ST. PETERSBURG, Fla. — Governor Ron DeSantis announced Florida will enter Phase 3 of reopening the state's economy.Effective immediately, Gov. DeSantis announced Friday in his press conference in St. Petersburg that restaurants and select businesses can operate at full capacity.Phase 3 of Gov. DeSantis' "SAFE. SMART. STEP-BY-STEP PLAN" ensures Floridians that restaurants can reopen at a minimum 50% capacity if the local government prohibits them from reopening at full capacity.“Everybody has an opportunity and the right to work. Every business has the right to operate,” said Gov. DeSantis said.With Phase 3, Gov. DeSantis said he will no longer place limitations on businesses due to coronavirus concerns."There will not be limitations from the state of Florida," Gov. DeSantis said.The Florida Restaurant and Lodging Association (FRLA) President and CEO Carol Dover said the pandemic has caused 336,000 people in the industry to lose their jobs.“The effects on the local and state economy have been significant. I want to thank Governor DeSantis and DBPR Secretary Halsey Beshears for their support as we have navigated this unprecedented time and for allowing us the opportunity to get back to work,” Dover said in a press release.The announcement comes just days after bars and breweries were allowed to reopen in Florida.Florida's top business regulator Halsey Beshears announced just 15 days ago that the state is rescinding Executive Order 20-09. The executive order, issued earlier in the summer, suspended bars from serving alcohol on their premises.Gov. St. Louis Zoo officials are trying to solve the mystery of how a 62-year-old ball python laid seven eggs without being around a male python for at least two decades. An expert at the zoo says it’s unusual but not rare for ball pythons to reproduce asexually. Pythons also sometimes store sperm for delayed fertilization. The zoo say the birth is also unusual because ball pythons stop laying eggs long before they reach their 60s. The python laid the eggs in July. Three of the eggs remain in an incubator, two were used for genetic sampling and snakes in the other two eggs did not survive. 599

Six days after Hurricane Michael roared ashore, wreaking havoc on the Florida Panhandle, a bit of good news has emerged in hard-hit Mexico Beach.On Monday, authorities announced both that residents can begin returning home this week and that the estimate for the number of people unaccounted for has been lowered from at least 30 to three.Mexico Beach took the hardest punch from Michael when the storm made landfall six days ago.Besides the widespread destruction, town police say two people were killed there, including one body found Monday.After standing by for days as authorities worked to secure the area and complete search and rescue, Mexico Beach residents learned Monday that they can return home on Wednesday.About 280 of the town's 1,200 residents had said they planned to ride out the storm, but the town's mayor said many fled at the last minute when Michael quickly gained strength.Authorities initially said they could not account for 30 to 35 people but police Monday lowered that number to three missing. 1031

Slowly but steadily, caravan migrants who trekked across Mexico are pleading their cases to US authorities on why they should be granted asylum.Nearly half of them have now been accepted to begin processing by US authorities at the border with Mexico, Alex Mensing -- whose group, Pueblo Sin Fronteras, organized the caravan -- said Wednesday.Caravan organizers said 49 Central American migrants began asylum processing on Wednesday, bringing the total of those accepted for processing to 74.On Tuesday, 17 Central American migrants were taken in by US Customs and Border Protection (CPB) for asylum processing, said Viridiana Vidal, whose group Pueblo Sin Fronteras organized the caravan.The group was predominately made up of mothers and their children.However, CPB says it processed 28 between Monday and Tuesday. SPRING VALLEY (CNS) - A 22-year-old man was behind bars Friday on suspicion of fatally shooting a 27-year-old man in an alley in the La Presa area south of Spring Valley, authorities said.Deputies responding to a report of gunfire shortly after 1:20 a.m. Thursday near the intersection of Delrose Avenue and Elkelton Boulevard found 27-year-old Carlo Avila of Santee in an alley with at least one gunshot wound, according to sheriff's officials.Paramedics responded, but Avila was pronounced dead at the scene, Lt.
