DENVER – Colorado has joined a lawsuit involving 18 states, several cities and counties and the U.S. Conference of Mayors aiming to block the Trump administration from putting a citizenship question on the 2020 U.S. Census. But the state is doing so without the representation of its attorney general’s office and will have the governor’s chief legal counsel, Jacqueline Cooper Melmed, represent the state in the proceedings.Gov. John Hickenlooper’s office signed on to the first amended complaint in the lawsuit on Monday. New York Attorney General Eric Schneiderman and a host of other states originally filed the lawsuit last month in the U.S. District Court for the Southern District of New York.Hickenlooper, a Democrat, broke with Colorado Attorney General Cynthia Coffman, a Republican, in filing the suit.Coffman in early April announced that she and the attorneys general for Oklahoma and Louisiana supported the new citizenship question, saying that U.S. Secretary of Commerce Wilbur Ross was “within his authority to find that the need for accurate citizenship information outweighed the fears of a lower response rate.”But in joining the suit, the governor’s office argued otherwise.“We have a responsibility to Colorado to see that every person is counted,” Hickenlooper said in a statement. “Our action seeks to ensure the census is being used for its intended purpose under the Constitution. An accurate census count protects federal funding and our representation in Congress.”Annie Skinner, the spokesperson for the attorney general's office, outlined the differences in opinion between Hickenlooper and Coffman and explained the process by which Colorado joined the lawsuit: 1699

DALLAS (AP) — A Texas prosecutor said Friday that investigators have linked more than 60 killings in at least 14 states to a 79-year-old California inmate who may be the most prolific serial killer in U.S. history.Ector County District Attorney Bobby Bland said Samuel Little continues to cooperate with investigators from around the country who interrogate him in prison about cold case killings dating back to the 1970s. Among those who spoke to him were investigators from Ohio, where Little grew up and where he's suspected of killing at least five women.Little was convicted of killing three Los Angeles-area women and pleaded guilty to killing a Texas woman, and he's serving life sentences in California. Little, who lived a nomadic lifestyle, claims to have killed 93 women as he crisscrossed the country over the years.Bland said Little is in failing health and has exhausted his appeals, leading him to be forthcoming with investigators."At this point in his life I think he's determined to make sure that his victims are found," he said.During Little's 2014 trial in Los Angeles, prosecutors said he was likely responsible for at least 40 killings since 1980. Authorities at the time were looking for possible links to deaths in Florida, Georgia, Kentucky, Louisiana, Mississippi, Missouri, Ohio and Texas. But Little was not forthcoming with information at the time and Bland credits Texas Ranger James Holland with gaining Little's trust and eventually eliciting a series of confessions.Holland traveled to California last year to speak with Little about cold cases in Texas. That led Little to be extradited to Texas and his guilty plea in December in the 1994 strangulation death of Denise Christie Brothers in the West Texas city of Odessa. But Holland's conversations with Little have continued, even after Little was returned to California to serve his sentences, and it was Holland who determined that he was responsible for 93 deaths, said Bland, who received an update from Holland this week.Information provided to Holland was relayed to law enforcement agencies in several states, leading to a revolving door of investigators who traveled to California to corroborate decades-old deaths.Among them were investigators from Ohio, where prosecutors on Friday announced charges against Little in the 1981 killing of a Cincinnati woman and where he was charged last week in the deaths of two women in Cleveland. He previously was charged in a second Cincinnati killing and confessed to another one in Cleveland, though investigators are still trying to identify the victim in that case.He explained that Little's victims often were suffocated or strangled, in many cases leaving few physical marks and leading investigators to determine the women died of overdoses or of natural causes."There's still been no false information given," Bland said. "Nothing has been proven to be false."Gary Ridgway, the so-called Green River Killer, pleaded guilty to killing 49 women and girls, making him the most prolific serial killer in U.S. history in terms of confirmed victims, though he said he killed 71. 3122

