Community colleges have always put career readiness at the forefront of the courses they offer. Now, in the current economic downturn, they're hoping to increase their student to job pipeline."We really feel like our role is to identify what jobs are available right now for students that they can apply and be working while going to school. What are the future jobs that we need to be preparing students for?" asked Dr. Shanna Jackson, the President of Nashville State Community College in Tennessee. Dr. Jackson says students are battling so much right now, including choosing between having to work and going to school.Dr. Jackson is hoping an million investment in the company Handshake, to help expand job recruitment to community colleges, will help."We actually already have 70 community colleges that have already signed on to be early pilot partners with us so we're really learning from them. We’re listening to them. We’ve started an advisory group with this population so that we can continue to ascertain what are the biggest pain points. What are their biggest areas of need for these students," said Christine Cruzvergara, Handshake's VP of Higher Education and Student Success.Handshake helps connect students with employers through career fairs, job postings and other services, and previously only worked with four-year universities. Cruzvergara says they're working with state systems throughout the country to connect with technical and community colleges."It'll be a really similar experience. It’ll all be part of one network and that's actually why it's a huge benefit to community colleges. We know for some of our biggest employers that they want to recruit 2-year talent. They don't see 2-year talent as different from 4-year talent for internships and jobs, they simply have a number of different types of roles and positions that are available to all types of students," said Cruzvergara. The partnership hopes to bring new recruitment benefits to students."The tools that something like this provides really enhances their opportunity to cast a wider net and then they can decide which job offer they want to say yes to instead of maybe taking the first one they hear about," said Dr. Jackson. COSTA MESA (CNS) - The state Attorney General's Office Friday agreed with Orange County District Attorney Todd Spitzer that Cary Jay Smith, who was recently released from a state mental health hospital and ended up in Costa Mesa, must register as a sex offender.Smith, who is being evaluated at a mental health facility in Costa Mesa after moving around four Southern California counties since his release, could be re-admitted to a mental health hospital, Spitzer told City News Service."They could recommit him or release him," Spitzer said. "But at least now we'll know where he is."That's because the state Attorney General's Office agreed with the analysis done by Spitzer's office that Smith was mistakenly told he no longer had to register as a sex offender. Gov. Gavin Newsom issued an executive order that state prosecutors serve Smith with paperwork demanding he register as a sex offender, Spitzer said."They reviewed the paper we submitted and agreed he has to register," Spitzer said.Smith's court files for a conviction in 1983 had been expunged, but there was still paperwork in another case from the mid-1980s that showed he was convicted of a sex crime that required him to register as a sex offender for the rest of his life, Spitzer said.In the other case, the crime for which he was convicted no longer requires defendants to register as a sex offender, Spitzer said."The bottom line is at a minimum he will now have to register," Spitzer said.According to the letter from Attorney General Xavier Becerra, the Orange County Superior Court "informed" his office that "no criminal records were found relating to this individual."Becerra said his office "diligently" worked to obtain documentation of Smith's criminal history and obtained a record that supports Smith's requirement to register as a sex offender.Smith showed up in Garden Grove on Monday and then moved to Santa Ana, but by Wednesday had moved on to a facility in Costa Mesa. It was his eighth stop since being released from Coalinga State Hospital on July 14.Smith was dogged by protests wherever he landed, which included stays in Orange, Riverside and San Diego counties.Smith spent 21 years at Coalinga State Hospital for openly fantasizing about raping and killing children."In not renewing the commitment, the state hospital determined that Mr. Smith was no longer a danger to others," Smith's attorney, Staycie Sena, said in a statement. "He has received decades of treatment. We must trust the rehabilitative process."Mr. Smith is under constant police surveillance, is cooperating fully with various law enforcement agencies and is working with mental health professionals to ensure the safety of the community."Sena told City News Service in an email that the protesters who have been gathering outside various locations where Smith was staying were endangering public safety themselves."Please understand that by continuing to chase him down, you are contributing to a potential community disaster," Sena said. "He is being monitored closely by law enforcement officials and working closely with mental health professionals."Releasing his whereabouts so that angry crowds appear is not beneficial to anyone and only increases the risk of community harm."Following his release from the state hospital, Smith stayed in Los Angeles for one night before making his way to Orange, where he checked into a halfway home on July 16, said Sgt. Phil McMullin of the Orange Police Department.Spitzer and Orange County Board of Supervisors Chairwoman