BEIJING, Sept. 9 (Xinhua) -- Central banks should provide incentive mechanisms for banks to extend more loans to support the real economy, Zhou Xiaochuan, governor of the People's Bank of China (PBOC), or the central bank, said Thursday.Speaking at a forum in Beijing sponsored by Oxford University and the China Development Research Foundation, Zhou reviewed the worldwide central banks' role in helping grapple with the financial crisis, pointing out that zero interest rate policies adopted in many countries could discourage banks from extending lending.He said, however, that a central bank should maintain a certain interest rate margin, which will help banks to recover from damages brought by the global credit crunch and strengthen their abilities to extend loans.

BEIJING, Oct. 20 (Xinhua) -- Chinese Premier Wen Jiabao Wednesday said the country's 12th five-year development plan, starting in 2011, should reflect the consensus of the entire society and motivate people from all walks of life.He also encouraged national political advisors to actively offer suggestions for the plan.Wen made the remarks in Beijing at a meeting of the Standing Committee of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top advisory body.The national political advisors convened their meeting two days after the Communist Party of China (CPC) Central Committee ended a four-day plenary session that set the outline of the 12th five-year plan, with key objectives in economic restructuring and improving living standards nationwide among others.In Wednesday's meeting, Wen said the State Council, or the Cabinet, would draw up the plan as outlined by the CPC Central Committee.He also said the theme of the 12th five-year plan was "scientific development" and would require China to accelerate the transformation of its economic growth mode, which he called "a strategic task of great urgency."The meeting was presided over by Jia Qinglin, chairman of the CPPCC National Committee.

GUANGZHOU, Sept. 25 (Xinhua) -- Devastating mud-slides triggered by historic rainfalls were blamed for the heavy casualty toll -- 70 dead and 65 missing -- in south China's Guangdong Province when typhoon Fanapi battered the region earlier this week, a government report said Saturday.The loss caused by mud-flows and landslides in Guangdong's mountainous western region is "very serious", said a disaster assessment report conducted by provincial disaster relief authorities. No casualties have been reported in Fujian.In the country's most devastating mud-slides in decades, nearly 2,000 people were killed in Zhouqu, Guansu Province after days of torrential rains poured the region in early August this year.
