BEIJING, Dec. 26 (Xinhua) -- China has launched a one-year inter-agency national campaign aiming to return most street children home, the Ministry of Civil Affairs (MCA) said Monday.The MCA will lead the campaign, which is joined by the ministries of education, public security, financial, health, human resources and social security, and housing and urban-rural development, an MCA statement said."We will try our best to identify most street children in cities and send them home by the end of 2012," the statement said.Minister Li Liguo of Civil Affairs said, ministries concerned should strengthen communication and coordination, and speed up the revision of regulations on the relief of city beggars and vagrants.The MCA also urged provincial governments to set up special offices coordinating the campaign. Several provinces, such as Hebei and Yunnan, have been working on this, the statement said.Police will step up their efforts to identify and rescue street children who wander near railway stations, major tourist sites, business areas and subway stops, while civil affairs departments will assist investigation and provide shelter for homeless children, the statement said.Urban communities and neighborhoods are asked by the ministry to report homeless children to local police. Police and civil affairs departments will cooperate to ascertain the whereabouts of their parents or guardians.In home places of street children, education departments are urged to send them to schools or vocational schools, and those from needy families will have their tuition reduced or waived.Health departments are required to offer street children easy access to medical facilities in emergency cases. Hospitals listed in the campaign will treat sick street children free of charge.

NANJING, Dec. 8 (Xinhua) -- Chinese stargazers will have their best view of a total lunar eclipse in 10 years on Saturday if weather permits, the Zijinshan Astronomical Observatory under the Chinese Academy of Sciences (CAS) said Thursday.Wang Sichao, a research fellow with the observatory, said during the total eclipse, the full moon will not completely disappear from the Earth's shadow, but will take on a brilliant bronze color.He said the eclipse will be the best one seen in China since the last one occurred on Jan. 10, 2001."Theoretically, viewers can observe the eclipse from nearly everywhere in the country on Saturday," said the astronomer.He said the eclipse, the second this year, will last for 51 minutes. It will start at 8:45 p.m. and reach its climax at 10:06 p.m.Wang said Chinese viewers will have to wait until Oct. 8, 2014 to see the next total lunar eclipse.
BEIJING, Nov. 22 (Xinhuanet) -- Global AIDS deaths and new HIV infections have each dropped 21 percent since the peak of the AIDS pandemic in 1997, according to a UN report released Monday.One major factor responsible for the result is that life-saving HIV treatments have become more popular and got to 1.35 million more people in 2010 than in 2009.In middle-income and underdeveloped nations, these treatments have saved 2.5 million lives since 1995."We have seen a massive scale-up in access to HIV treatment, which has had a dramatic effect on the lives of people everywhere," said Michel Sidibe, executive director of the U.N. AIDS program.However, 53 percent of people who need HIV/AIDS treatments -- about 7.6 million people -- cannot get them, which accounted for 1.8 million AIDS deaths in 2010.There are now 34 million people living with HIV. And just in last year there were 2.7 million new infections.The decline in deaths and new infections means the AIDS pandemic is at a turning point, the UNAIDS report argues, adding smart investment can save millions of future deaths.
SAN FRANCISCO, Nov. 3 (Xinhua)-- Amazon on Thursday launched an e-book lending service for owners of its Kindle devices, letting them borrow one digital book per month with no due date.Amazon said Kindle owners with an annual Prime membership can choose from thousands of books to borrow for free, including over 100 current and former New York Times Bestsellers. The online retail giant did not give an exact figure on the number of books of the new service.According to the company, readers' notes, highlights and bookmarks in borrowed books will be saved, so they will have them later if they purchase or re-borrow the book. Customers can have one book out at a time and the borrowed book should be returned through the Kindle device when they want to borrow a new one.In a press release, Amazon said it has reached agreement with publishers for a vast majority of titles for a fixed fee. But in some cases, Amazon is purchasing a title each time it is borrowed by a reader under standard wholesale terms.An Amazon Prime membership costs 79.99 U.S. dollars a year in the United States and gives members free two-day shipping and free access to the company's video streaming service containing some 13, 000 TV shows and movies.The new service is not compatible with smartphones, personal computers or tablet computers from other vendors running with Kindle apps, which makes Amazon's Kindle e-ink readers and its latest low-price tablet Kindle Fire more enticing to customers.According to Amazon, the Kindle Fire, which is priced at 199 U.
