SAN DIEGO (KGTV) -- The San Diego County Sheriff’s Department is warning San Diegans about a mysterious and possibly deadly counterfeit drug being traded on the streets. The department says they believe the pills have caused four overdose deaths in San Diego County over the last 36 hours. The deaths happened in Valley Center, Santee, Poway and Lakeside. “It’s being traded and sold on the streets with the promise of a painkiller high, but no one really knows what exactly is in the drug which makes it so dangerous,” the department said. Authorities say the pills are blue with one side marked by an "M" while the other side is stamped with a "30." The department says the pills are often called "M-30s" or "blues."While the department doesn't know exactly what's in the pills, investigators say these type of pills often contain fentanyl or carfentanil.Anyone with information is urged to call the Crime Stoppers anonymous tip line at (888) 580-8477. SAN DIEGO (KGTV) — The twists and turns of the coronavirus pandemic have been especially hard on Little Italy's Civico 1845 restaurant."We're counting pennies every day," owner Dario Gallo says. Gallo couldn't get a stimulus Paycheck Protection Program loan and now, it's illegal for him to have guests eat indoors."There's been the moment, earlier in the previous month where things were changing day after day with new regulations," Gallo says. Like all restaurants in the county, Gallo had to figure out how to survive.To do that, he's making full use of the space outside his India Street restaurant, both in the piazza to the side of the building and on the street in what's called a Parklet. He's back up to 85% capacity."We are of course fighting, day after day after day," Gallo said. The city says it's doing all it can to make it easy for restaurants and businesses to move outside, even waving fees for a lot of temporary parklet permits and turning them fast. Still, there are more applications coming. The city said Thursday nearly 250 businesses have the green light to move outside, with another 33 permits in the queue.Marco Polo Cortes, a hospitality consultant who helps businesses apply, including Civico 1845, says he's never been busier."This is their lifeblood. They are either out on the parklet, on the sidewalk, or not open for business," Cortes says. SAN DIEGO (KGTV) - The woman accused of running over her neighbor during a domestic dispute in Chollas View pleaded not guilty Friday. San Diego Police said Tantrina Spencer-Simmons, 24, was beating her 8-year-old sister with a belt on the 200 block of 47th Street Wednesday. Spencer-Simmons’ 50-year-old neighbor, James Shank, tried to stop her but she put the girl in her SUV. 10News spoke to Shank's wife, Zena Salsbury at her home before the arraignment. She said the incident started when she witnessed her downstairs neighbor, Spencer-Simmons beating her little sister with a belt. As a double amputee, Salsbury could not go downstairs to stop it so she asked her husband to make sure the girl was safe. Salsbury said Spencer-Simmons hit Shank with her car and ran over him before driving away. "You can literally see as the victim is basically cast out from behind the car, the car lurches over and drives off," Erickson said. "She doesn't stop, doesn't hesitate, and literally takes off."Salsbury told 10News her husband now has a broken nose, shattered pelvis, punctured lung, and may need his arm amputated. He is still sedated, undergoing several more surgeries this week. Erickson said Spencer-Simmons turned herself in and was arrested on Market Street. Her bail was set at million. SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure.
