BEIJING, Nov. 29 (Xinhua) -- China will launch a training project for all procuratorial personnel in the country to promote their work, according to an official of the Supreme People' s Procuratorate (SPP).Procuratorial agencies should have more staff with master' s or doctor' s degrees, and by 2020, procuratorial staff with bachelor' s degrees should make up at least 80 percent of the total members in the country' s less-developed west regions, Hu Zejun, executive deputy procurator-general of the SPP, said at a national conference on procuratorial personnel in Beijing on Monday.Further, there should be at least half of the staff in all grassroots-level procuratorates who are college graduates by 2020, Hu said.As of 2009, over 75 percent of the procuratorial staff in China had received bachelor' s degrees or above, an increase from some 53 percent in 2004, according to a statement released at the conference.Hu also called for more efforts to attract high-quality procuratorial personnel, promote the ability of the staff in grassroots procuratorial organs and provide more training for young procurators.

OSLO, Dec. 10 (Xinhua) -- More than 200 overseas Chinese in Norway demonstrated here on Friday to protest against the Nobel Committee's decision to confer this year's Nobel Peace Prize to Liu Xiaobo, a convicted Chinese criminal.The organizers said the overseas Chinese, who joined the demonstration near Oslo city hall despite cold weather, were from 13 Chinese communities.The protestors held banners reading "Liu Xiaobo Is A Criminal!""No Meddling in China's Internal Affairs!" BEIJING, Dec. 1 (Xinhua) -- China's efforts to deal with lawsuit-related public petitions have seen positive results with 616 such cases being resolved as of the end of October, figures from the Ministry of Justice show.Since March, when a campaign to manage cases of public petitions and complaints began, judicial and administrative departments across the country have dealt with 6,501 lawsuit-related petition cases."In order to avoid lawsuit-related public petitions from the root, prisons and detention centers across the country have launched training programs for prison police to promote their management and law enforcement capacities," Vice Minister Hao Chiyong said Wednesday at a meeting.In China, many public petitions and complaints involved mistreatment of prisoners in detention centers as police sought confessions by allegedly torturing detainees."Through these efforts, the number of lawsuit-related petition cases have dropped significantly," Hao said.In addition to police training, local governments were told to carefully consider and check corruption-prone cases and those strongly felt by the public, and deal with these cases in accordance with laws and regulations.According to Hao, the ministry is planning to let mediation play a larger role in solving public conflicts and complaints by organizing legal workers to provide legal aid and guide people to express their demands in a reasonable manner.Figures released this September by the State Council Information Office show that, in 2009, the number of letters from, and visits of people for petitioning, dropped by 2.7 percent over the previous year, a decrease for the fifth consecutive year.

BEIJING, Nov. 16 (Xinhua) -- China exported 16,000 tonnes of rare earth to Japan in the first nine months of the year, equivalent to 49.8 percent of its total rare earth exports, the Ministry of Commerce (MOC) said Tuesday.The figure was a 167-percent year-on-year rise, MOC spokesman Yao Jian said at a press conference.Exports to the United States increased 5.5 percent year on year to 62 million tonnes during the same period, equivalent to 19 percent of China's total rare earth exports.China exported 32,200 tonnes of rare earth in the first nine months of the year at an average price of 14,800 U.S. dollars per tonne.Yao said the Chinese government has tightened regulations concerning the development, production and export of rare earth out of concern for the environment.China cut its 2010 rare earth export quota 39 percent year on year while rare earth development and production capacities were reduced by 25 percent and 23 percent, respectively, he said.In addition, China has added a 15- to 25-percent export duty on rare earth exports while banning the export of 41 rare earth-related processed products.China's restrictive policies have been criticized by Japan, the United States and European countries. They said China's restrictions on rare earth exports violate World Trade Organization rules. China refutes such claims."China's restrictive measures comply with WTO rules, as the steps were taken in the whole process of exploitation, production and export," Yao said.China continued to export rare earth in recent years even as environmental pressures grew and resource-depletion approached, he added.He said China hopes other rare earth-rich nations will develop their own resources while adding that China is ready to cooperate with other nations to mine and process rare earth in an environmentally-friendly way.Rare earth is a key component in the manufacture of high-tech products ranging from computers to airplanes. But mining rare earth is a highly-polluting process.With a 90 percent share of the world rare earth trade, China's export quotas are a sensitive issue. In early November, the MOC denied suggestions there would be a drastic reduction in 2011 rare earth export quotas.
