At such a time, the visit of President Hu next week will be especially meaningful in pushing forward bilateral ties in the new era.China-U.S. relations have maintained general stability and achieved marked progress since the establishment of diplomatic ties, which has become one of the most important bilateral relations in the world, he said.The two countries have conducted constant communication and dialogues, maintained close economic and trade relations, witnessed frequent exchanges of personnel and enjoyed a wide range of cooperation fields. The two countries have far more common interests than disagreements, dialogue and cooperation is always the defining feature of this relationship, he added.Zhang said China and the United States have different domestic environment, social systems as well as historic and cultural identities. They are also at different stages of development. It is normal for the two sides to have different views and even divisions in certain issues.What is important is to take into account and respect each other's core interests and major concerns, and resolve differences through dialogue and negotiations, he saidAmid deepened globalization with more pressing global challenges,Zhang said, China-U.S. ties needed to be viewed in a new perspective. China-U.S. relationship is not a zero-sum game. BEIJING, Dec. 21 (Xinhua) -- Chinese lawmakers on Tuesday continued discussing a draft amendment to the country's Criminal Law which, if passed, could criminalize the act of "drunk driving".The draft amendment, which was tabled during a bimonthly session of China's top legislature on Monday for the second reading, stipulates that the act of car racing, which has caused "serious consequences", or drunk driving, are violations of the Criminal Law and convicted car racers or drunk drivers would be detained and fined.Currently, those suspected of drunk driving or street racing, if no serious consequences such as road accidents are caused, are not charged with criminal offences and are only subject to administrative or civil penalties.According to the road traffic safety law, drunk drivers will face up to 15 days in detention and their driving licenses will be suspended from one to six months. Meanwhile, drivers will have to pay a fine ranging from 200 yuan (30 U.S. dollars) to 2,000 yuan.On the other hand, when drunk driving has become vital or has caused "serious consequences", drivers are ruled to be committing traffic crimes or crimes against public security and receive jail terms ranging from no more than three years detention or more than seven years imprisonment.The latest amendment stipulates that drunk driving, even if it has caused no road accidents or other serious consequences, would constitute a criminal offence.According to China's current standard, drunk drivers refer to those having 80 milligrams of alcohol in 100 milliliters of blood.Xia Ji'en, a member of the Standing Committee of the National People's Congress (NPC), China's top legislature, hails the proposal to criminalize the act of drunk driving as "progress" that would better protect people's safety and reduce the frequency of drunk driving.Xia proposed imposing harsher penalties for drunk drivers who caused road accidents.Member Lang Sheng said administrative detention for drunk drivers is having little effect on quelling the practice of drunk driving, and criminalizing the act of drunk driving would work more effectively.However, NPC Standing Committee member Fang Xin proposed to fully consider the consequences of criminalizing drunk driving.A civil servant could no longer keep his post if he commits a crime, even if its drunk driving and no one was hurt, according to Fang.Member Li Lianning suggested authorities mete out punishment for drunk drivers based upon the severity of their cases and take a cautious approach in legislation.In most cases, a draft law will be read two or three times before being passed.China's fast economic development has enabled a growing number of Chinese to realize their middle class dream of owning a car.China' s auto sales jumped past the United States to reach record levels in 2009. China had 199 million motor vehicles on its roads as of September, including 85 million cars, according to the Ministry of Public Security.However, in a country where drinking liquor is an important part of the dining ritual, the pleasures of drinking alcohol have made drunk driving sometimes an unavoidable practice.In 2009, Chinese police apprehended 313,000 drunk drivers.Earlier this month, Gu Qingyang, a post office official in Luoning County of central China' s Henan Province, was arrested after he, under the influence of alcohol, drove his car into five teenagers before trying to escape.More fatal car accidents in big cities such as Chengdu, Nanjing and Hangzhou have triggered heated public complaints and calls for stricter penalties for drunk driving.

  

BEIJING, Nov. 30 (Xinhua) -- Chinese analysts have refuted criticism that China is not acting responsibly enough to address the recent increase in tensions on the Korean Peninsula.It is evident that China is actively making diplomatic efforts to ease the tensions and pushing for contacts and talks among relevant parties, they said, adding that these facts should not be ignored.John McCain, a senior U.S. senator said China "is not behaving as a responsible world power" in dealing with the Korean Peninsula situation.The U.S. House of Representatives Committee on Foreign Affairs and the House Armed Services Committee has called on China to suspend economic and energy assistance to the Democratic People's Republic of Korea (DPRK) to show the DPRK consequences for its "aggression."China on Tuesday called for a resumption of dialogue and negotiations amid rising tensions on the Korean Peninsula.(China does not control the DPRK, and China's actions are made out of a respect for other sovereign states and humanitarian considerations, said Zhu Feng, professor at Peking University's School of International Studies.United Nations Security Council Resolution 1874 adopted in June 2009 made it clear measures imposed by the resolution upon the DPRK "are not intended to have adverse humanitarian consequences for the civilian population of the DPRK.""There is serious misunderstanding and hostility between the DPRK and the Republic of Korea (ROK). The best solution is to make every possible effort to bring the parties to negotiation to maintain peace," Zhu said."Only with more contact and dialogue can we ease the current tensions and find a solution acceptable to all," Zhu added.As tensions grow, China has proposed emergency consultations be held next month between the heads of the delegations to the Six-Party Talks, Wu Dawei, Chinese special representative for the Korean Peninsula affairs, said Sunday.The analysts also called for calm and restraint to maintain and promote peace and stability on the Korean Peninsula.The series of large joint military drills between the ROK and the United States in the Korean Peninsula region is unprecedented, and the show of force may sting the DPRK and heighten tensions, said Tao Wenzhao, a research fellow at the Institute of American Studies at the Chinese Academy of Social Sciences (CASS).The ROK and the United States conducted joint military drills in March, June, August and September in the ROK and in waters off the ROK coast.

  

BEIJING, Dec. 10 (Xinhua) -- CNC World, the English-language channel of Xinhua News Agency's TV arm, CNC, will reach cable television audiences in Africa from Jan. 1, 2011, according to an agreement signed Friday between CNC and South Africa-based MIH Group.The English-language channel of China Xinhua News Network Corporation (CNC) will be available to 4 million African families through MIH's cable network.Xinhua President Li Congjun met Koos Bekker, founder of MIH, before the signing of the agreement. Both sides expressed their hope CNC will be a competitive and influential international media organization.On Thursday, Xinhua signed an agreement with Eutelsat Communications to extend the coverage of CNC to all of Europe, the Middle East and North Africa from Jan. 1, 2011, through Eutelsat Communications' Eurobird, Hotbird and W7 satellites.CNC World broadcasts English news programs 24 hours a day and covers breaking news and major political, economic and cultural news from around the world.Launched in 2009, CNC has developed into a television network with satellite services in the Asia-Pacific, North America, Europe and Africa.It is also expanding its cable television and new media services and provides news programs to about 300 domestic and overseas television organizations.
