A toddler hanging from the roof after crawling out of his bedroom window managed to come away unscathed after falling into a passerby's arms.It's a situation that could have ended tragically if not for the quick actions of a good Samaritan.Police report Jill Harper happened to be driving by the 1300 block of Mills Street in Sandusky, Ohio and saw the toddler hanging from the edge of the roof. She ran over to help.According to the police report, the child fell into her arms, and she brought him inside."When I caught him I remember thinking, 'Oh my God, I caught him,'" said Harper."When I started pounding on the house, that's when he fell, and my hand was pounding.  So when he fell, he kind of came back and hit my arm, and then I caught him."Police said they did not notice any obvious bumps and bruises. The Sandusky Fire Department responded to the scene, looked him over and found no injuries.Kelsie Hellman, the boy's mother's cousin, signed a refusal form, not wanting him to be transported to the hospital, according to police.Sandusky police said the boy is currently in the custody of Summit County Children Services. Hellman told police she is trying to gain custody of the boy, whom she has looked after since he was 3 months old.How did he get out there? Hellman told police she was using the bathroom when the incident happened. She said the boy must have gone around the baby gate she put at the bottom of her stairs, allowing him to get up to his room where the window was left slightly open. The boy then apparently slid through the window, which opens onto the roof.Meanwhile, Sandusky Police Detective Kevin Youskievicz told Scripps station WEWS in Cleveland, he believes the child could have suffered serious injuries if Harper hadn't acted quickly."I can only describe her as a hero, she's a hero," Youskievicz said."Everyone says we need heroes, she is one,"According to the report, Hellman said her husband was fixing the window so the boy could not crawl out of it again. 2079

A panel of three federal judges in North Carolina ruled Monday the state's congressional map is an unconstitutional partisan gerrymander that favors Republicans, and said it may require districts to be redrawn before the November elections.Republicans hold 10 of the state's 13 seats in the House of Representatives, and a redrawn map could put more seats in play for Democrats -- potentially affecting control of the House.The judges acknowledged primary elections have already occurred, but said they were reluctant to let voting take place in districts that courts twice found had been unconstitutionally drawn.The same decision was reached by the court in January, but the Supreme Court declined in June to hear the case and it was sent back for reconsideration. A surprise birthday party that resulted in 18 people testing positive for the coronavirus has left a North Texas man horrified as his father continues to fight for his life in a hospital intensive care unit.Ron Barbosa, who is married to a doctor and refused to attend the May 30 party for his daughter-in-law because of safety concerns amid the COVID-19 pandemic, said those hospitalized included his parents, both in their 80′s, and his sister, who is also battling breast cancer.Barbosa said his nephew, unknowingly infected with the virus, hosted last month’s gathering of 25 people that only lasted a few hours and followed the state’s latest health standards. Greg Abbott on Thursday said Texas would halt its aggressive reopening as it deals with a surge in coronavirus cases and hospitalizations that has made the state a virus hot spot. Statewide, the number of COVID-19 patients has more than doubled in two weeks. Texas has reported more than 11,000 new cases in the previous two days alone.Barbosa’s mother, Carole, who stopped by the function to drop something off, tested positive for coronavrius June 6 and was admitted to the hospital a week later.Barbosa said his father, Frank, who didn’t attend the get-together but later contracted COVID-19, was hospitalized June 17. He said his dad is currently “hanging on by a thread” in the ICU while on life support.“It’s heartbreaking,” Barbosa said, holding back tears.Frank received a plasma donation Wednesday from a recovered coronavirus patient, according to Barbosa’s Facebook page. Barbosa said he hopes the procedure will save his dad’s life.“Prayers were answered today,” Barbosa wrote on Facebook. “Now he (Frank) needs to get well for mom and the Barbosa Family.”Barbosa said his family remains united despite feeling a pendulum of emotions over the past few weeks.“We were horrified. A top official in the Coast Guard has tested positive for COVID-19, according to CNN and NBC News.Admiral Charles Ray, the Vice Commandant of the Coast Guard, tested positive for COVID-19 over the weekend after experiencing mild symptoms.ABC News reports that all members of the Joint Chiefs of Staff, are self-isolating following Ray's positive test result. CNN also reports that Chairman Gen. Mark Milley is among those self-isolating.Ray's infection is just the latest in an outbreak of COVID-19 in the highest levels of the U.S. government. President Donald Trump spent the weekend in the hospital but returned to the White House Monday despite not being "out of the woods," according to his doctors. A new service aims to help families stop identity fraud of children.According to a report from Javelin Strategy & Research, more than 1 million children were victims of identity theft in 2017. Two-thirds of those children were 7 or younger.Starting next month, parents can check and freeze their child’s credit files, without having to pay.First, go to identitytheft.gov to begin. Then, select the “Child Identity Theft” option under the “Special Forms of Identity Theft” section.A red flag to watch for is if your child has a credit report; they should not at an early age. The website will guide you on how to obtain a credit report through Experian, Trans Union and Equifax.If your child does not have a credit file, experts recommend you start one and then freeze it.Families can start using this service on Sept. 21. 833
