SAN DIEGO (KGTV) -- The Navy is trying to find the owner of a boat that washed ashore at the Naval Base Coronado.The boat washed up and came to a rest against the fence that separated Coronado’s dog beach from the base.The Navy is asking the owner to come forward immediately to have the boat removed. The problem can get costly for the Navy.Several boats have already washed ashore this year. If the Navy can’t locate the owner, they have to cover the removal cost.Anyone with information on the boat’s owner is asked to call the Navy legal office at 619-545-8141. 573

SAN DIEGO (KGTV) - The family of a mother and daughter killed by a YouTuber in a wrong-way crash on Interstate 805 filed a lawsuit this week against the teenager’s estate, the City of San Diego, and the County of San Diego. Eighteen-year-old Trevor Heitmann, known as McSkillet, drove his McLaren the wrong way on the freeway in August 2018, killing Aileen Pizarro and her 12-year-old daughter Aryana. The sports car collided with the family’s SUV, which burst into flames. In their lawsuit, Aileen’s father Miguel Pizarro and son Dominic Pizarro cited the County and City for negligence resulting in death. The lawsuit cites an incident the day before the crash, during which the San Diego County Psychiatric Emergency Response Team responded to a call claiming Heitmann was “screaming, paranoid, and delusional”. A psychiatrist, Dr. Mary Rusher, told police she had evaluated Heitmann and he was “a danger to himself and to others and must be immediately detained on a California Welfare & Institutions Code 5150 hold,” the suit stated. Rusher also told a police dispatcher Heitmann had displayed manic symptoms and appeared paranoid, delusional, out of control, and threatened to harm his mother in preceding days, according to the court document. “Police left the home without any evaluation of Trevor’s condition, or notifying PERT, if they were not part of same (PERT),” the lawsuit says. The suit claims the police officers were not exercising their authority to place Heitmann on a 5150 hold in accordance with the law. SAN DIEGO (KGTV) — The 19th annual True Blue Luncheon celebrated the bravery shown by three officers who shared their experience in the Rolando shooting almost a year later.The very shield that protected Officers Francisco Roman and Dan Bihum was at the luncheon, helping SD Police Foundation donors understand what their money is going toward. The shield is hefty, with a steel plate inside, according to Officer Trevor Philip.Bihum said he saw two bright flashes, "two of the rounds struck me." The money raised by the luncheon goes to the San Diego Police Foundation, who helps buy whatever the department needs. In 2018, the luncheon raised 0,000. Researchers estimate Americans will spend more than 0 billion in retail this year, which means they need to staff seasonal workers ahead of the shopping rush. Macy’s announced they are looking for 80,000 seasonal workers. The Gap Company will hire 65,000 people. Target plans to add 120,000 seasonal team members this year, up 20% from last year. In San Diego County alone, Target plans to add 1,200 people to their staff this season. “I’m going full time at SDSU, and I knew that I was definitely looking for some work,” Elizabeth Gonzalez said. 10News Gonzalez at the Mission Valley Target’s hiring fair Saturday morning. She is hoping to spend her winter break as a Target sales associate.“I just needed some extra cash just to pay the bills,” Gonzalez said. She said she needed the cash to continue paying for college, as she studies to become a Physician’s assistant. “I thought Target would be a great opportunity because I love shopping here,” Gonzalez said. Companies like Target are offering seasonal hiring incentives to those who already love their stores. SAN DIEGO (KGTV) - The City of San Diego released Friday body-worn camera video and hundreds of pages of documents related to a 2018 officer-involved shooting. Raul Rivera was shot and killed by police on Hollister Street and Tocayo Avenue in May 2018 after police say he came at them with a knife. The new documents show police collected 28 9mm cartridge casings, nine bean bag cartridge casings, and four Taser cartridges from the scene. At one point, the video shows police tasing Rivera. He appears to rip off the barbs and continued to struggle. After several minutes, the violent scene comes to an end when police shoot and kill Rivera. They say he charged them with a knife. The San Diego County District Attorney's office did not bring charges against any of the three officers who fired.The report noted, "law enforcement officers were confronted by an agitated subject who was armed with a knife and was under the influence of narcotics. Mr. Rivera urged officers to shoot him as he advanced toward them."  At the time of the shooting, family members told 10News Rivera was in a bad mental state and wished the police had helped him, not hurt him. On Friday Rivera's sister told Team 10 investigator Adam Racusin she was too shaken to talk about the loss of her brother. She would only say that she loves him and is disappointed in the way police have handled things to this point.  1495
