease from the previous year’s 93.2 percent, according to a report released by the California Department of Public Health. California as a whole also slightly fell below the 95 percent vaccination rate recommended by health experts. “We know that there are individuals that don’t believe in vaccinations and people that homeschool their kids, that’s a population,” said Dr. Wilma Wooten with the San Diego County Health and Human Services Agency. Wooten says the drop shouldn’t cause panic, but should make families more aware of the importance of vaccinating their children. She said the county is doing its part by responding in three different ways: policies, practices and programs. That includes legislation like the state ban on personal belief exemptions and also CDC recommendations. Wooten says the most important thing is to make sure all parents are aware of the age appropriate vaccines that not only their children, but all family members should have. Wooten says education is key to avoid the risk of contracting and spreading serious illnesses, like the highly contagious measles outbreak across the United States. She said the county has been doing community outreach about the importance of being vaccinated, especially as more people travel overseas during the summer months.“If an individual with measles is put into a room with ten other individuals, 9 out of 10 individuals will contract the illness, it is that contagious,” said Wooten. “It’s very important that all individuals, children, adults, as well as our seniors get the age appropriate vaccinations.” 1791
