SAN DIEGO (KGTV) - San Diego residents have more access to public parks than other major California cities but parts of the county are falling behind, according to a study by the Equinox Project.78 percent of San Diegans live within a half-mile of a park in city limits, the study showed in an analysis of 2016 data. Overall, the city had almost 35 acres of park land per 1,000 residents.Mayor Faulconer credits proper budgeting as a reason for having so many parks in the city."Our neighborhood parks need to reflect that. SAN DIEGO (KGTV) -- San Diego’s City Council voted 8-1 Monday evening to ease parking requirements for certain housing projects, which they say will make it easier for developers to build new homes. Mayor Kevin Faulconer said Monday that the current parking rules are outdated, but opponents say San Diego isn’t ready for the changes and that the city should focus on improving transportation. The plan gets rid of parking requirements for multi-family units in neighborhoods within half a mile of mass transit. “While it took way too long to get this ordinance approved, I praise my colleagues for finally getting it across the finish line,” said Councilmember Scott Sherman. “This is good news, but our work to fix San Diego’s housing crisis is nowhere near complete. We must continue pushing innovative strategies to improve housing affordability and we can’t wait two years for approval.”Before Monday’s vote, at least one parking spot per unit was required. The new policy gives residents who don’t have a car the option of paying less for housing. Supporters say the move makes it easier for developers to build and help the city reach it’s climate action goals. Those opposed say San Diego doesn’t have the public transportation to support the change. Critics also say roughly 94 percent of San Diego residents own a car. SAN DIEGO (KGTV) - Saturday night, the Padres will welcome back one of the most iconic characters in franchise history.The Famous San Diego Chicken will return to Petco Park as part of the team's 50th anniversary celebration."It's like coming back and seeing family again," says Ted Giannoulas, the man behind the mascot. "It's great. These fans put me on the map. It was their laughter, their good faith over the decades that launched my unique career."The Chicken started in 1974 as a radio station mascot. Over the years, his popularity grew, turning the San Diego favorite in a national phenomenon.But it's been 10 years since the Chicken ruled the roost at a Padres game. The team decided their anniversary season was the right time to welcome him home."As you look back through our 50 year history, it was a piece of our story that we thought really needed to be told this year," says Marketing Director Wayne Partello.As part of the Chicken's return, the team will give away a San Diego Chicken bobble head to every fan at Saturday's game."It's the spitting image of me," says the Chicken, who partnered with the team to make sure they got every detail right, down to the coloring on individual feathers.The Chicken will also sign autographs and take pictures with fans throughout the game. It may be the last time he performs at his home park."I don't know about that for sure," Giannoulas said when asked about his longevity. "It's been 45 years. SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. In the first year, it generated million in revenues for affordable housing projects.In the same time period, the number of declared vacant units dropped by 15 percent, welcome news in a tight rental market."There have been all these stories of college students living in mansions in expensive neighborhoods ... owners renting out to a group of five students for quite cheap just so the owner can avoid paying the tax," said Fumano.A similar tax has since been enacted for the entire province of British Columbia. SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew. "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. They said that means 15 minutes for an appointment and 45 minutes for walk-ins. 1837