Despite not meeting the original requirement of playing a minimum of six games this season, the Big Ten voted to allow Ohio State to participate in the Big Ten Championship Game for December 19.The No. 4-ranked Buckeyes were slated to play their sixth game of the year on Saturday against archrival Michigan, but a coronavirus outbreak prompted the Wolverines to cancel their matchup against OSU. The cancelation was announced on Tuesday. The move leaves No. 12 Indiana out of the title game. The Buckeyes previously defeated Indiana, giving the Hoosiers their lone loss of the season.“The decision was based on a competitive analysis which determined that Ohio State would have advanced to the Big Ten Football Championship Game based on its undefeated record and head-to-head victory over Indiana regardless of a win or loss against Michigan,” the Big Ten said in a statement.Ohio State is slated to take on No. 14 Northwestern in the title game.A huge factor likely came down to Ohio State’s chances of making the coveted four-team College Football Playoff. The CFP uses conference championships as part of its formula in selecting the top four teams in the country. With its loss to Ohio State, Indiana would have been highly unlikely to qualify for the College Football Playoff. The Buckeyes previously had two contests called off due to the coronavirus. Last month, an outbreak among Maryland players and staff prompted the Terrapins to cancel their game against OSU. Two weeks ago, a cluster of cases, including head coach Ryan Day, prompted the Buckeyes to cancel their matchup against Illinois. 1609

DEL MAR, CA (KGTV) -- From the starting line to the finish line, opening day to the final race of the season, the Del Mar racetrack prides itself on injury-free races. And with the Summer 2020 season having just wrapped up, the track was ranked as the safest racetrack in the country for the third straight year."It didn't come easily," says Del Mar Thoroughbred Club President Joe Harper. "A few years ago we just woke up to the fact that these horse injuries were climbing, and we had to figure out what was going on."So four years ago, they decided to make some changes. All in the hopes of making the sport safer for the horses, and the jockeys. And it all started with dissecting the track."We found the best guy in the world, the best dirt guy there is, and it was Dennis Moore. He took the track completely apart and told us there were a few problems. We knew it would cost a lot of money, but I said spend all you want."Joe says they also stepped up the evaluations on every racehorse. And for a summer racing season, that means close to 2,000."We go back through our databases, and find what this horses have been doing, where they have been, and how they have been training."The track has also increased the number of veterinarians at the track."In the morning during workouts we've hired more vets to come in and watch the horses. We also have veterinarians go in and look at the horses in the stalls, and the receiving barns. There are vets everywhere."This past season, they had to euthanize one horse injured in a race, as well as two other horses injured while training. "What we're really looking for is zero but compared to where we were, and compared to other tracks, for the last three years we've been the safest track in North America." 1767

DAWSONVILLE, Ga. — A quiet neighborhood in Dawsonville, Georgia is in shock after a Tampa man traveled there and allegedly killed his ex-wife and her sister on Thursday.Lumpkin County Sheriff Stacy Jarrard said Kelley McDonald Jr., 39, shot four people in the home before turning the gun on himself.  McDonald's ex-wife and her sister were both killed. McDonald shot and wounded a 16-year-old in the home and his 2-year-old daughter. Both were rushed to Children's Healthcare of Atlanta at Egleston, according to Jarrard. The sheriff said the victim was hiding from her ex-husband but he tracked her down to the community about an hour north of Atlanta. Around 8:30 a.m., deputies responded to a call of shots fired. A 13-year-old inside the home during the shooting was able to escape and call 911.Court documents show McDonald and his ex-wife divorced in October 2017. According to an active arrest warrant out of Hillsborough County, Florida, McDonald was wanted for attacking his ex-wife on December 30 inside her Tampa condo. The warrant was for domestic violence with strangulation and burglary with assault.  Tampa neighbors said they were friendly with the victim but noticed a lot of police going in and out of the home. They said she recently moved out. They were shocked and saddened to learn she was murdered.McDonald’s mother spoke to Scripps station WFTS in Tampa outside her Tampa home. She said the family was “shocked and just learning of the news.”  Court documents show an emergency motion was filed on February 26 by the victim asking domestic violence injunction petition.  Lumpkin County Sheriff 's Office posted on Facebook that anyone seeking refuge for domestic violence in a community should always reach out to any local domestic violence organization they can contact. The sheriff writing on Facebook, “If you have taken refuge in a community, I encourage you to reach out to the local law enforcement of that area so that they may be aware of any situations that might arise in order to keep you and your family safe.”The names of the victims have not been released. 2156
