SAN DIEGO (KGTV) - New numbers show just how quickly housing has become unaffordable in San Diego county.Housing received a thumbs-down because the Housing Affordability Index for San Diego County decreased from 26% in December 2017 to 24% in December 2018. In 2012, more than 45% of county residents could buy a median-priced home.The report on housing affordability was part of the annual Quality of Life Dashboard released by the Equinox Project, The Nonprofit Institute at University of San Diego. The renters' situation isn't much better. According to the U.S. Census Bureau, in San Diego County, 57% of people pay more than 30% of their income on rent. San Diego, Orange and Los Angeles counties have the highest proportion of people paying over 30% of their income on rent.DeBenedict says add it all up, and it hurts locals employers trying attract and keep talent. SAN DIEGO (KGTV) -- On Tuesday, county leaders, along with first responders and behavioral health experts, launched a new program named after a CAL Fire captain who died by suicide in 2017.The Fire Captain Ryan J. Mitchell First Responders Behavioral Health Support Program provides a confidential 24-7 helpline for any local first responder. The helpline is staffed by former and current first responders. The program also connects first responders to local behavioral health resources and substance abuse services.CAL Fire Captain Ryan Mitchell died by suicide on November 7, 2017, at the Interstate 8 Pine Valley bridge.“He loved the acts of fighting fires,” said his widow Denelle Mitchell, in an interview with ABC 10News in October 2019.She also spoke about the difficult days. “What comes with that is a lot of hard work, a lot of hours away from your home and your family and your friends,” she said.Ryan’s father, William Mitchell, became a fire chaplain after his son’s death. While he’s heartbroken his son is no longer with them, he is proud of the legacy he is leaving behind.“Heartbreak and pride are strange bedfellows,” William Mitchell said. “It's hard to process that sometimes. We were always and will continue to be very proud of our son.”Supervisor Nathan Fletcher introduced the policy to create and fund the program in September 2019. He told ABC 10News it cost roughly 0,000 to launch with subsequent costs as the program continues.Fletcher spoke about the trauma that first responders face on the job. “At a time where it feels like no one will sacrifice for anyone, we have a group of individuals who are willing to sacrifice their own safety. They’re willing to sacrifice their own life in an effort to protect us," he said.William Mitchell is one of three Advisory Committee members for the new program. He knows the need is there and encourages all first responders to utilize the new helpline.“The need hit our family like a storm that’s never going to relent,” he said.According to Blue H.E.L.P., 228 current and former law enforcement officers died by suicide in 2019, which is higher than the previous year. The Firefighter Behavioral Health Alliance said 82 firefighters, 24 EMS personnel, and one dispatcher have died by suicide so far this year. SAN DIEGO (KGTV) — More than a million California voters have signed up for a new statewide tool that can track a mail-in ballot through its journey from the post office to the mailbox to the final election tally, said California Secretary of State Alex Padilla.“Where’s My Ballot?” can send voters texts, emails or recorded voice calls updating them on their ballot’s status, including when the ballot has been mailed to a voter, when the elections office has received it, and when the ballot has been counted. Voters must sign up for the service.The system can also alert the voter if election officials have rejected their ballot due to a discrepancy, like if the ballot has been flagged for a missing or mismatched signature.“Vote-by-mail has been popular in California for many, many years. But with a further increase in vote-by-mail participation, the transparency and accountability of those mail-in ballots is even more paramount,” Secretary of State Alex Padilla said in an interview.Because of the pandemic, election officials are sending mail ballots to every active, registered voter in California for the first time in state history. Monday is the deadline for election administrators in California’s 58 counties to get ballots for the more than 21 million registered voters into the mail stream.Where's My Ballot? debuted in 25 California counties in the March presidential primary before election officials decided to expand it statewide.In addition to the features of voters, Where’s My Ballot? offers election administrators the ability to monitor the U.S. Postal Service in real-time to see if there are any delays, Padilla said.California and several other states sued the USPS, seeking to undo changes by the Trump Administration that the plaintiffs claimed were slowing down mail delivery. A judge sided with California, granting a preliminary injunction Sept. 17.