SAN DIEGO (KGTV) — A number of San Diegans who were abroad in Peru are now stranded there amid the coronavirus outbreak.On March 15, as the disease spread, the Peruvian government declared a 15-day national quarantine, eliminating travel out of the country. The U.S. government has taken the first 600 American tourists out of Peru, but the San Diegans who are still there say they still don't have concrete information on when it will be their turn. San Diego health.Prasad has been in Peru since March 8 for a capacity building medical mission with Dr. Reema Sanghvi, a U.C. San Diego anesthesiologist on the faculty. Sanghvi says the Peruvian citizens have treated them with a lot of respect and hospitality, but they want to get home to help their colleagues at a critical time. Andrew Palm, 25, has been living in Lima since December, where he enrolled in a Spanish language immersion program. He says the restrictions are tight, and that military officers will question people on the street who aren't wearing a mask or carrying grocery bags, the only acceptable ways to go outside. "The reason I want to come back home is because I don't know how bad this is going to get," said Palm, whose family lives in Rancho Bernardo. He said those abroad should enroll in its smart traveler program for important updates, at step.state.gov. SAN DIEGO (KGTV) -- A measure that would increase San Diego's hotel tax is heading to the ballot on March 3 and a recent poll shows how San Diegans feel about Measure C. Measure C would increase San Diego’s hotel visitor tax from 10.5 percent to 11.75, 12.75 and 13.75 percent depending on hotel location through at least 2061.The money would go toward expanding the convention center, funding homelessness programs and fixing San Diego roads. According to the “Yes on C” campaign, the measure would create 7 million for homeless programs in the first five years of the initiative. The campaign also says the measure would create 7,000 jobs. The measure also includes criminal penalties if politicians misuse the funds, according to the campaign. A new poll shows how San Diegans are feeling about the measure. The measure requires two-thirds supermajority to pass. A 10News-San Diego Union-Tribune poll shows that, as of February, 61 percent support the measure while 21 percent are opposed and 18 percent are undecided. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," said Greg Block, a spokesman for the Measure C campaign. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."Michael McConnell, an advocate for the homeless, is leading the opposition and warns the measure has “loopholes and risks.”"They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement. SAN DIEGO (KGTV) — A San Diego craft brewery hit hard by the coronavirus pandemic is taking the rare step of opening a restaurant, despite the region going into the state's most restrictive purple tier.Dennis O’Connor says the pandemic hurt Thorne Brewing Company the moment the first shut down kicked in back in March.“It wasn't so much that nobody was coming in, but you also lost all those bars and restaurants that were buying your product,” said O’Connor, who co-founded the brewery in 2012.Not to mention, the price of cans increased, hitting the craft brewer’s distribution.Thorne operates three locations in San Diego County, at least one of which will likely have to shut down as the region enters the most restrictive purple tier, outlawing indoor dining. The restrictions take effect midnight Saturday, to help stop the increased spread of the coronavirus. “We are nowhere near thriving,” O’Connor said. “It’s survival at best.”But O’Connor has a new tool for survival.Connected to Thorne’s Barrio Logan location is a new full service distillery and wood-fired pizza restaurant the brewery finished in march, but never opened. O’Connor says it was a multimillion-dollar project that took years.“It was pretty much just a big blank warehouse,” he said.While the interior can't open, Thorne is converting the restaurant’s outdoor patio into its own barbecue eatery, with a bar in the back called Sideyard Barbecue by Hot Mess (the name of the adjacent pizza restaurant) . It'll seat 84 people and opens to the public Nov. 19.“If outdoor is the new norm then let's do an outdoor and let’s kick (butt) on it,” O’Connor said. “Let's not put it in the street, let’s not put it in a barn tent, let's do something special. SAN DIEGO (KGTV) - A San Diego Fire-Rescue chaplain found himself in need after flames ripped through his apartment in Old Town.Father David Fucci was with a friend last Thursday night when he got a call."My neighbor calls and says, 'Your apartment is on fire'," said Father Fucci.As he raced home, a mix of feelings washed over him. For about seven years, he's served as a volunteer chaplain, consoling victims during tragedy."That night, it felt surreal. Almost like an out-of-body experience. Normally I'm the one driving to the scene, thinking about what I can say," said Father Fucci.Instead, he could only watch as flames claimed his home. "Just kept thinking, don't let it spread to any other apartments and thankfully, it didn't," said Father Fucci.Then, something remarkable happened. As word spread of whose apartment it was, some familiar faces began appearing, including five other volunteer chaplains and a battalion chief."They took the time to put a hand on my shoulders. I knew I was blessed," said Father Fucci.Father Fucci found himself the person receiving comfort. "Sometimes those that give, it's hard to receive ... the compassion, love and help. You learn to let go," said Father Fucci.In the end, the apartment was declared a total loss. Amid the ashes, Father Fucci found something that survived."I found a picture of Mom and Dad. Last picture of them. They died a year later," said Father Fucci.He also discovered something else. He calls it a blessing born from his loss: a perspective that will allow him to better help others at the next scene."Now you have a greater understanding of what they need," said Father Fucci.Father Fucci did not have renters insurance. SAN DIEGO (KGTV) -- A San Diego donut shop is taking a classic Easter treat to a whole new level.The Donut Bar in downtown San Diego is stuffing Cadbury eggs inside donuts.
