An Uber Eats driver wanted in connection with the fatal shooting of a customer over the weekend shot the victim in self-defense, the suspect's attorney said Monday.Robert Bivines, 36, turned himself in to authorities around 3 p.m. on Monday after police secured a warrant for his arrest on a felony murder charge, Atlanta Police said.Bivines was arrested and taken to the Fulton County Jail and booked on charges related to the killing of Ryan Thornton, 30, of Atlanta.Police said the shooting happened about 11:30 p.m. Saturday in the city's Buckhead neighborhood after the victim, identified by the Fulton County medical examiner's office as Thornton, placed a food order via his smartphone app."The victim went down to meet the driver, received his order and began walking away from the vehicle," police said. "As the victim was walking away, it appears words may have been exchanged between he and the delivery driver. An American woman and a Japanese man won the elite divisions in the Boston Marathon Monday, the first time runners from each country have taken the top spots in more than 30 years.Desiree (Desi) Linden, a two-time Olympian, battled the rain and wind to win the 122nd running of the storied race. It's also the first marathon win of the 34-year-old's career."I love this city," Linden said. "I love this race, this course. It's storybook, so I'm thrilled to be here and to get it done."And Yuki Kawauchi of Japan came in first place in the men's elite division, overtaking Geoffrey Kirui of Kenya in the final miles. Arlington National Cemetery is a shrine that honors our military.But on this Memorial Day, it’s facing a dilemma. It's running out of room, and is now considering restricting who can be buried there.“Arlington National Cemetery is just so special. Around here we say every day is Memorial Day,” said Karen Durham-Aguilera, the executive director of Army National Military Cemeteries.  “Without a change, every veteran who served in a Gulf War conflict, that's Iraq, Afghanistan and all the other conflicts we've been in since then, will not have the honor of coming here, even if they're medal of honor recipients."The cemetery holds more than 7,000 burials a year, or about 30 a day.With aging veterans and on-going conflicts, the cemetery is running out room and, if nothing changes, they'll run out of space in the next twenty years or so. Unable to expand much more, the cemetery is now looking at putting new restrictions on who can be buried there.On its website, the cemetery is now taking a survey asking the public for input on which veterans should get priority. For example: those killed in action, retired veterans, or those who received high honors, like a Purple Heart or Medal of Valor.“Anybody can take it. It's very narrowly focused, saying what do people want us to do." An early analysis of census data shows California and New York may lose a seat in the House, while Florida would gain two. This could mean Florida in the near future would have more electoral votes than New York.The analysis was done by William Frey, a senior fellow at the Brookings Institute, a nonprofit public policy organization, based on population estimates from mid-2020 released by the Census Bureau.Frey said the estimates released by the Census Bureau show that between July 2019 and July 2020, the population in the U.S. grew by .35%. That’s the lowest annual population growth rate since the turn of the last century, and that could mean the decade 2010-2020 may have the lowest decade growth rate in centuries.This low rate of growth and some “educated estimates” from Frey on new state-level data, could mean that seven states gain representatives in Congress and ten states lose some.One result of the Census is calculating the number of seats in the House of Representatives a state should have. Every decade, the Census Bureau adjusts the number of seats each state receives based on changes in population, the process is called reapportionment.Frey estimates that Texas will gain three representatives in the House, Florida wil gain two, and Arizona, Montana, Colorado, North Carolina and Oregon will gain one. Meanwhile, Alabama, California, Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, West Virginia and Rhode Island could all lose one representative, according to Frey’s estimates.Changing the number of seats in the House also changes how many votes the state gets in the Electoral College; electoral votes are the number of seats a state has in the House plus two senators.California currently has 55 electoral votes, with the next highest as Texas with 38 votes currently. New York and Florida are next, with 29 each; if New York were to lose one and Florida gain two, it would be the first time Florida had more votes than New York and would make Florida the third most represented state in the House.“This reapportionment will also affect the Electoral College in future presidential elections. There are a mix of “red” and “blue” states among those gaining and losing seats. Thus, it is difficult to predict how these changes will benefit future Republican and Democratic presidential candidates,” Frey wrote in his analysis.Frey’s estimates are based on early data shared by the Census Bureau.