“If we identify any bottlenecks or delays, then we can work with regional and local Postal Service representatives to address those and ensure the timely delivery of ballots, both to the voter and back to the county,” Padilla said.Where’s My Ballot? was created by BallotTrax, a Colorado-based software company that originally developed the technology for elections officials in Denver in 2009.Each time an employee scans a barcode on the ballot or envelope, BallotTrax collects the data. The company’s president, Steve Olsen, said the technology can be used to send voters reminders about upcoming deadlines.“We know which voters haven’t returned their ballot yet, so we can carve out that subset of voters and send them a message that says, you need to act on your ballot, you have 10 days to do so,” he said.The system is now in 400 counties in 14 states, Olsen said. 2764

  

SAN DIEGO (KGTV) — One of San Diego's most popular taco stops plans to expand across the county.City Tacos, which started in 2014 in North Park and added a La Mesa location in 2017, is preparing to open in four more locations around San Diego County. The shop is heading to Imperial Beach, Encinitas, Pacific Beach, and the Sorrento Valley area, according to City Tacos owner Gerald Torres."We've been expanding as rapidly as we can while being responsible," Torres said, noting when he used to open a store, he did so, "quietly and let people trickle in and take care of them."RELATED: List: San Diego's best Mexican restaurantsThe opening of the Imperial Beach location, however, will see a bit of a different welcoming. Free tacos will be given to the first 200 customers during its opening. In IB, the location will partner with local craft brewery Mike Hess to feature a 6,500-square-foot taco shop and beer garden just steps from the beach on Ocean Lane. Customers can expect many of the delicious taco creations found at other City Tacos locations, with the added benefit of pairing them with Mike Hess brews.To open, the IB stop will also offer tacos from local IB Street Tacos, including the carnitas, pollo asado and cameron enchilada tacos. SAN DIEGO (KGTV) - New rules for purchasing bullets go into effect on July 1st, requiring background checks every time someone wants to buy ammunition in California.The law is part of Proposition 63, which voters approved in 2016. In addition to the background checks, it requires a small fee for each transaction."This is to provide more checks and balances, so we have a better idea of who's being sold the ammunition," says Ron Markus, the spokesperson for San Diegans for Gun Violence Prevention. "If you're someone that doesn't pass a background check, you shouldn't be allowed to buy ammunition."But critics say the law will have unintended consequences, including creating a black market for bullets bought out of state."If you're a Californian, and you go out of state to get ammunition and bring it back into the state of California, you've just broken the law. But if you live in another state, you can bring as much ammunition as you want into the state and give it to anybody in California that you like," says Michael Schwartz, the Executive Director of the San Diego County Gun Owners PAC. He thinks that will lead criminals to conspire with people from out of state to supply bullets.Schwartz also says the background checks won't be as easy as the law intended. As it's written, the law requires instant background checks that run people's information through criminal and mental health databases. Schwartz says only people who are already in the system will get an "instant" result. The rest will have to go through more lengthy checks to buy bullets, which could take days."This won't prevent bad people from doing bad things," Schwartz says. "All it does is put onerous requirements on people who are looking to follow the law."Meanwhile, gun shops are seeing a surge in bullet sales as July nears. They also believe they'll get more business once the law goes into effect since it requires all bullet sales to be done in person at a store. Any online sales will also have to go through a licensed retailer in California.But Schwartz says gun store owners still oppose the rule, even though they stand to profit from it."It's more business for the shop owners, but not more business that they're happy about," he says.Gun safety advocates say the concerns are misguided. They say the sacrifices gun owners will have to make because of the new laws are reasonable when compared to the loss of life from guns."We're sick and tired of hearing about people being shot and killed every single day in this country," says Marcus.
