ANNAPOLIS, Md. — A municipal government in China has donated 40,000 medical-grade face masks to Maryland’s capital city amid the coronavirus pandemic.The donations from Changsha, China, were first offered to Annapolis city officials in April, when the need for the masks among public safety workers was high in the beginning of the pandemic, Annapolis City Manager David Jarrell said in a news release Tuesday.They arrived this month, with one of the boxes featuring strikers of American and Chinese flags with a message that read: “Go, City of Annapolis! Best Wishes from Changsha! True unity inspires people to work as one to overcome adversity,” The Capital Gazette reported.Another note from Yani Xia, a representative in the Chinese city’s Foreign Affairs Office, accompanied the shipments. “We sincerely wish you and everyone in Annapolis continued good health, and the fortitude to persevere during this challenging period,” Xia’s note read.Annapolis’ relationship with Changsha began under a former city administrator, according to the release. ANDERSON, Ind. -- A mother and stepfather in Indiana are accused of locking their children in a basement without food, water or a place to go to the bathroom.Connie and her husband Javier Campos were arrested over the weekend and charged with four counts of neglect of a dependent. The investigation began back in November 2017 when a 13-year-old boy ran away from home and was found at a local hotel. At the time, the investigator contacted the Department of Child Services because he believed the children may be in need of services. According to court documents, the couple had four children living in their home ages 13, 11, 10 and 8.The children told investigators that their mother and step-father would lock three of them in the basement of their home any time the adults would leave the house or go to bed.The children described using a bucket and bottle if they needed to go to the bathroom or holding it until morning.  “You go before, hold it or it sucks to be you,” the 13-year-old child told investigators.Each of the children had a bed in their upstairs bedrooms, according to court documents, but they were only there “in case CPS came then they would think we sleep there.” 1217

As many former college students are getting a reprieve from paying federal student loans, some Democratic leaders are calling on the next president to suspend payments permanently.On Thursday, Senate Minority Leader Chuck Schumer called on forgiving federal student loans for those owing less than ,000. Schumer is proposing a resolution to outline how the president should forgive student debt.The resolution would not be applicable to private student loans.In a statement, Schumer said, “For far too long the sunny, American optimism of our young people has been clouded by crippling student debt. Education is supposed to be a ladder up, but studies have shown that student loans hold people back and prevent young college graduates from owning homes or starting small businesses. This holds our entire economy back, which we cannot afford after the financial devastation of COVID. That is why I will prioritize student debt forgiveness in 2021."Schumer’s comments came as the U.S. Senate Committee on Health, Education, Labor, and Pensions met with experts on the government’s student aid program FAFSA.A 2017 federal government study found that 20% of students who took out college loans during the 2003-04 academic year had paid off their debt within 12 years. Those taking out loans that year were more likely to have defaulted on a loan at least once.Dr. Judith Scott-Clayton, an economics researchers at Columbia University, went before the US Senate on Thuesday. Facing questions from Democratic Sen. Elizabeth Warren, Scott-Clayton said that the impact of student loan debt is particularly crippling to minorities.“It's really shockingly bad,” Scott-Clayton told the U.S. Senate Committee on Health, Education, Labor, and Pensions. “Even prior to the pandemic, nearly half of Black student loan borrowers would experience a student loan default within 12 years of college entry. That's-- compared to about a third of Hispanic borrowers and one in five white student borrowers. It's so bad that a Black college graduate with a bachelor's degree is more likely to experience a default than a white college dropout.
