SAN DIEGO (KGTV) - A group of San Diego politicians presented a plan to White House officials Tuesday to finally address the flow of sewage from Mexico into U.S. waters.The centerpiece of the proposal is a 4 million treatment facility that would be able to process 163 million gallons of runoff a day.Local officials estimate the facility would be able to reduce the number days that sewage flows across the border from 138 to 12.“That’s 12 days more than it should be, but its certainly a lot better than the current situation is,” said San Diego Supervisor Greg Cox.He traveled to Washington for a meeting with White House officials on Tuesday, along with a delegation including San Diego Mayor Kevin Faulconer, Imperial Beach Mayor Serge Dedina and Port of San Diego Chairman Garry Bonelli. “We had a very good meeting,” reported Cox. “They were very impressed. The gentleman from the EPA, who’s in the best position to move the ball forward with us, said he’d never seen a more united effort coming from San Diego to deal with this problem.”Officials are looking at three potential funding sources. One would require Congress to pass a series of bills that would allocate .5 billion to the North American Development Bank (NADBank.)Money from NADBank can be used for the financing of infrastructure and water pollution projects on both sides of the border.A second option would also require an act of Congress, approving HR 4039 introduced by Rep. Mike Levin (D-CA.) The bill would allocate 0 million a year for five years to the EPA’s Border Water Infrastructure Program (BWIP.) Money from that account could also be used to fund the project.The third potential funding vehicle would be an increase to the International Boundary and Water Commission budget. SAN DIEGO (KGTV) -- A compromise in San Diego’s short-term rental debate may help the city get answers.In a news conference, San Diego City Councilmember Jennifer Campbell announced a compromise between “United Here,” which represents more than 6,000 local hotel, gaming, and hospitality workers, and Expedia Group, which is the parent company for short-term rental brands.Both sides have agreed on rules that Campbell said could help regulate the short-term rental industry -- by providing a balance between the hospitality industry and preserving the right of homeowners to use their property to help make ends meet.Under this agreement, it would cap the number of short-term rental permits that were granted and also establish a 2-night minimum stay.In turn, residents will be allowed to home share and those who rent out their homes part time -- usually during big events like Comic-Con, Pride, or December Nights -- wouldn’t have to pay the full permit costs.There will also be strict enforcement of the Good Neighbor Policy, which would include fines for those who violate it and possibly having permits revoked for repeat violations.This plan will be sent to the full council for further review. 1210

SAN DIEGO (KGTV) -- A 68-year-old woman has filed a lawsuit claiming she was sexually abused decades ago by a priest in Rialto, the latest in a wave of litigation targeting the Diocese of San Diego.The woman, identified only as Jane Doe, claims she was abused by Father Efren Neri while he served at Christ the King, a San Bernardino County parish that was then part of the Diocese of San Diego. “For many years, I just lived with it,” the woman said in an interview. “A lot of shame, anxiety all my life.”Father Neri died in 1982, according to the Diocese. In a statement, the Diocese said there are no reports Neri was ever accused of sexual misconduct with a minor. “None in San Diego, none in San Bernardino and none in Fresno,” the statement said. Last week, 20 people sued the Diocese of San Diego, alleging abuses by six other priests. SAN DIEGO (KGTV) - A fire erupted in the yard of a Skyline-area home and spread to nearby brush before crews successfully put it out.The fire was reported shortly before 1 p.m. Wednesday at a home in the 7000 block of Tuther Way, near Skyline Drive.The fire is believed to have started in the shed or another location in the home's backyard before it spread to a fence and brush directly behind it.The fire also made its way to the house, damaging parts of the home's roof. Firefighters said later Wednesday afternoon that the home was a hoarder house. No one was home when the fire erupted. Smoke from the blaze was visible for several miles. 661

SAN DIEGO (KGTV) - A bicyclist suffered life-threatening injuries after crashing near University of San Diego's campus.The bicyclist, identified as a 36-year-old man, was riding in the westbound bike lane along the 5600 block of Linda Vista Road at about 8:30 p.m. Friday, according to San Diego Police. Then for an unknown reason, police said the bicyclist overturned and crashed.The man was wearing a helmet at the time of the crash.He was transported to a nearby hospital with a skull fracture and several other serious injuries - which were considered life-threatening, police said.SDPD Traffic Division is investigating the cause of the crash. 661
