SACRAMENTO, Calif. (AP) — California Democratic Party Chairman Eric Bauman was accused of inappropriate behavior on a campaign bus days before the Nov. 6 election, a Democratic official said Tuesday, a day after Bauman took a leave of absence.Bauman was among those aboard a bus during a statewide get-out-the-vote tour. Two young women on the bus reported alcohol was consumed and inappropriate sex talk occurred on Nov. 1, said David Campos, chairman of the San Francisco Democratic Party. The bus was scheduled to arrive in San Francisco the next day at an event with U.S. House Minority Leader Nancy Pelosi. Her campaign team learned of the incidents aboard the bus and told state party officials that Bauman and the bus should stay away, Campos said.It appeared Bauman engaged in the misbehavior and did not intervene to stop others from acting inappropriately, Campos said.RELATED: Top California Democrat on leave amid sex misconduct inquiry"We felt, and I felt, it was important for us, given we had serious credible allegations, not to have Chair Bauman attend this get-out-the-vote event in San Francisco," said Campos, who first shared details of the allegations with the Bay Area Reporter, a publication serving the LGBT community. Bauman is the party's first openly gay chairman.Allegations of misbehavior by Bauman first surfaced last week in a letter by party Vice Chairman Daraka Larimore-Hall. It appeared on social media and accused Bauman of sexual harassment and assault against unidentified accusers. On Saturday, Bauman acknowledged the party had started an investigation and on Monday he announced he was taking a leave of absence. He provided no details on the allegations. Campos said he doesn't know if Larimore-Hall's letter relates to the alleged incident on the bus or something else, but he said he was not aware of any allegations of sexual assault on the bus."We did not hear anything about possible sexual assault," he said.Larimore-Hall did not respond to multiple emails and a phone message from The Associated Press Tuesday. Jorge Aguilar, executive director of Pelosi's campaign, and Bauman did not immediately respond to emails seeking comment. In a statement Monday announcing Bauman's leave, party spokesman Mike Roth said "Bauman believes this decision is the best way to ensure the independence and integrity of the process. The Party is confident that the procedures in place will allow for all parties to come forward freely and provide for a thorough and complete review."Alex Gallardo-Rooker, another party vice chair, is serving as acting chairwoman during the investigation. 2627

Roughly 40 million people are estimated to wear a fitness tracker of some kind. Now one of those brands, Fitbit, has teamed up with researchers to try and predict COVID-19 symptoms before they start."About seven years ago when these Fitbits and things were coming out as fitness trackers, we said, Well they're probably pretty good physiological markers, not just fitness markers," said Dr. Michael Snyder with Stanford University's School of Medicine.Dr. Snyder says they were first able to use the technology to help them catch early signs of Lyme disease. The current pandemic has prompted them to take their research a step further."They're mostly built around heart rate which we think is better than skin temperature because not everyone gets a fever with COVID," said Dr. Snyder.Stanford's study is taking place in two phases. In the first, researchers evaluated six months of data in a majority of patients who tested positive for COVID-19. Their research showed COVID-19 patients had an elevated resting heart rate up to nine days before showing any symptoms of the virus."I view these as health monitors in the current pandemic. If we start flagging people as early as possible we’re going to be way [ahead in reducing] the number of cases, probably help people in saying no you shouldn’t go to work today. So, it has broad implications for the economy, pandemic spread and personal health period," said Dr. Snyder.Senior Vice President and General Manager of Fitbit Health Solutions, Amy McDonough, agrees."In particular, resting heart rate, heart rate variability, breathing rate all might change as your body is fighting off illness. So the study is really to look at what are the expressed changes that might happen," said McDonough."I think your immune system engages pretty quickly when you get ill and the cells are probably consuming a lot of energy and your heart needs to pound away to create some of them," said Dr. Snyder.Stanford's second phase of the study starts soon. People who have a fitness tracker can sign up and anonymously share their fitness data. Then, they can get alerted when researchers detect an elevated resting heart rate and possible early signs of contracting a virus."To be able to do that earlier detection can help keep people safe and help understand their body and when they might be fighting off illness," said McDonough.Dr. Snyder is confident in the technology, which he says helped him detect his own case of Lyme disease. "In one case which was on me, it was pretty clear I was ill because of the bio marker but I didn’t feel symptoms and my watch even picked that up. So what that tells you is it can detect disease when you’re presymptomatic as well as in asymptomatic cases which is pretty powerful," said Dr. Snyder.People can sign up for Stanford's study by logging into their Fitbit app or heading to innovations.stanford.edu.As for what Dr. Snyder hopes to take away from this study, he said "I hope to plant a wearable device on every person on the planet. Sixty percent of people have a smartphone so it's totally scalable. These are not expensive devices. They could be a lot cheaper than they are and obviously the ones in the future will be much more health-oriented."Eventually they hope to be able to detect the severity of an illness, as well. 3320

Retailers want you to shop early this holiday season. However, the pandemic has caused delivery service companies to work overtime and that strain is only expected to get worse during the holidays.Shipmatrix is a shipping consulting company. Experts there tell us that starting Thanksgiving, 56 million packages are expected to be shipped per day, including weekends. That's an excess of 7 million packages that delivery services will have to deal with, resulting in a delay if you're opting for free shipping.Experts say this season, it may be worth paying for shipping, even if you qualify for the free option.“Retailers are trying to use the cheapest form of transportation, which is the ground service that can take up to five, six days. And during this holiday season, it may take an extra day or two,” said Satish Jindal, President of ShipMatrix. If you're shipping gifts to loved ones and are a little bit of a procrastinator, it’s advised that you pay for express shipping this year. You'll also want to get that package in the mail before December 18.At the end of the day, all carriers, including UPS, FedEx and USPS all have similar shipping times. 1165

SACRAMENTO, Calif. (AP) — California moved Friday to eliminate climate-changing fossil fuels from its fleet of 12,000 transit buses, enacting a first-in-the-nation mandate that will vastly increase the number of electric buses on the road. The California Air Resources Board voted unanimously to require that all new buses be carbon-free by 2029. Environmental advocates project that the last buses emitting greenhouse gases will be phased out by 2040.While clean buses cost more than the diesel and natural gas vehicles they will replace, say they have lower maintenance and fuel costs. Supporters hope creating demand for thousands of clean buses will bring down their price and eventually other heavy-duty vehicles like trucks.California has 153 zero-emission buses on the road now with hundreds more on order. Most of them are electric, though technology also exists for buses powered by hydrogen fuel cells."Every state could do a strategy like this," said Adrian Martinez, an attorney for Earthjustice, an environmental legal group that supports the rule. "This is something that California did first because we have major air quality and pollution problems, but this is something other states could pursue."Existing state and federal subsidies are available to help transit agencies absorb some of the higher costs of carbon-free buses, along with money from the state's settlement with Volkswagen over the German automaker's emission-cheating software. In approving the mandate, air board members cited both a reduction in greenhouse gas emissions and improved air quality along heavily trafficked transit corridors in smog-polluted cities. The transportation sector accounts for 40 percent of California's greenhouse gases, and those emissions are rising even as electrical emissions have fallen substantially.California needs to drastically reduce transportation emissions to meet its aggressive climate change goals. The California Transit Association, a lobbying group, does not oppose electrifying the fleet but is concerned that zero-emission buses can't match the performance of the existing fleet and that there isn't enough money available for the transition, said Michael Pimentel, who is leading the organization's work on the issue."We do want to work alongside the Air Resources Board and our partners at the state and federal level to address these concerns and to ultimately achieve the goal of fully electrified fleets by 2040," Pimentel said. 2471
