SAN DIEGO (KGTV) -- A new report shows that the San Diego Unified School District in 2017 saw significant grade-level gains in reading and math scores.The program, called the National Assessment of Education Progress, or NAEP, shows that San Diego is the only large urban district in the nation to see significant test score increases in fourth-grade reading and math.San Diego Unified also performed significantly higher than public schools in large cities in both fourth and eighth-grade math and reading.The 2017 results mitigate a significant score drop in fourth-grade math in 2015, which the district says is due to the implementation of Common Core.The district said Tuesday that long-term data shows a generally upward trend overall.“San Diego Unified stands out as a hub of academic excellence and innovation, where students learn and thrive thanks to the dedication of our teachers,” said Superintendent Cindy Marten. “The NAEP results underscore the incredible teaching and learning that’s occurring in San Diego Unified schools every day.” 1064

SAN DIEGO (KGTV) — A Rancho Penasquitos man says on Sunday morning he walked outside to discover someone had broken into most of the mailboxes on his street. He added that even mailboxes that had locks had been pried open and left empty.“I woke up this morning to pick up my newspaper and I noticed every mailbox up and down the street and adjacent streets I could see had been opened and all the mail had been removed,” he said. The neighbor asked ABC 10News not to be identified.He said he’s lived in the area for about 10 years and it’s generally quiet. They had one incident a few years ago where mail was stolen around tax return season. He’s concerned about this theft because of the looming November election.“I kinda felt it might’ve had something to do with stealing the ballots,” he said.He said both he and his next door neighbor had received their ballots in the days immediately before the theft. Other neighbors in the area also said they already got their ballots in the mail, but the incident is a reminder to be extra cautious with important voting documents moving through the postal system.“Personally, I’ve never been a victim of crime here, or do I know anybody that’s been a victim of crime here, so it’s something that’s concerning,” he said.The neighbor added that he did email the registrar’s office to let them know of the possibility of stolen ballots in his neighborhood. 1407

SAN DIEGO (KGTV) -- A judge is considering placement locations for a sexually violent predator convicted of sexual offenses against children between the ages of 4 and 9.Judge Howard Shore issued a written decision Tuesday that a proposed address on the 15000 block of Adams Drive in Pauma Valley was not suitable for the placement of Joseph Bocklett.A news release from the District Attorney said Judge Shore is considering other potential housing options.Bocklett was convicted of three sexual offenses over a 19-year period involving children between the ages of 4 and 9.He was sentenced in 2000 to a 17-year prison term before being committed to Coalinga State Hospital for treatment.Last year, Bocklett petitioned for the Conditional Release Program for sex offenders. He was granted conditional release to a supervised home. "I can certainly empathize with the feeling that people do not want someone like Mr. Bocklett in their community,'' Shore said during last Friday's hearing. ``I would be shocked if anyone wrote a letter saying, `We can't wait to have him living in our community.' SAN DIEGO (KGTV) - A local couple is making a plea for the return of some family heirlooms after a burglary at their home while it was being fumigated.The mess Denise Duffy walked into is now stamped in her mind and heart."Very upsetting. I just felt very sick," said Duffy.Just off 54th street in Oak Park, after several days of termite treatment, Duffy and her husband met the fumigation crew Wednesday morning so they could get back in their home. Turns out, somebody else had been inside. The tent was sliced open, along with a screen window on the side of the house. The thief ransacked the entire house, stealing electronics and dozens of pieces of jewelry, most of them family heirlooms."My parents are dead. My grandparents are dead, and I had a piece of them," said Duffy.Among the pieces that priceless heirlooms was a gold necklace she wore at her wedding nearly 40 years ago, given to her by her grandfather. Also gone was her husband's gold wedding band."It's pretty tough on you ... brings back memories. Stuff you hope to have for your kids," he said.The Duffys aren't alone. Last week in El Cajon, there was a burglary with a similar M.O. A home - two days into a fumigation - was broken into after the tent was sliced open overnight. In that case, a senior couple lost jewelry, coins and other valuables collected during their lifetimes. The pain of their loss is shared by the Duffys. "Just a violation ... Can't replace any of it," said Denise.Her husband's wedding band engraved with their wedding date '11-28-80' and 'Love Never Fails.'It's unknown right now if there's a link between the two crimes. 1629

SAN DIEGO (KGTV) -- A previously-deported sex offender who tried to enter the U.S. illegally was arrested Sunday by Border Patrol agents.On July 5 around 1:30 a.m., agents patrolling the U.S./Mexico border near Tecate saw three people enter the U.S. illegally, the agency said.All three men were arrested and, after fingerprinting all three, a records check revealed that one of the men, a 33-year-old Mexican national, had been convicted for sex crimes against a child.According to the agency, the man had been convicted in 2006 of lewd acts upon a child and sentenced to 10 years in prison. He was removed from the U.S. in 2014.The man is currently being held in federal custody pending charges for felony illegal re-entry after deportation, Border Patrol says. 771
