CHONGQING, Dec. 16 (Xinhua) -- China has approved the establishment of a bonded area in southwestern Chongqing Municipality in an effort to boost the opening and development of central and western regions.     Chongqing Vice Mayor Huang Qifan said Tuesday at a press conference here that the first inland bonded area had been approved by the State Council, or the Cabinet.     The 8.37-sq km Cuntan Bonded Area centers both the Cuntan Harbor and the Jiangbei International Airport. The bonded area will be completed in 2015.     "The Cuntan Bonded Area will be built into a multi-functional area with most advanced logistics and preferential policies," Huang said. "It will also become an accelerator for the opening upof central and eastern inland cities."     The Chongqing Bonded Area Development Company and the area's administration commission will start operation on Thursday. Huang did not reveal the investment for the bonded area or its operation time.     Bao Zichuan, chairman of the company, said the bonded area will focus on harbor business, air transport, foreign trade, export-oriented processing and commodity displays.     Enterprises in the bonded area will enjoy such preferential policies as tax rebates for exports and free tax for trading within the area.     So far, China has established ten such free trade zones in the coastal areas from north to south.

TAIPEI, Jan. 2 (Xinhua) -- The United Daily News, one of the biggest newspapers in Taiwan, said in an editorial on Friday that the six proposals put forward by Hu Jintao on the cross-Straits relationship are "positive" and "explicit".     The editorial said that people in Taiwan mostly hold positive opinions about the six proposals, made by General Secretary of the Communist Party of China Central Committee Hu Jintao on New Year's Eve, and see goodwill and understanding in them.     It noted that in Hu's address, he shows understanding that "Taiwan consciousness" does not equal to "Taiwan independence consciousness". In addition, Hu also said the mainland is willing to discuss with Taiwan "proper and reasonable arrangements" for Taiwan's participation in activities of international organizations as long as such activity does not create a scenario of "two Chinas" or "one China and one Taiwan." "All compatriots should join hands to continue the Chinese civilizations that has lasted for more than 5,000 years."     Kong Fanbing, a senior technical officer with the mainland-based Datang Telecom Technology Co. Ltd., said that Hu's speech will also benefit economic cooperation between the two sides.     "It is predictable that mainland telecom cooperation with Taiwan is very likely to be included in cross-strait economic cooperation mechanism in the future," Kong said.     "As a telecom professional, I look forward to the establishment of a mechanism to share technological resources between the mainland and Taiwan," he said.

BRUSSELS, Jan. 29 (Xinhua) -- Chinese Premier Wen Jiabao arrived in Brussels on Thursday evening for an official visit to the European Union (EU) headquarters.     The premier was welcomed at the Brussels international airport by European Commission officials, Belgian Foreign Ministry officials, officials of the Chinese mission to the EU and the Chinese embassy in Belgium, as well as Chinese students studying in Belgium.     In a written statement distributed to the press upon his arrival, Wen said the world is undergoing profound changes with a volatile international situation, more regional conflicts and a spreading financial crisis.     In this context, to enhance dialogue, promote consultations and deepen cooperation is in the interests of both China and the EU, and in line with the trend of the times, which is for peace, stability and development, he said.     Wen said he is looking forward to having frank and in-depth exchange of views with EU leaders on China-EU relations, on how to jointly deal with the global financial crisis, and on other international and regional issues of common concern.     "I hope and believe that this visit, as an important trip of confidence, will enhance the confidence of China and the EU in their future relations and in practical and mutually beneficial cooperation. I also hope and believe that this visit will enhance the confidence of the international community in the all-round strategic partnership between China and the EU," he said.     During his two-day visit in Brussels, Wen is scheduled to hold talks with European Commission President Jose Manuel Barroso. He will also meet EU foreign and security policy chief Javier Solana.     Brussels is the third leg of Wen's European tour after Switzerland, where he attended the annual meeting of the World Economic Forum in Davos, and Germany.
