ORLANDO, Fla. (AP) — A federal judge has stopped the 2020 census from finishing at the end of September and ordered the once-a-decade head count of every U.S. resident extended for another month through the end of October. U.S. District Judge Lucy Koh said in her ruling late Thursday that a shortened schedule would likely produce inaccurate results. A coalition of civil rights groups and local governments had sued the Census Bureau in an effort to prevent the 2020 census from stopping at the end of the month. They said the shortened schedule would undercount residents in minority and hard-to-count communities.Koh said inaccuracies produced from a shortened schedule would affect the distribution of federal funding and political representation. The census is used to determine how .5 trillion in federal spending is distributed each year and how many congressional seats each state gets.Government attorneys had argued that the census must finish by the end of September to meet a Dec. 31 deadline for turning over numbers used for deciding how many congressional seats each state gets.Koh’s preliminary injunction suspends that end-of-the-year deadline, too. The San Jose, California-based judge had previously issued a temporary restraining order prohibiting the Census Bureau from winding down field operations until she made a ruling in the lawsuit. 1371

On social media, Nikolas Cruz did not appear to be a peaceful man. He made quite clear his desire to perpetrate the exact type of violence of which he now stands accused.Before he allegedly committed one of the worst mass shootings in US history at a Parkland, Florida, high school on Wednesday, police officials say Cruz wrote social media posts so threatening he was twice reported to the FBI.He hurled slurs at blacks and Muslims, and according to the Anti-Defamation League, had ties to white supremacists. He said he would shoot people with his AR-15 and singled out police and anti-fascist protesters as deserving of his vengeance. Just five months ago, he stated his aspiration to become a "professional school shooter."Yet on the morning of the massacre, the family that took the 19-year-old into their home didn't notice anything terribly strange about the young man's behavior, the family's attorney said Thursday.The only thing abnormal was that he didn't get up for his adult GED class. Normally, the father would take him to class on the way to work, but when they tried to wake Cruz up Wednesday, he said something like, "It's Valentine's Day. I don't go to school on Valentine's Day," according to the lawyer."They just blew it off," attorney Jim Lewis said. "This is some 19-year-old that didn't want to get up and go to school that day, and (they) left it at that."The family took Cruz in last year after his adoptive mother died. Cruz was depressed, Lewis said. The family's son knew Cruz, so they opened their home, got him into a GED class and helped him get a job at a Dollar Tree, the lawyer said."He seemed to be doing better," Lewis said.Prior to the mass shooting that left 17 adults and children dead at Marjory Stoneman Douglas High School, Cruz had exchanged texts with the son, who was a student there.Lewis characterized the texts as, "How you doing? He had to keep it in a lockbox in his room. Cruz had the key to the lockbox, the attorney said."This family did what they thought was right, which was take in a troubled kid and try to help him, and that doesn't mean he can't bring his stuff into their house. They had it locked up and believed that that was going to be sufficient, that there wasn't going to be a problem. Ontario’s minister of sport said in a speech that the Ontario Hockey League will not have bodychecking this season.Lisa MacLeod told the Empire Club of Canada that removing purposeful physical contact is a necessity for all sports in the province to slow the spread of COVID-19“Not just in the OHL, not just in hockey in general, but in all sports,” MacLeod said. OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674