Michelle Steel issued a statement last week about Smith and sent a letter to Newsom asking for help researching why Smith was no longer required to register as a sex offender despite a conviction and requirement to do so in 1985.Smith pleaded guilty in 1985 to a misdemeanor sex offense against a child, requiring him to register as a sex offender for the rest of his life, Spitzer said.However, in 2005, that requirement was lifted for an unknown reason, Spitzer said."We need to look into this and know why he is no longer a lifetime 290," Spitzer said, referring to the code in the law that requires sex offenders to register with authorities so they can be tracked."We believe he is a lifetime registrant," Spitzer said.Smith was committed to Patton State Hospital in San Bernardino in 1999 on a psychological hold when his wife gave a psychiatrist a letter her husband wrote that described sex acts he fantasized about committing with a 7- year-old boy in his neighborhood in Costa Mesa, according to prosecutors.The state kept him locked up in a state hospital under a civil commitment that concluded he was a danger to children, according to prosecutors. Under that law, he had the opportunity to seek release in a trial every six months.However, during the hearings he testified that he continues to fantasize about sexually assaulting and killing young boys, prosecutors said."He calls himself Mr. RTK," which stands for Rape, Torture, Kill, Spitzer said. Our teams have been trying to come up with creative ways to connect people and work," said Carl Schweihs, the president of PeopleManagement at TrueBlue, a national staffing company that helps businesses, big and small.Schweihs says their team decided to try out a drive-thru hiring event. TrueBlue is running the events through its Staff Management |SMX business."We did one of these in April in Pennsylvania, and we saw a lot of success, so we were able to hire about as many people in one day as we had done in a week in the past," said Schweihs.The company saw so much success that True Blue decided to offer the drive-thru service to other clients, as well."We saw a lot of people were interested in it. They weren’t used to necessarily video interviewing and there was a comfort factor in still being close to someone, still being able to ask questions, that just weren’t there on the video side," explained Schweihs.How it works is applicants fill out all of their information ahead of time online. Then, True Blue schedules certain times for people to drive up and interview through their car window. Schweihs says they're able to interview more candidates in less time."Another thing is, we do interviews on all of our jobs and I think it also shows, especially in warehousing and distribution jobs attendance is a big issue, so by people being able to show up to an interview at a scheduled time, it also gives comfort in us and our customers that they're going to show up and be in attendance when they actually do take the job," said Schweihs.Drive-thru hiring is gaining ground across the country. In California, the Tulare County Employment Connection is hosting its first drive-thru event to fill 40 electrical and solar installation positions."I'm a little bit old fashioned. I like the face-to-face, and I know a lot of people do. Just the safety matter of it right now during the pandemic, following safety guidelines, I think it's a very good idea to be able to drive through and make it quick, where there's not very much contact, but at the same time, you're having that face to face with employers," said Monica Andrade, a business resource specialist with Tulare County Employment Connection.Andrade says employers will also have an opportunity to have a more in-depth interview with some candidates by having the candidate pull over and conduct a socially distant interview outside in a separate area. Community Health Centers that serve hundreds of thousands of San Diegans are now dealing with millions of dollars in federal cuts.So far, they've instituted a hiring freeze and put expansion plans on hold. But if Congress doesn't act soon, those cuts could force the centers to reduce hours starting in January. "We pray that it won't," said Giselle Brown, who goes to the La Maestra Community Health Center in City Heights for basic medical care. "People would be left out, they wouldn't be getting the proper help or care that they need."La Maestra is part of the Health Center Partners of Southern California network, consisting of 17 low-cost clinics in San Diego, Imperial and Riverside Counties.The Federal Government subsidizes centers like it around the country with about billion a year. But about 70 percent of that is expiring, and the first funds disappeared Sept. 30. Congress has not renewed it.However, the House is scheduled to vote Friday on a bipartisan bill that would extend the funds for two years. Vernita Todd, a V.P. for the health center system of Southern California, says she's concerned the bill may not get out of the Senate - and the January deadline of reducing services is only getting closer. (KGTV) -- A driver was detained late Tuesday evening after military officials said he tried to enter Naval Base Coronado property without authorization.The incident occurred at around 10:15 p.m. at the Stockdale Boulevard gate at Naval Air Station North Island, near Third Street and Alameda Boulevard.Kevin Dixon, with Naval Base Coronado Public Affairs, said a vehicle tried to enter the base but was stopped by barriers.Dixon confirmed the driver was detained, but no other information on the incident was released.The investigation forced the closure of the gate for several hours.There were no reported injuries to any military personnel. 668
