The last time Tiger Woods won a major tournament, George W. Woods has been in contention in both of his last two tournaments. He was just a putt away from forcing a playoff at last month's Valspar Championship. But it has been 13 years since Woods left Augusta with a Green Jacket, causing many to doubt if Woods would ever win the Masters again, let alone a Major. Among those who doubted Woods was the golfer himself. That was until last December, his first tournament back after missing a year to rehab his back. "After a few tournaments in, I felt more comfortable," Woods said. "I started getting used to what I could do, and then I started putting the pieces together that started preparing to play events, started competing and keeping score and posting numbers, and all of a sudden I started getting my feels back, and here we are."One person who is happy to see Woods back at Augusta is Phil Mickelson, once a bitter foe of Woods. Mickelson and Woods played together in a practice round on Tuesday. "I think that nobody respects and appreciates what he's done for the game more because nobody's benefited from what he's done for the game of golf more than I have," Mickelson said. "I've always had that appreciation and respect for him. To see him back out playing is incredible. We all feel that."I texted him a while ago when he was playing at Valspar that it felt like it was a different time continuum because I found myself pulling so hard for him. It was unusual."Odds makers list Woods as a 10-to-1 favorite to win this weekend. Given that Woods was barely able to walk a year ago due to pain in his back, winning the Masters would complete an incredible comeback to the sport Woods once dominated. But Woods said there have been bigger comebacks in the sports than the one he is trying to attempt. "I think that one of the greatest comebacks in all of sport is the gentleman who won here, Mr. Hogan," Woods said. "I mean, he got hit by a bus and came back and won major championships. The pain he had to endure, the things he had to do just to play, the wrapping of the leg, all the hot tubs and just the?? how hard it was for him to walk, walk period, and he ended up walking 36 holes and winning a U.S. Open."One thing standing in Woods' way is not his health, but the amount of talent that has developed in golf in recent years. The IRS clarified on Friday that companies will be obligated not to take Social Security taxes from paychecks starting next week running through the end of the year.Nearly all Americans are taxed 6.2% per check to go toward Social Security. For now, barring any action from Congress, most Americans will see larger paychecks through the end of the year. The guidance is based on an executive order signed earlier this month by President Trump in hopes of stimulating the economy.Related: What a payroll tax deferral may mean for your paycheck and taxesThe Social Security tax deferment is applicable to workers who make up to ,000 on a bi-weekly basis. Those making more than ,000 every two weeks will continue to have their Social Security taxes withheld from checks.The deferment is not an actual tax cut, and because the deferment was done via executive order rather than an act of Congress, the taxes will need paid back by April 30, 2021.The White House has said they would like to see the elimination of the Social Security payroll tax be made permanent in an effort to lower the tax burden. Opponents say that eliminating the tax on Americans would make Social Security insolvent.Stephen Goss, the chief actuary for the Social Security Administration, told the US Senate this week that a hypothetical bill that would make the tax deferment permanent would cause Social Security to no longer be able to make payments to beneficiaries by the middle of 2023.For employees making ,000 a year, the elimination of Social Security taxes would result in an extra per paycheck every two weeks. Assuming the employee has eight paychecks left in 2020, that would result in 2 in taxes deferred in 2020, which would be repaid in 2021. The news of dogs?left tied up, abandoned by owners in Palm Beach County to fend for themselves during Hurricane Irma, disturbed many of you, and us.The question .. will Palm Beach County hold those pet owners accountable?  It's not something the animals asked for, to be abandoned by their families, for a storm. "Absolutely unacceptable. People need to be responsible pet owners in this community," says State Attorney Dave Aronberg."The animals should be a valued part of your family and they should be a part of your plan," says Animal Care and Control Capt. Dave Walesky. More than 50 dogs and 15 cats were surrendered to Palm Beach County Animal Care and Control. Around 38 other dogs, left to fend for themselves, mostly in the Glades area.  "Many of them were loose inside fenced yards, some were loose in the community where they just got turned loose or some were tied and left in small cages," says Walesky. "One of the dogs was left tied to a structure with a bowl of water and a bunch of bananas." It's not just sad, it's a crime. "And there is no excuse for leaving your pet behind to die. The mother of a Florida child who was punched in the face by an adult is wondering why the man was not arrested. “He was screaming at us, cursing at us, calling us the 'n-word' and he came down to the middle of his yard, and I was like 'who are you talking too,' and he said 'come within arm's reach and I'll show you who I'm talking to,'" said Malikai Villatte, the 12-year-old boy who was punched.  A picture of Malikai after the incident showed his two front teeth were knocked out. The young boy also received stitches to heal a gash on his mouth. “When I realized my teeth were dangling in my mouth it was kind of shocking, I didn't know what was going on," Malikai said. “It was like a nightmare, I just knew I had to get there and I had to get there fast," said Malikai's mother Brittany Graham. His parents are upset because the man who punched Malikai was not arrested. Lataevion Graham, 13, says he witnessed the incident and claims Cerfalo spat on them after punching Malikai. Graham's father says he wants justice for the children. “Where it is okay for an adult to take the law into their own hands, and to strike a kid hard enough to knock out his teeth. Where is that acceptable, in what country is that acceptable?" said Larry Graham. According to a Charlotte County Sheriff’s Office incident report, the man who punched Malikai was 27-year-old Vincent Cerfalo.“Originally this is where the altercation took place, right here," Cerfalo said.“I told them to back off and if they come on my property I'm going to defend myself. They said, 'you won't hit us, you won't hit us,' and they started to surround me," said Cerfalo. He says it all started when he yelled at the kids to get out of the road because they were blocking traffic.A cellphone video captured the moments after Malikai was punched. Cerfalo claims he was acting in self defense.“He touched me and I lifted my hand out, and I ended up hitting him. It was not my intention to hit anybody that hard, it was not my intention to knock teeth out or do harm, or cause any kind of trouble,” Cerfalo said.The children say no one touched Cerfalo at any time during the incident. Cerfalo says he never expected things to escalate to violence. He now plans to press charges against 12-year-old Malikai for assault, which the child’s parents can’t understand. “He's not going to jail, nothing is happening to him and he's basically getting away with it right now," Malikai said.“I want the man in jail," said Brittany Graham.  The case has been sent to the state attorney’s office, which will determine if a summons will be issued to Malikai for assault.  2750
