EL CAJON (CNS) - A 21-year-old man accused of leading Border Patrol agents on a high-speed pursuit that ended with a crash on Interstate 8 in Boulevard, killing three of the suspected undocumented immigrants riding in the pickup and injuring seven others, was charged today with murder and other counts.Arraignment for Luis Alberto Virgen, a U.S. citizen who lives in Tijuana, was postponed until Dec. 18 so he can hire an attorney. He was charged with three counts each of second-degree murder and gross vehicular manslaughter, along with seven counts of reckless driving causing injury.Virgen, who is being held on million bail, faces up to 45 years to life in prison.Virgen allegedly sped off when federal officers tried to pull over the passenger-packed white Chevrolet Silverado he was driving near the Mexican border in eastern San Diego County shortly before 4:30 p.m. last Thursday, according to the California Highway Patrol.RELATED: Truck fleeing Border Patrol crashes in Boulevard; 3 killedWith the agents giving chase, Virgen entered Interstate 8 at Buckman Springs Road and fled to the east briefly before exiting at Ribbonwood Road and re-entering the freeway, this time headed west, the Border Patrol reported.After fleeing for several more miles, the suspect ran over a tire- flattening spike strip that agents had laid across the roadway in his path east of Crestwood Road, according to the federal agency.About a minute later, the Silverado -- occupied by a single passenger in the front and the rest unrestrained in the cargo bed -- veered off the interstate, went up a dirt embankment, became airborne, overturned and rolled back down the sloping roadside onto the freeway.Virgen was the only one in the truck wearing a seat belt at the time of the crash, and the others were ejected, CHP public-affairs Officer Travis Garrow said. Two of the male passengers and the sole female member of the group died at the scene of the crash.The names of the deceased were withheld pending family notification. Paramedics took Virgen and the surviving passengers to a hospital for treatment of moderate to serious injuries, Garrow said.About an hour after the fatal accident, Border Patrol personnel in the area came across another vehicle believed to have been involved in the apparent human-smuggling attempt and arrested a second man. Dominica Prime Minister Roosevelt Skerrit confirmed on his Facebook page on Monday that he was rescued as Hurricane Maria hit his small island nation.  Hurricane Maria made landfall just before 10 p.m. ET on the island of Dominica with top winds of 160 MPH. Skerrit's roof was one of many that were ripped off as Maria came on shore. "My roof is gone. I am at the complete mercy of the hurricane. House is flooding," Skerrit said just before being rescued. Hurricane Maria is the second Category 5 hurricane to strike the Caribbean in the last two weeks. Hurricane Maria is following a similar path as Hurricane Irma, which devastated parts of the Caribbean before coming on shore in Florida on Sept. 10.Local radio reports said that parts of Dominica are flooded, and there has been roof failure at a local hospital. Dominica has a total population of 73,000 residents.  934

(KGTV) - Surveillance video has recently captured multiple incidents of what appears to be a thief returning over and over to prey upon elderly residents of the Salvation Army apartment building in El Cajon.Apartment staff at the building on South Anza Street say there have been at least five robberies between October and Christmas Eve. Each appears to include the same thief."He's the lowest form of life in my book," building superintendent Alex Harmon told 10News. "To prey on the elderly. They've got walkers for crying out loud."In one incident captured on video, the man approached a 97-year-old woman taking a walk on the sidewalk outside the building. He was seen opening her bag, which was placed on her walker, then removing an item and walking away.The woman later told building staff that he had struck up a conversation about her walker and that she had offered him candy. She says he opened her bag and instead of taking candy, stole her wallet.In a separate incident, the suspected thief and what appears to be a lookout are seen carefully observing an elderly woman walking by. One man then turned and followed her around the corner. She told 10News that's when he raced up and grabbed her gold necklace, breaking off her gold cross, and running off.Multiple police reports have been filed with El Cajon Police Department, which is investigating. 1389

(KGTV) -- Dozens of dogs and cats landed in El Cajon today, after a flight from Louisiana to Gillespie Field. In July, rescue partners at Acadiana Animal Aid in Lafayette, LA helped rescue animals following floods in the area.
