SAN DIEGO (KGTV)- The high temperatures, dry brush, and low humidity are leading to elevated fire danger in San Diego County this week.Cal Fire San Diego is asking everyone to be prepared for the possibility of a wildfire igniting.“We depend on the public to be careful; we depend on the public to be prepared at a moment’s notice to evacuate,” said Cal Fire Captain, Isaac Sanchez.“The fact that the winds aren’t there, it does not help us sleep at night; we’re still very dry. It’s still October, and we know that even though there aren’t winds now, we can bet money that there will be winds later.”As fire danger remains a threat across the county, families braved the heat taking schoolwork outside at Mast Park in Santee, after being stuck at home for months.“It’s so much easier for the kids to stay motivated on getting their work done,” Jennifer Sailler. “It’s harder to stay inside our home with the AC running than it is to be outside in the warm heat.”The heat is also keeping business going for some.“My job requires me to have a close relationship with snakes and the sun,” said Alex Trejo, So-Cal Rattlesnake Removal. “When it’s hot, what they’re actually doing is trying to find shelter. “Trejo removes rattlesnakes from properties and relocates them to areas where they can have a second chance at life.He said he’s been getting more calls for rattlesnake removals in the East County during the hot weather.“It’s very important to understand the nature of the snake; the snake is not out to hurt people, the snake is a survival expert,” he said. “My priority is making sure families are safe during this heatwave because they will be coming on people’s properties right now.”The heat advisory will remain in effect until 5 PM Friday. 1757
SAN DIEGO, Calif. (KGTV) - A gang member was sentenced to more than 126 years in prison Tuesday for the murder of Navy pilot James Celani at Horton Plaza in 2017."This is not living. This is hell," said Celani's cousin, Sean, who was also shot in the incident. "Mr. Morris killed my happiness and my life."Sean, who asked not to have his last name revealed, and Celani were at the Mad House Comedy Club that night. Upon leaving the club, they walked past a group of men, including Morris. Sean said he offered an innocent greeting, "What's up, brother?" At that point, Morris pulled a gun and opened fire, killing Celani and hitting Sean in the leg. Prosecutors say Morris, who has a history of violence, was angry because of a fight that evening with his girlfriend.Celani's wife spoke during a victim impact statement, describing how she and their three children have suffered since her husband's murder. She called for Morris to get the maximum sentence. "The system couldn't or wouldn't protect Jim and Sean from Arrow Morris, but you can safeguard society from Arrow Morris by letting the punishment fit the crime and sending him to prison for the rest of his life."Morris has 60 days to appeal his sentence. 1221

SAN DIEGO, Calif. (KGTV) -- A group of University City residents is suing the city of San Diego over its plan to pump sewage under their neighborhood to be turned into tap water. The nonprofit University City Community Foundation filed the lawsuit after raising ,000 from residents to challenge the environmental impact report for the city's Pure Water pipeline. The suit doesn't challenge the city's goal of making heavily treated reclaimed water one-third of its supply by 2035. The city says that will protect against future shortages and price increases. The lawsuit, however, says the city did not explore alternatives and did not adequately notify the public of the project's pipeline. It will pump sewage from the Morena Area, through Clairemont and University City, to a treatment plant at UTC. "There's no 100 percent guarantee that there could not be a leak, there could not be some discharge," said U.C. resident Barry Bernstein, who supports the lawsuit. "There could be some discharge. There may be some problems with the purification system."Ruth DeSantis, who heads the foundation, said the city and foundation are now in settlement talks. A city spokesman declined to comment on the lawsuit, but said there are multiple protections in place - including a system designed to immediately cut off to avoid sewage geysers. SAN FRANCISCO (AP) — California voters are right to think they already weighed in on how big cages should be for egg-laying hens.In 2008, voters ushered in Proposition 2, which sought to free egg-laying hens from tiny cages. It didn't outlaw cages but barred California farmers from keeping hens — as well as calves raised for veal and breeding pigs — in pens so small they virtually couldn't move.Since then, supermarket shelves have filled with cage-free egg varieties. Corporations like McDonald's, Costco and Taco Bell have committed to using cage-free products.RELATED: Proposed California initiative seeks to end high-speed railBut a decade later, voters are being asked to revisit the issue with Proposition 12, the Farm Animal Confinement Initiative.The Humane Society of the United States, the issue's primary proponent, says the measure is needed to update California standards and to apply those standards to out-of-state farmers selling their products in California. The earlier initiative simply stated the three types of animals must be able to turn around freely, stand up and fully extend their limbs — but set no specifics.A "yes" vote for Proposition 12 would create new minimum size requirements for confinement pens for all three animals and require that all egg-laying hens be cage-free by 2022.It would also ban the sales from other states not meeting California's standards.RELATED: No vote coming in 2018, but measure to expand convention center qualifies for ballotThe Humane Society calls the measure a "commonsense reform" that strengthens a decade-old animal cruelty law and gives farmers a phase-in time to shift to more humane practices."Most of the eggs sold in California come from birds confined in cages where it's hard for them to even move. They have to eat, sleep, defecate and lay eggs in the same small space every day for their entire life," said Josh Balk, vice president at the Humane Society of the United States. SAN DIEGO, Calif. (KGTV) - A new rule from the California Air Resources Board could wind up costing San Diego MTS hundreds of millions of dollars.CARB announced a series of regulations last week, all aimed at making bus fleets more environmentally friendly.One rule says all buses need to be zero-emission by 2040.That could be costly.Right now, SDMTS uses Compressed Natural Gas in their buses, which they say burns much cleaner than diesel fuel.Those buses cost 7,000 each, and MTS buys about 50 new buses each year.New electric, zero-emission buses will cost about 2,000 each.Replacing the entire fleet with electric buses will cost 7.5 million more than CNG buses."The technology is relatively new, the costs are high right now," says MTS Spokesperson Rob Schupp. "I think CARB is looking into the future. As we encourage more and more manufacturers to build these buses, the costs will come down."San Diego MTS is already putting six electric buses in their fleet this summer as part of a pilot program.They'll use those to test how the electric buses operate across several terrains and distances in San Diego.They also received a grant to help buy 11 more for a South Bay Bus Rapid Transit line that will open in 3 years.Beyond that, MTS says they may use a combination of state funding, grants and possibly rate increases to pay for the new electric buses.Schupp says the state has plans to chip in about 0,000 per bus.The cost of new buses isn't the only concern about going electric.MTS says they need to look into how much electricity will cost compared to natural gas.They also may need to build and install charging stations around town, because the buses may not be able to go as far as they would using gas.Despite all that, Schupp says the MTS Board fully supports the change. 1812
