The declaration comes after developments that a California patient died of coronavirus after reportedly being infected on a cruise from San Francisco to Mexico from Feb. 11 to Feb. 21.The victim was an elderly adult with underlying health issues and was in isolation at the time of death, Placer County health officials said. Richmond Circuit Court Judge Joi Taylor issued an order Thursday saying West was disqualified because he had failed to meet the requirement that 13 people in the state pledge support for his campaign.
